PARK HISTORIC PRESERVATION AND FUNDING DEVELOPMENT ADMINISTRATOR
GENERAL DEFINITION
This is managerial work directing the Park's historic preservation funding development programs. The employee in this class directs and implements programs intended to develop monetary and in-kind support for departmental programs and provides oversight of the preservation and restoration of the Park's historical structures and landscapes. The employee supervises a small staff engaged in funding development and historic preservation activities and has extensive interaction with other government agencies, private foundations, volunteer groups and the public. Work is performed under the direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- This is a one position class located in Fairmount Park.
- The position must direct all resource development and historic preservation activities.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs projects for the preservation, rehabilitation or development of historic sites within the Park; coordinates implementation of project through the City's Capital Program Office; reviews project plans and permit applications; assigns to others on-site inspections and subsequent research work.
- Directs staff engaged in organizing community or special interest groups to raise money or provide volunteer services to support projects.
- Directs the development of a comprehensive fund raising for equipment, materials, support staff, grants, gifts, bequest and other contributions for all park facilities and programs, including 8, 900 acres of parkland, 460 buildings (over 80 of which are historic), recreation centers, pools, recreation sites, multiple pieces of public art, as well as many other resources.
- Confers with superiors regarding problem areas; designs projects and studies to collect data for analysis of user's needs; prepares reports and recommendations to maximize the efficient use of Park's resources; develops strategies and methods to achieve Park's goals; directs research and evaluation of historic structures; prepares reports and historic documentation.
- Oversees and/or prepares applications for federal, state and private foundation grants, meets with federal, state and non-government agencies to discuss availability of funding; reviews grant proposals and recommends departmental changes to meet funding requirements; meets with funding source to promote the Park and the benefits that will be derived from the program to ensure approval of applications.
- Monitors the performance of consultants engaged in preparing reports, exhibits, feasibility studies or master plans; meets with consultants to discuss work in progress; makes recommendations when revisions are necessary; directs the implementation of the consultant's recommendations.
- Directs the preparation of periodic reports in accordance with grant requirements; oversees the maintenance of funding report documentation; monitors grant compliance; meets periodically with grantors to address concerns; recommends revisions to programs, as needed, to achieve grant objectives; prepares reports for presentation to the Park Commission.
- Develops and revises resource development policies and procedures to meet departmental objectives; prepares promotional strategies intended to increase public awareness, utilization and support for programs and facilities.
- Oversees the preparation of short and long term studies; analyzes capital funding and operating budget requirements; develops capital priorities based on research and evaluation of existing and historical conditions; confers with other Park staff regarding capital and planning activities for the Park.
- Serves on a variety of Park boards and committees to establish and implement goals and strategies for the preservation and promotion of the Park; advises board members of laws and commission rules and regulations pertaining to development; assists boards and committees to obtain non-profit status, apply for grants or in-kind support or volunteers; provides administrative and technical support to not-for-profit entities fundraising on behalf of the Park Commission.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles and practices of public administration especially as they relate to grant development, public funding and private financing
- federal, state and local laws and regulations applicable to fund raising and historic preservation
- planning, administrative and operational analysis
- U.S. History with emphasis on Philadelphia

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/02.)
EDUCATION
- Completion of a Master's Degree program at an accredited college or university with major course work in historic preservation, city planning or any similar field.
AND
GENERAL EXPERIENCE
- Three years of administrative and/or planning experience.
AND
SPECIFIC EXPERIENCE
- Two years of administrative or planning experience participating in a fund raising, conservation or preservation program for historic sites and buildings.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department and which has included the specific experience and completion of a bachelor's degree program.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
