GENERAL DEFINITION
This is director level planning or environmental services work overseeing either environmental compliance or planning of the Airports Capital Development Program. The employee in the Planning Assignment directs the planning of the Airport's Capital Development Program, which includes all phases of planning for the physical plant development of the Philadelphia International Airport and Northeast Airports. The employee in the Environmental Services Assignment directs the environmental planning of the Airport Capital Development Program related to the physical development and airport programs for the Philadelphia International Airport and Northeast Philadelphia Airport. The employees in this class prioritize, plan and make decisions in the area of assignment impacting the airports. Work includes review and approval of preliminary plans, cost estimates, environmental compliance plans, feasibility and environmental impact studies, and the coordination of all tenant related functions, such as site selection, land acquisition and tenant licensure. Interfacing with the design and construction managers during planning and design phases is a significant aspect of the work. The employees in this class work with various departments and external stakeholders to develop a comprehensive list of projects for the maintenance, growth, and development of the airports. Work is performed under the general direction of the Deputy Director of Aviation or administrative supervisor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Positions in this class must be located at the Airport.
2. Two positions shall be allocated to this class, one in each assignment.
3. The positions must direct all environmental and sustainability operations or capital program planning functions for the Division of Aviation through a subordinate manager and a group of airport consultants in the area of assignment.

Both Assignments
Directs, through subordinate managers and consultants, the development of comprehensive environmental or planning plans and programs for the utilization of land, and development of physical facilities for municipal airports; confers with other airport directors and managers in developing environmental or planning strategies as well as improve and expand existing airport facilities and airport programs; directs research, and reviews reports on the economic and environmental impact of proposed plans; reviews all proposed plans to ensure consistent application of efforts towards achievement of the Airport's overall planning or environmental objectives; ensures compliance with Federal Aviation Administration (FAA) regulations.
Monitors the performance of airport consultants engaged in preparing preliminary plans, reports, cost estimates, exhibits, and feasibility, traffic and environmental impact studies; reviews all work performed by airport consultants; meets with consultants to discuss work in progress and makes recommendations when revisions are necessary; directs the design and implementation of minor projects such as runway repair and sidewalk construction; works with stakeholder to identify and rectify problems and ensure adherence to the Capital Development Program.
Directs the activities of airport staff engaged in reviewing tenant permit applications to ensure compatibility with the Airport's overall development program; oversees compliance to all applicable codes and airport engineering and architectural standards; ensures adherence to environmental and safety requirements; provides assistance to tenants in obtaining required licensure and permits from City departments and agencies.
Establishes priorities and allocates funds in the capital budget for removal of hazardous materials; coordinates the implementation of compliance plans; revises established programs as required to comply with changes in environmental or planning laws; writes and provides reports and maintains records as required by regulatory agencies.
Organizes and serves on committees; prepares requests for proposals; establishes criteria for the selection of consultants; presents selection committee ratings and recommendations to the Deputy Director of Aviation or other executives; administers contractual agreements between consultants and the City in the area of assignment.
Estimates costs for proposed capital and operating budget projects; prepares and reviews planning unit operating budget in the area of assignment.
Coordinates plans, conceptual drawings, documents, construction schedules and other developmental documents with airport, tenant and other necessary parties in the area of assignment.
Reviews all plans and specifications submitted by tenants or non-airport parties for projects undertaken on airport property to determine rejection, revision or approval in the area of assignment. Performs related work as required.
Environmental Services Assignment
Directs the maintenance of engineering records; ensures that all engineering plans, including the airport layout plan, master utility and fire alarm system drawings, and airport hazard zoning map are updated on a regular basis; supplies engineering records and/or information to other airport divisions, tenants, developers, and various federal and state agencies as required.
Manages the noise management functions to ensure responses are provided as a result of complaints; reviews noise capability plans and program recommendations for environmental issues related to noise complaints.
Initiates, develops, and administers all projects required for compliance with current and future environmental issues including operating and/or capital cost estimates for program implementation; monitors the activities of consultants engaged in preparing environmental compliance plans and specifications for removal of hazardous materials; sets up programs for periodic inspections.
Planning Assignment
Directs, through a subordinate staff and consultant architects, engineers, and planners, the planning program for the Airport by implementing, monitoring and reporting on planning-related programs; identifies and prioritizes existing programs and plans and implements short and long-term programs to foster airport planning; develops comprehensive policies and a strategic performance plan that encompasses planning best practices for resilient and sustainable airport operations; develops partnerships related to planning with tenants and other stakeholders; analyzes data and performance metrics related to energy, climate resiliency, adaptation, waste, water, air quality and other related focus areas.
Reviews recommendations and proposals by subordinates and consultants; determines methods and procedures for study; oversees the development of guidelines and priorities for unit staff; reviews and provides input to Geographic Information Systems (GIS) data or that of subordinate city planners and/or GIS staff working on city planning projects; directs staff in the development of comprehensive Master Plans and programs for the utilization of the land, and development of physical space at Airport; engages Airport stakeholders in developing planning strategies to increase airfield capacity as well as improve and expand existing airport facilities.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/22.)
EDUCATION:
Completion of a bachelors degree program at an accredited college or university, with major coursework in aviation management, engineering, environmental science, planning, sustainability or a closely related field.
AND
GENERAL EXPERIENCE:
Seven years of experience in environmental planning, sustainability, engineering or management; three years of which must have been at the supervisory level.
AND
SPECIFIC EXPERIENCE:
Two years of administrative professional experience, managing consultants, subordinate airport environmental staff or planners or directing the activities of consultants engaged in environmental, planning, or sustainability projects at a large public agency or airport hub.
NOTE: Completion of Masters degree in a related field may substitute for two years of the general experience requirement.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the specific experience and completion of a bachelors degree program at an accredited college or university as an educational minimum.
NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 - Selective Factor Certification the appointing authority may request certification of eligible candidates with one or more of the required degrees or specific experience to fill specific positions in this class. Certification to fill such position will be made from of the highest-ranking eligible candidates on the eligible list in accordance with the certification rule prescribed by the Director and who possess the specified degree and/or experience.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as an Airport Planning and Environmental Services Director.
Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance at time of appointment and during tenure of employment.
