GENERAL DEFINITION
This is administrative and promotional work coordinating resources required to develop community support for a limited public relations program. An employee in this class develops promotional strategies to increase public awareness within the assigned programmatic area, and initiates communications with community representatives as appropriate to plan and schedule participants for the volunteer program or services and locations for the City's film promotion program. Work involves developing the interest and cooperation of individuals and/or groups to provide services or goods and providing technical assistance or direction needed in organizing and implementing approved volunteer recruitment or film production projects. Contact with community groups, departmental staff and administrators, and external service providers is a significant aspect of the work. Work is performed under the direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Position must coordinate volunteer services for the Youth Study Center for the Volunteer Recruitment specialty.
- Position must coordinate film promotion activities for the Film Production specialty.
- Only one position will be allocated to each specialty.

BOTH SPECIALTIES
- Plans and coordinates the provision of services; meets with departmental staff and administrators to discuss issues concerning departmental programs or services; identifies problems with departmental programs or services
- Determines project needs; prepares resource files; sends information packets to prospective clients
- Develops marketing tools to promote participation in programs or events; meets with community representatives to facilitate cooperation with program
- Prepares periodic reports on projects or activities
- Performs related work as required
VOLUNTEER RECRUITMENT
- Develops and coordinates communication efforts to clarify the goals of volunteer group activity, insure departmental understanding of the objectives of community organizations, and clarify departmental objectives and policies to the volunteer groups
- Solicits for donations of goods and services from community groups, private foundations and individuals; addresses, and organizes community meetings, conferences and workshops on volunteer services; compiles and prepares list of volunteers, volunteer service projects and proposals for funding
- Provides technical assistance or direction needed in implementing or integrating approved volunteer service projects; interviews interested volunteers to determine their aptitudes and abilities and experience and other qualifications; develops specifications for volunteer service projects; orients volunteers to assigned projects; monitors and evaluates volunteer work performance; coordinates inquiries about volunteer services/opportunities; prepares volunteer articles and reports for publication; maintains records of each volunteer service group or individual
- Coordinates departmental annual volunteer recognition ceremony/program; selects nominees for volunteer awards or recognition programs; represents the department in such ceremony or program
FILM PRODUCTION
- Coordinates activities of City agencies and private facilities involved in film production
- Evaluates film company needs and participates in arranging with appropriate City department services, such as street closing, crowd control, fire prevention measures, and the issues of special licenses and permits; arranges with private owners or agencies the use of buildings, use of taxis or busses required in a film
- Assists producers and location managers with location and production needs
- Initiates search for suitable locations; searches for locations using location photo files, database and other resources
- Contacts other City agencies to provide necessary services, equipment or staff; liaises with Police Department, Streets Department, Fire Department, Recreation Department, Fairmount Park and Parking Authority; contacts appropriate person to mediate production needs, such as streets closing and the provision of police assistance

- resources used in staging promotional events or fostering participation and cooperation in community programs
VOLUNTEER RECRUITMENT
- the methods used to recruit, organize, train, utilize, motivate, and recognize volunteer organizations
- federal and state laws as they pertain to the formation and governance of non-profit organizations
FILM PRODUCTION
- production terms used in the filmmaking industry
- labor and administrative support requirements for on-location filmmaking
ABILITY TO:
- meet with departmental staff and administrators to discuss issues concerning programs or services and recommend solutions

- compile and maintain automated records of list of resources and participants

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Any equivalent combination of education and experience determined to be acceptable by the Personnel Department.

a position in this class.
