OCCUPATIONAL SAFETY AND LOSS CONTROL MANAGER
GENERAL DEFINITION
This is management level occupational safety work, directing the City's program of occupational safety and health, accident prevention and industrial hygiene. The employee in this class is the City's chief safety official. The position is responsible for creating, developing and/or articulating the City's central safety and health program and designing efforts to control risks of City operations to City workers and the public thereby minimizing the potential for claims and lawsuits. The employee reports to the Deputy Finance Director - Risk Management.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must direct the City's program of occupational safety and health, accident prevention and industrial hygiene.
- The position in this class must be the City's chief safety official.
- Only one position will be allocated to the class.
- The position will work in the City's Office of Risk Management.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
City Safety Program
- Manages the City's centralized safety program;
- Establishes, implements and maintains policies, practices, rules and programs dealing with all phases of occupational safety, health, accident prevention, and industrial hygiene covering all City workers and departments;
- Publishes and distributes new or revised policies, rules and practices, standards and procedures;
- Plans, organizes, implements, measures and evaluates citywide and departmental performance and programs to maximize safety/industrial hygiene objectives;
- Investigates and establishes standards for protective equipment;
- Ensures compliance with applicable laws and regulations dealing with occupational safety, health and industrial hygiene matters;
- Counsels management on the application of sound safety and industrial hygiene principles and practices in support of City objectives;
- Manages the research of laws, codes, standards, regulations, and innovations.
- Designs, publishes, distributes and implements programs, policies and standards to assess and mitigate the City's potential liability related to specific operations;
- Coordinates with department commissioners, deputy commissioners, deputy managing directors and managers to assure coordinated City responses to public safety issues requiring responses from multiple city departments;
- Acts in a consulting capacity on safety, health, industrial hygiene and environmental issues facing the City and the City's operations.
Department Safety Programs
- Coordinates safety and health activities with department commissioners, deputy commissioners, safety officers, personnel officers, deputy managing directors, architects, engineers and consultants;
- Supervises the performance of on-site inspections to audit physical conditions and safe work practices for compliance with standards and regulations, and recommend controls and corrections;
- Monitors periodic performance reports for trends and conditions and alerts operating department management to problems;
- Analyzes Workers' Compensation measurements to develop, implement, manage, and evaluate safety objectives;
- Recommends health and safety resources to departments and individuals for the resolution of occupational health and safety problems;
- Directs investigation and analysis of accidents to determine causes and methods for prevention;
- Directs investigation of allegedly unsafe or unhealthy working conditions to identify possible hazards, and recommends controls for unsafe working conditions, including engineering controls, training and protective equipment;
- Coordinates the requirements for occupational medical programs for prevention, monitoring and surveillance of possible work related medical conditions with physicians, nurses and other medical personnel;
- Personally investigates major accidents or problem area;
- Manages the compilation of accident statistics and maintains accident records for internal and external use;
- Provides guidance on pre-employment physical qualification requirements and examinations;
- Provides counsel on off-the-job illness and injury cases impacting work performance;
- Provides information and guidance to management and line supervisors on safety management responsibilities.
- Provides training for departmental safety personnel and employees on occupational health and safety issues;
- Explains to union presidents, business agents, stewards and members the potential (or lack of potential) hazards in a given situation, usually in a intense environment.
External Contacts
- Acts as primary liaison between the City and outside entities, including governmental regulatory agencies, on environmental and worker health and safety issues;
- Works with the Department of Public Health, Public Property or Capital Programs Office and the Managing Director's Office to address environmental issues facing the City's neighborhoods.
Supervision
- Directs the activities of a staff of occupational safety specialists and industrial hygienists engaged in the analysis, evaluation and monitoring of all city safety related activities;
- Directs the activities of administrative and clerical support staff;
- Plans, assigns and evaluates work of subordinate staff;
- Interviews, selects and directs contractors and consultants who perform safety, industrial hygiene, occupational health, and occupational medical services for the City.
- Performs related work as required.

ABILITY TO:
- Plan, organize, and direct, through subordinate supervisors, a comprehensive occupational safety and loss control program for a large, occupationally diverse City government.
- Evaluate and analyze risk and develop strategies designed to reduce risk exposure.
- Plan, direct, and implement policies and procedures designed to reduce risk exposure.
- Learn the operations, occupations and safety requirements of various City departments.
- Learn, understand and interpret City regulation, codes and labor agreements that affect occupational safety and loss control.
- Work effectively in a diverse work group.
- Direct and evaluate the activities of a staff of analysts, industrial hygienists and administrative and clerical employees.
- Prepare and effectively present comprehensive oral and written reports.
- Enlist the cooperation of departmental officials to effect sound occupational safety practices and organizational quality movement.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/99).
EDUCATION
- Completion of a bachelor's degree program in occupational safety, occupational health, environmental science, industrial engineering, safety management, industrial hygiene or a related field at an accredited college or university.
AND
GENERAL EXPERIENCE
- Five years occupational safety and health administration.
AND
SPECIFIC EXPERIENCE
- Five years occupational safety and health administration experience managing a health and safety program with demonstrated achievements and progressive responsibilities in a municipality or an organization with a large, occupationally diverse workforce.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included a bachelor's degree as stated above and the specific experience.
NOTE:
A master's degree in occupational health, occupational safety, or industrial hygiene is desired and can replace up to two years of the general experience.
REQUIRED CERTIFICATIONS
- Certified in the comprehensive practice of industrial hygiene by the American Board of Industrial Hygiene; or certified as a safety professional by the Board of Certified Safety Professionals.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
