AIRPORT ASSISTANT FACILITIES MANAGER
GENERAL DEFINITION
This is administrative and technical maintenance work at the assistant manager level managing, through subordinate supervisors, the daily activities of a large and diversified staff engaged in the repair and maintenance of the buildings, airfields, adjacent exterior areas, and equipment for a system of municipal airports. Employees in this class function as an assistant to the Airport Facilities Manager. Establishing and maintaining effective working relationships with staff, tenants, airline representatives, and customers is significant to the work. Work is performed under the direction of the Airport Facilities Manager.
ALLOCATING FACTORS : (The following conditions must be met for a position to be allocated to this class.)
1. Employees must perform the work for the City of Philadelphia's International Airport and function as an assistant to the Airport Facilities Manager.
2. Employees must supervise through subordinate maintenance supervisors the activities of diversified skilled trades workers engaged in the maintenance of airport buildings, airfields, systems and facilities.
3. No more than four positions will be allocated to the class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Manages, through subordinate supervisors, the daily activities of a large and diversified staff engaged in the maintenance and repair of the airport terminals, complex, airfields, and adjacent exterior areas of the airports; develops maintenance and repair projects; evaluates repair programs and makes recommendations for improvement; conducts inspection tours of the buildings and adjacent exterior areas to ascertain that established standards of maintenance are being followed; prepares and approves reports for administrative and executive superiors.
Coordinates maintenance and repair activities with management, administrative personnel, and tenants to minimize disruptions to airport operations; coordinates with other maintenance staff, contractors, and airport tenants in performing maintenance and repair.
Implements and maintains a work order system, a preventive maintenance program, and appropriate record keeping system for such programs; develops and maintains an information system to keep superiors informed of maintenance needs, requirements, and work in progress; keeps abreast of new federal and state regulations affecting the maintenance of airports.
Prepares operating budget proposal; prepares requests to purchase equipment, services and material; reviews and approves invoices; ensures costs are within budgetary constraints; prepares request for proposals for maintenance projects; reviews work and ensures contract compliance.
Determines staffing levels for division; directs selection interviewing; establishes performance standards for division; develops and revises work schedules.
Coordinates 24-hour emergency response directly or through subordinate supervisors or contractors; manages a snow removal operation and responds to weather related emergencies, coordinating activities with other units as required.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
the principles, practices, techniques, operations and equipment utilized in maintenance of airports or buildings
practices and techniques involved in implementing a program of building maintenance and repair
current management and administrative principles related to a large maintenance organization
the principles and techniques used in scheduling work, assigning priorities, estimating size and composition of staff and, calculating costs of staff time, equipment, and materials for a large maintenance program
the operations and maintenance of major air conditioning, heating, mechanical, or electronic and electrical systems
the occupational hazards and safety precautions involved in maintenance of large airports or buildings
preventive maintenance programs required for large buildings, pavement and grounds, and the varied types of maintenance equipment used in such work
supervisory principles and practices
snow removal and ice control practices and procedures as they relate to large airports or buildings
the engineering components of construction, equipment, and maintenance relevant to an airport or buildings
ABILITY TO:
direct a building, grounds services and maintenance program for a large hub airport
estimate labor, material and time factors involved in a variety of buildings
prepare, interpret and work from technical sketches and plans
use computer software to manage and monitor building and airfield automated systems
analyze and develop recommendations concerning contract provisions and requirements
apply modern management and administrative principles to airport maintenance activities
establish and maintain effective working relationships with associates, representatives of airlines, concessionaires, and tenants
express ideas effectively, both orally and in writing
learn Federal Aviation Administration (FAA) regulations and airport rules and regulations affecting the maintenance and operations of airports
learn Transportation Security Administration (TSA) regulations applicable to the work
learn Environmental Protection Agency (EPA) regulations, building codes and National Fire Protection Association regulation applicable to the work
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/23.)
EDUCATION:
Completion of an associates degree program at an accredited college or university with major course work in aviation management, business administration, project management, construction management, engineering, engineering technology, architecture or a closely related field.
NOTE: Additional experience may substitute for the required education on a year for year basis.
AND
GENERAL EXPERIENCE
Three years of maintenance, maintenance coordination, construction, or engineering experience for a medium or large hub airport, a multi-occupancy commercial building, or public access facilities with at least 500,000 visitors or passengers per year.
AND
SPECIFIC EXPERIENCE
Three years of the above experience directing, through subordinate supervisors, the maintenance of multi-occupancy commercial buildings or public access facilities and their electrical or mechanical systems and equipment.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the specific experience.
Preferred Experience: The above experience shall have been at a medium or large hub airport.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Must possess a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Airport Assistant Facilities Manager.
Must pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance at the time of appointment and during tenure of employment as an Airport Assistant Facilities Manager.
