AIRPORT NOISE ABATEMENT PROGRAM MANAGER

This is airport management work serving as the senior technical expert in noise abatement for the City’s airports and directing operations of the satellite noise abatement community outreach office. The employee in this class develops policy recommendations for the noise abatement program and implements and manages the daily operations and maintenance of the Airport’s noise abatement program. The employee compiles and analyzes data, conducts statistical analyses, prepares reports and researches and develops programs and procedures for noise related issues. The employee has extensive contact with airlines, airport users, governmental agencies and the surrounding communities in the development, monitoring and enforcement of noise abatement programs, procedures and regulations. Work is performed under the supervision of the Airport Planning and Environment Manager.

• Position must manage operations of the Airport’s satellite noise abatement community outreach office.
• Position must manage the Airport Noise Abatement Program and interact with a variety of internal and external entities.
• Only one position will be allocated to this class.

Manages, directs, and administers a comprehensive noise mitigation program for the Philadelphia International and Northeast Airports; develops policy recommendations for the noise abatement program; recommends allocation of funds for noise monitoring and for residential sound proofing programs.

Directs operations at the Airport satellite noise abatement community outreach office; serves as principle representative for the Airport for all interactions with community groups and individuals at the community outreach office; supervises a clerical staff at the community outreach office; supervises consultants engaged in repair, renovation and soundproofing of residences in areas eligible for noise abatement funding.

Meets with federal, state, city, and county agency officials; meets with federal, state and local government representatives of areas affected by airport noise; assists in the coordination of noise abatement programs that involve outside agencies and citizens groups; explains the implications and limitations of aircraft noise reduction measures to city, state and county officials.

Develops, explains and implements a public information program concerning objectives, policy directives, operating procedures and priorities relative to the noise compatibility program to agency personnel and the public.

Conducts or participates in public meetings on airport-related noise abatement issues; responds to Airport/Airplane noise complaints from the community and conducts noise abatement workshops for tenants, and community groups.

Compiles information ensuring compliance with airport noise mitigation rules and regulations.

Prepares reports and studies and performs statistical analyses, including regular reports to the Citizens Committee on Airport Noise (CCAN).

Investigates current and potential aircrafts noise problems; analyzes complex noise abatement and technical data.

Reviews, tests, and evaluates the noise impact of proposed operational noise abatement procedures concerning flight path and/or air space changes.

Operates permanent flight track and portable noise monitoring equipment, ensuring accurate operation and performing necessary maintenance, while retrieving and correlating data on a computer.

Monitors and documents aircraft noise levels and maintains records and logs of noise events.

Maintains records of sound insulation and easement status.

Keeps abreast of the latest regulations, and technology governing airport noise abatement.

Publishes quarterly noise summary reports.

Trains and supervises subordinates and student interns.

May assist with airport operations and projects such as those involving management, planning, financial or construction projects.

Performs related work as required.

KNOWLEDGE OF:
• airport noise control procedures.
• federal aviation regulations, state and local noise abatement laws and regulations, and land use planning.
• aircraft performance, including noise characteristics of various categories of aircraft, decibel levels and sound transmission.
• the principles and procedures of air traffic control.
• research techniques and statistical analysis, including the planning and conducting of studies and investigations to formulate logical recommendations.
• technical terminology and principles related to sound, its measurement and its physical and environmental impacts.

ABILITY TO:
• maintain effective relations with the public, air carriers, pilots, airlines, general aviation representatives, community groups, governmental agencies and the Federal Aviation Administration (FAA).
• anticipate and identify problems associated with noise and flight tracking systems.
• read and interpret ordinances, rules, regulations and FAA manuals.
• analyze, summarize and compose a variety of noise monitoring and abatement reports for the Airport, State and federal agencies.
• make recommendations regarding procedures, policies, allocation of funds, and operations.
• communicate effectively and persuasively, orally and in writing, with staff, airport management, members of the public and government officials.
• Supervise the activities of subordinates and consultants.
• demonstrate sensitivity and concerns to the public concerning noise complaints in the community and make public presentations.
• produce clear and concise reports.
• use a personal computer and software required by the assignment.

EDUCATION

Completion of a bachelor’s degree from an accredited college or university in airport management, air transportation, or environmental studies.

AND
GENERAL EXPERIENCE:

Four years of experience in airport noise control and abatement including noise monitoring, development and/or implementation of noise control programs.

OR


Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included completion of a bachelor’s degree program.

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

Possession of a valid proper class motor vehicle operator's license prior to appointment and during tenure of employment.
