This is administrative airport maintenance work directing comprehensive maintenance and repair programs for all external areas of the City's two municipal airports. The employee in this class directs, through subordinate supervisors, the activities of employees engaged in maintaining and repairing airfields, runways ramps, roadways, and grounds. Work involves directing a work order system to monitor completion of projects and advising administrative superiors on airfield and street maintenance and construction projects. Contact with engineering personnel, contractors, and building, electrical and automotive maintenance staff to coordinate maintenance and repair activities is a significant aspect of the work. Work is performed under the direction of an administrative superior.
Plans, prioritizes, assigns, reviews, and coordinates, through subordinate trades and airport maintenance supervisors, the work of a large staff of skilled and semiskilled trades, maintenance and laboring personnel and equipment operators performing a variety of airfield, ramp, roadway, and grounds maintenance and repair functions; assigns priorities for work completion in accordance with operational needs and administrative directives; prepares schedules for ongoing preventive maintenance of airfields, ramps, taxiways, the airport road system, sidewalks, and all non paved grounds; directs and schedules all refuse collection and disposal; inspects work sites to determine composition of work crews; analyzes and evaluates crew performance in relationship to established timetable and FAA and departmental airfield, pavements, and grounds standards.
Reviews airfield, roadways, and grounds work orders to determine priority and feasibility; estimates timetables, material and personnel costs for work projects; discusses with appropriate agency or supervisor the required operational adjustments to accommodate the work; anticipates problems and recommends modifications or alternative solutions to provide minimal impact on airport operations or ongoing construction projects; coordinates maintenance and repair activities with building, electrical and automotive services staffs to ensure that sufficient equipment is available and properly maintained to accomplish the work.
Directs the landscaping, planting and upkeep of all grassy areas on airport grounds; ensures the erosion control measures are taken; ensures that the condition of all paved and adjoining areas meets Federal Airport Certification requirements; remains knowledgeable about imposed F.A.A. requirements pertaining to airport external maintenance and repair work and implements changes when appropriate.
Prepares requisitions for materials, equipment and supplies; provides technical information required to prepare specifications for maintenance and repair contracts; oversees work performed under service contracts.
Directs the operation of a large and diverse fleet of light and heavy vehicles and ensures they receive maintenance when appropriate.
Prepares and submits annual budgetary requirements; maintains records and generates reports on work order progress, completion, staff requirements, costs and impact on airport certification status.
Works with airport engineering personnel and federal and state environmental officials to achieve engineering and environmental requirements regarding external maintenance of the airport.
Directs the provision of support services in the containment of hazardous materials.
May direct the activities of a large crew of equipment operators and/or contracted personnel engaged in the removal of snow from airfields and airport road systems.
Performs related work as required.
Education equivalent to completion of the twelfth school grade.
ANDSix years of experience in operations or maintenance at a large airport.
ANDTwo years of experience supervising a variety of personnel including full performance trades workers engaged in airport building and/or grounds maintenance work.
ORAny equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience indicated above.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATESPossession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Airport Pavements and Grounds Superintendent.
