AIRPORT OPERATIONS SUPERINTENDENT

(Security)

 

GENERAL DEFINITION

 

          This is supervisory airport operations or security work directing, through subordinate supervisors, the safe and efficient operations of either an airport Airfield, Landside or Terminal Operations in the Operations Specialty or Security Division activities in the Security specialty for a large hub international airport system. Employees in  the Operations specialty, Airfield Assignment plan, assign, and review the work of subordinate and/or contract personnel and direct the day-to-day airfield operational activities of the airport, ensuring compliance with all applicable federal, state and local regulations pertaining to airfield and security operations. Employees in the Landside Assignment direct staff performing work which includes monitoring and supervising ground transportation operations, ensuring compliance by commercial ground transportation operators with federal, state, and local ground transportation and regulations. Employees in the Terminal Management assignment direct staff performing work include coordinating construction activities and conferring with airlines and building tenants to ensure adequacy and efficiency of terminal operations. Employees in the Passenger Engagement Assignment direct the work of staff engaged in passenger services. Employees in the Security Assignment direct a comprehensive safety and security program for a large hub international airport and serve as the liaison between the airport and the Transportation Security Administration and other federal, state, and local emergency agencies. Positions in both specialties ensure compliance with relevant Federal Aviation Administration (FAA) or Transportation Security Administration regulations regarding security or airport operations   related to the welfare of passengers, airlines, tenants, and the general public are significant aspects of the work.  Work is performed under the direction of an administrative superior.

 

ALLOCATING FACTORS:   (The following conditions must be met for a position to be allocated to this class.)

 

1.     Positions must perform the work in the Operations or Security Divisions of the Philadelphia International Airport, or in the Operations Division of the Northeast Airport.

2.     Only five positions will be allocated to this class, with the exception of the Passenger Engagement Assignment

 

                                                                                                      

 

 

 

3.     The positions must direct either the airport's airfield, landside, passenger engagement, terminal, or security activities at the Philadelphia International Airport and the Northeast Airport through subordinate supervisors.

ALL SPECIALITIES

 

          Plans, assigns and reviews the work of subordinate airport operations personnel engaged in monitoring either airfield, landside, passenger engagement, noise or terminal operations, security, safety and other activities related to the welfare of passengers, airlines, tenants, and the general public; ensures training and development of staff.

          Responds to emergency situations at the airport; participates in the evaluation and determination of action to be taken in response to airport emergencies.

          Confers with other airport personnel, such as planning and development staff, to define future needs and schedules the implementation of changes in operational procedures; works with airport financial staff to plan costs and services to tenants in keeping with long‑range financial forecasts; coordinates efforts toward ensuring contract compliance with properties and maintenance personnel.

          Prepares periodic reports of work completed and statistical information; prepares operational procedures and regulations; prepares annual section budget and administers accordingly; prepares other reports as required

          Ensures compliance with Federal Aviation Administration (FAA), Transportation Security Administration (TSA) and Federal Inspection Services (FIS) regulations related to welfare of passengers, airlines, tenants and the general public; serves as liaison between the airport, airlines, tenants and federal, state or local agency officials.

          Performs related work as required.

 

AIRPORT OPERATIONS SPECIALTY

 

AIRFIELD MANAGEMENT ASSIGNMENT

 

          Plans, assigns, and reviews the work of subordinate airport operations personnel engaged in the day-to-day operations of the airport, security, safety, and other activities related to the welfare of passengers, tenants, and the general public. 

          Directs and participates inspection of runways, taxiways, roadways, terminal buildings, and associated areas to ensure compliance with FAA rules and all other federal, state, and local regulations pertaining to airport operations.

          Reviews reports of airfield conditions affecting passengers and aircraft and recommends corrective action; assigns priority to activities based on safety and security requirements; coordinates and follows‑up on work requested to ensure that completed work conforms to airport standards.

          Confers with airline and building tenants to ensure adequacy and efficiency of airport operations; coordinates and expedites construction and maintenance work with tenants in order to minimize inconvenience to users of airport facilities; directs the collection of landing fees from cargo and commuter airline tenants; issues notices to airline officials and other tenants regarding use of facilities; meets with tenants to resolve problems concerning the use, maintenance and operations of facilities.

         

 

LANDSIDE MANAGEMENT ASSIGNMENT

 

          Plans, assigns, and reviews the work of subordinate airport operations personnel engaged in monitoring and/or supervising landside operational activities; plans, assigns and reviews the work of contractors; ensures contract compliance; recommends modifications to contracts as necessary.

          Ensures commercial ground transportation operations are in compliance with federal, state, and local ground transportation laws, ordinances and/or regulations as well as airport regulations and policies.

          Researches ground transportation trends and regulations; examines future ground transportation alternatives and develops both short and long range plans; develops policy recommendations to senior airport management.

          Provides group meeting forums to establish and maintain productive working relationships with industry partners and commercial ground transportation operators.

         

          Coordinates with other airport departments regarding landside and ground transportation activities, including impacts from construction activities and special events.

          Acts as a liaison between the Airport and the airport tenants, commercial ground transportation operators and the general public.

         

TERMINAL OPERATIONS ASSIGNMENT

         

          Plans, assigns and reviews work of subordinate airport operations personnel engaged in terminal operations.

          Prepares annual section budget and administers accordingly; prepares other reports as required.

          Manages all common use terminal facilities, including gate and ticket counter assignments, and charter aircraft activities.

         

          Coordinates with Airport Properties department on all concession development issues.

 

Passenger Engagement Assignment

 

         

          Responds to inquiries and complaints from airport passengers and vendors; Coordinates staffing and supervises the information counters and terminal podiums; provides logistics and planning for special Airport tours.

 

SECURITY MANAGEMENT SPECIALTY

 

          Plans, assigns and reviews work, through subordinate supervisors, of subordinate airport security personnel engaged in security management activities; implements all TSA regulations, amendments, and advisories on safety and security activities, and makes recommendations under the direction of security management; directs security checks and inspections of interior facilities to ensure compliance with security and TSA regulations and FAA rules pertaining to airport operations; directs all safety and security efforts to ensure the airport meets TSA regulations and requirements for revisions to airport security and safety policies and procedures.

          Directs, through subordinate supervisors, the operation of the Identification Badge/Access Media office, the Interactive Employee Training Center and results of employment history, verification, and criminal history records checks; under the direction of security management, resolves TSA compliance issues; confers with TSA officials, Airport Engineers and Architects, security consultants and staff.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 05/21.)

 

ALL SPECIALTIES:

 

EDUCATION:

 

          Completion of a bachelor's degree program at an accredited college or university, with major course work in business administration, aviation management, flight management, commercial aviation, or a closely related field.

 

AND

 

GENERAL EXPERIENCE:

 

          Three years of experience at the full performance level in airport operations, security or administration for a large hub airport system servicing scheduled air carriers.

 

AND

 

OPERATIONS SPECIALTY

 

SPECIFIC EXPERIENCE:

          Two years of supervisory experience at or above pay range N21 or equivalent, either supervising and monitoring airfield, airport communications, landside, terminal operational activities at a large hub airport servicing scheduled national and international carriers.

 

SECURITY SPECIALTY

 

SPECIFIC EXPERIENCE:

         

          Two years of supervisory experience at or above pay range N21 or equivalent, supervising security activities at a large hub airport.

 

 

ALL SPECIALTIES:

 

Preferred: Certified Member (CM) of American Association of Airport Executives.

 

 

NOTE: Completion of a Master’s degree in any of the fields listed above in the minimum education requirement or current certification as an Accredited Airport Executive (AAE) may substitute for one year of the specific experience for all specialties.

 

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included a bachelor’s degree and the specific experience requirements described above.

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

          Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as Airport Operations Superintendent.

Must be able to pass and maintain Security Identification Display Area (SIDA) and AOA (Airfield Operations Area) clearance at the time of appointment and during tenure of employment as the Airport Operations Superintendent.

 

NOTE: FOR SECURITY SPECIALTY ONLY:

 

Completion of Airport Security Coordinator training under Title 49 CFR 1542.3 within six months of appointment and during tenure of employment as an Airport Security Superintendent.
