GENERAL DEFINITION
This is engineering aide work at the full performance level performing engineering or architectural support tasks in an assigned specialty. An employee in this class gathers and processes data related to a survey corps, traffic control, operations, architectural or engineering drafting environment. Work includes drafting, preparing engineering and architectural drawings, maps, and plans; creating survey transit-lines; analyzing, observing and monitoring traffic control devices related to traffic flow and control; or observing and performing minor studies of electrical and mechanical plant equipment to determine operating efficiency and projected repair requirements for a water purification or waste-water treatment plant. When required, an employee in this class utilizes computer-aided drafting and design and drafting equipment, (CADD) for drafting efficiency and accuracy and personal and/or mainframe computer terminals to perform data entry and retrieval related to an assigned task. Work is performed under the supervision of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
• The position must perform engineering aide work at the full performance level in the area of specialization in support of engineering, architectural or operations projects for an operating department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Performs various detailed pencil and/or ink drafting tasks using protractors, triangles, electronic equipment such as pens, pencils, erasers and/or computer aided drafting and design equipment (CADD).
Performs routine clerical work; maintains and cleans tools and equipment essential to the work.
Uses personal and/or mainframe computer terminals to retrieve and enter data appropriate to an assigned task.
Performs related work as required.
Performs architectural and drafting tasks to scale based on field observations and notes, field survey books and sketches, which include drafting or tracing maps, or plates; prepares preliminary sketches, schematics, and final plans for proposed construction projects.
Interprets dimensions and locations and draws sketches of architectural structures, water mains and sewers, processing equipment, bridges and highways.
Uses a planimeter to take engineering measurements.
Issues water and sewer permits and provides "one call" utility notification service when applicable.
Prepares preliminary sketches, plans and specifications; may make minor modifications to sketches and plans; performs field inspections to determine if work complies with plans and specifications; reviews blueprint plans for encroachments, driveways and underground utility construction; reviews sketches for street occupancy and street closures; issues street opening permits and provides “one call” utility notification.
Provides technical support on a variety of projects; researches historical records in order to locate plans of problem sites pertinent to project assignments; prepares reports on findings.
Operates conventional and/or electronic survey equipment preliminary, location, construction, property or topographical surveys to determine grade and slope of existing and proposed construction sites, to determine location of points and size of area relative to maps, and ownership rights; determines elevation, angles, distances and lines; performs necessary calculations and drafting of data, as required; transfers data stored in electronic survey equipment to personal and/or mainframe computer terminals.
Drives vehicles used to transport the survey corps to and from the work area.
Tours an assigned area of the city to observe existing traffic regulatory and control signs, signals and markings for change, malfunctioning needs, damage, and inaccuracy, etc.; investigates traffic condition complaints; times and alters timing cycle on intersectional signal devices within a limited area; prepares area sketches as required, showing pertinent information; makes recommendations to alleviate traffic flow problems; draws sketches of traffic signals.
Tours contractor work areas to determine effects on traffic flow and recommends signs to facilitate traffic conditions for the duration of the work project.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the principles, practices, techniques and instruments used in the area of specialization
• basic high school level mathematics, including geometry and algebra, and their application to the area of specialization
• drafting as required in the area of specialization
SKILL IN:
• the care and use of instruments, tools, materials and equipment used in the work as they apply to the area of specialization
• applying mathematical computations and configurations as they apply in the area of specialization
ABILITY TO:
• perform process and equipment efficiency and preventive maintenance studies
• observe field conditions and to prepare and keep accurate notes and records
• prepare required oral and written reports as they apply to the area of specialization
• prepare, draft and trace neatly and accurately, pencil and ink drawings
• use computer aided drafting and design equipment if required by work assignment
• retrieve from and enter data into personal and/or mainframe computer terminals to complete work assignments if required by work assignment
• use computing software packages related to assigned engineering tasks proficiently
• understand and follow oral and written instructions
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 1/17.)
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
EXPERIENCE:
One year of Engineering Aide 1 or equivalent experience performing architectural or engineering support tasks in an architectural or engineering drafting environment.
One year of Engineering Aide 1 or equivalent experience performing operations project support tasks in an engineering operations environment.
One year of Engineering Aide 1 or equivalent experience performing surveying assignments in a survey corps or engineering environment.
One year of Engineering Aide 1 or equivalent experience performing traffic control studies and support tasks in a traffic engineering environment.
ALL SPECIALTIES
Any equivalent combination of training and experience determined to be acceptable by the Office of Human Resources.
NOTE: Completion of one year of architectural, construction technology, engineering, industrial or mechanical drafting, or surveying training as related to the area of specialization at an accredited college, university or vocational or technical institute or possession of the Construction Management Certificate issued by the City of Philadelphia demonstrating successful completion of the Street’s Department 10-course Construction Management Certificate Program may be substituted for one year of experience in the area of specialization.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment as an Engineering Aide 2, if required by work assignment.
