AIRPORT COMPUTING AND SECURITY SYSTEMS MANAGER

This is airport management work directing a mixed vendor, multi-network computing and telecommunications program and a comprehensive safety and security program for a large hub international airport. In the computing responsibility the employee in this class directs the activities of a group of telecommunications and computing specialists engaged in maintaining and providing telecommunications, LAN and WAN systems, and applications programming services in support of the airports' security access, billing, engineering, GIS and CADD systems, emergency services and message paging computing programs. In the safety and security responsibility an employee in this class directs all safety and security efforts to ensure the airport meets Federal Aviation Administration (FAA) regulations and requirements. The employee serves as a liaison between the airport and the FAA and is responsible for cooperative security and safety efforts among the airport staff. Work includes planning, developing and implementing computing and safety and security operations policies, procedures and guidelines and formulating systems enhancement strategies to maintain an efficient level of operation and services to the Airports and its tenants. Insuring computing systems integrity and security, coordinating the activities of airport management, emergency, and tenant personnel and maintaining extensive contact with federal, state, and local government officials to ensure compliance of FAA security regulations with airport operations are significant aspects of the work. Work is performed under the general direction of the Director of Aviation.

• The position must perform the work for the City's International Airport and the Northeast Philadelphia Airport.
• The position must be responsible for directing the Airport's entire computing and safety and security programs.
• The position must supervise a group of telecommunication, computing specialists, and security and safety specialists, each responsible for administering and maintaining one of the following: LAN, Stratus, telecommunications, and security systems.
• The position must be responsible for computing, security and safety services in an international airport shared tenant services environment.

• Directs the activities of a multi-network, mixed vendor computing program for the City's International Airport; supervises the work of a technical staff engaged in systems implementation, application development, and telecommunication systems management.
• Plans strategies to reduce cost and increase systems efficiency.
• Confers with unit managers to discuss the nature of new data processing or telecommunications requests; directs the development and implementation of proposed operational, data and voice systems, security, financial, engineering and information computing systems and the modification to existing systems; selects vendors or contractors as needed; administers or directs the administration of contracts for provision of computing services and hardware maintenance; reviews completed designs and computer programs for conformance to program objectives.
• Directs systems hardware/software configuration; analyzes and evaluates equipment performance and efficiency for both Stratus and IBM computer systems; selects, procures, and directs the installation of new equipment; creates and monitors the program budget for systems development hardware/software acquisition.
• Reviews and evaluates hardware performance through review of reports and on-line monitoring tools; analyzes findings to prepare projection reports on hardware/software requirements for the following fiscal year; maintains effective working relationship with the City's Central Computing Agency.
• Establishes security standards and methods for departmental computing systems and assigns security monitoring responsibilities to subordinates; reviews new hardware and software packages to keep abreast of new developments with possible applicability to the Airport computing systems; develops marketing plans for selling telecommunications computing services to airport tenants; develops billing and support provisions for customers.
• Analyzes requirements for cabling plant utilization and determines when expansion is needed; oversees engineering of voice and data circuits within the cabling system; verifies that all cabling administration and maintenance meets the requirements of AT&T PDS certification.
• Oversees the development of marketing plans for the DOA telephone system in line with division standards and requirements; directs the implementation of integration requirements of airport telecommunications and computer systems into airport PDS cabling system.
• Reviews and interprets the impact of all FAA regulations, amendments, and advisories on safety and security activities and making resultant recommendations for revisions to airport security and safety policies and procedures; coordinates the activities of airport management, emergency, and tenant personnel; maintains extensive contact with federal, state, and local government officials to ensure compliance with FAA regulations concerning airport operations and security; designs, implements, monitors, revises and updates security programs for Philadelphia International Airport; directs the maintenance of and compliance with the FAA approved Airport Security Plan; oversees and approves, in concert with FAA officials, improvements to the Airport's security access system; implements FAA security directives; identifies and rectifies impediments to safety and security program compliance.
• Develops the airport's response to all FAA safety and security concerns; serves as a liaison to the FAA to ensure development and compliance with all security programs, policies, rules and regulations; directs enforcement of airport rules and regulations by tenants to ensure compliance on all safety and security-related issues.
• Provides assistance information, and advice to individual airport tenants in developing their own security systems in accordance with FAA regulations; directs completion of security audits conducted with all tenant companies to ensure compliance with FAA and airport security regulations.
• Reviews plans for design and construction improvements and enhancements to the airport; evaluates plans to ensure specific details conform to FAA security and safety regulations and requirements; confers with airport design and engineering staff in suggesting revisions to plans for compliance with the appropriate regulations; reviews and approves plans of technological enhancements and for installation, repairs, and preventive maintenance of security systems.
• Directs consultants and contractors engaged in the design, development, and implementation of airport security systems and equipment; monitors the installation, repairs, and preventive maintenance program of security-related systems.
• Works in concert with FAA officials to resolve compliance issues; confers with FAA officials to formulate optimal ways in which sub-standard operations and/or procedures can be changed in conformance to rules and regulations, while, at the same time, not be impediments to the airport's operational performance.
• Coordinates the airport's overall response to safety and risk-management related issues; chairs the airport's internal risk management/safety committee; serves as a liaison with the City's Risk Management Office, Law Department, and other airport units to compile information and coordinate policy and action in response to liability claims or accidents.
• Monitors and oversees the development of safety and security-related training programs; coordinates security for VIP dignitaries visiting the City; directs airport operations personnel in the maintenance of the airport's certification manual with respect to safety and security matters.

EDUCATION
• Completion of a bachelor's degree program in computer science, decision science, information science, business administration, aviation management or closely related field.
AND
GENERAL EXPERIENCE
• Three years of professional level administrative or operations experience in an international hub airport environment.
AND
SPECIFIC EXPERIENCE
• Two years of experience at the supervisory level, directing the activities of a technical staff engaged in the design, implementation, administration and maintenance of information management systems in a multi-user airport operations environment.
AND
• Two years of supervisory experience directing a comprehensive computerized airport safety and security system for a large international hub airport.
OR
• Any equivalent combination of education and experience which has included completion of a bachelor's degree program, including or supplemented by twenty-one (21) semester hours of course work in computer science, decision science or information science determined to be acceptable by the Personnel Department and which includes the specific experience as indicated above.

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
