COMMERCIAL AIRLINE/AIR SERVICE DEVELOPMENT MANAGER
GENERAL DEFINITION
This is specialized air service and cargo development work developing and implementing strategies to maximize passenger air services for the Philadelphia International Airport. The position in this class engages air carriers, ground handlers, facility developers, and other entities to offer, maintain, or increase flights to domestic and international markets and directs, through subordinate Airport Properties Specialists or contractors, the development of marketing plans, promotional campaigns, and incentive programs. Contact with air carriers, cargo carriers, travel organizations, trade delegations, federal and state agencies, Chambers of Commerce, and City officials is significant to the work. Work is performed under the direction of the Chief Revenue Officer or an Administrative Superior.
ALLOCATING FACTORS (The following conditions must be met for a position to be approved for this class.)
1. Only two positions will be allocated to this class in the Division of Aviation – Revenue Department.
2. The positions in this class must be responsible for developing and implementing strategies to maximize passenger air and cargo services for the Philadelphia International Airport System.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
All Assignments:
Manages a portfolio of commercial and cargo air services provided for the Philadelphia International Airport; serves as primary business liaison to airlines and other air service development stakeholders; establishes annual air service development goals, to include diverse marketing and incentive strategies; may initiate and participate in the negotiation of contractual agreements; makes comprehensive improvement recommendations based on analysis of air routing plans and operational best practices at other airports; identifies market opportunities to expand air passenger service capacity; directs the implementation of strategies to attract new airline usage, increase flights in domestic and international markets, and increase revenue for both the Philadelphia International Airport and partner airlines; determines the impact of federal, state and local regulations on air passenger and cargo service operations; leads business presentations to airline executives and at aviation trade shows; builds relationships leading to new or expanded airline partnerships; markets air passenger and cargo facilities to trade delegations and collaborates with private sector, City and state commerce organizations to promote trade at the local and regional levels; communicates on behalf of the airport and may direct the design, publication, and placement of marketing products for broadcast, publication, electronic, and social media; may plan and direct targeted promotional campaigns; represents the Philadelphia International Airport at aviation trade shows, exhibitions, and other marketing events as required; expands brand awareness as a regional travel hub and destination of choice; collaborates with business and civic leaders to leverage air travel with local economic development.
Assists the Chief Revenue Officer or designee in discussions or negotiations with federal or other agencies concerning laws and regulations affecting air passenger operations; participates in preparing justifications for federal, state, or local funding requests that impact air passenger service operations; makes budget recommendations to Airport executives about air passenger operations and expenditures; informs financial staff about planned air passenger services and operational needs; assigns work to subordinates or contractors and reviews work for accuracy.
Cargo/Aviation Analysis Assignment:
May direct, through subordinate Airport Properties Specialists or contractors, the preparation of cost-benefit analyses and business presentations for air passenger and cargo service;
Determines total passenger demand for all markets served by potential and existing air routes; allocates revenue and passengers among participating airlines; regularly analyzes data from the Bureau of Transportation Statistics, the Research and Innovative Technology Administration, and other industry sources; uses various research methodologies to collect airline, passenger, and market data; monitors and periodically reports performance indicators including but not limited to departures, fares, seats, and customer satisfaction; forecasts air passenger demand, revenue, and other trends; evaluates air passenger volume and cost data using descriptive and inferential statistical techniques.
Assists the Chief Revenue Officer or designee in discussions or negotiations with federal or other agencies concerning laws and regulations affecting air passenger and cargo operations; participates in preparing justifications for federal, state, or local funding requests that impact air passenger and cargo service operations; makes budget recommendations to airport executives about air passenger operations and expenditures; informs financial, property management, and airport operations staff about planned air passenger and cargo services and operational needs; assigns work to subordinate and reviews work for accuracy. Performs related work as required.
Cargo/Aviation Development Assignment:
May direct, through subordinate Airport Properties Specialists or contractors, the obtaining of plans, drawings, and other technical specifications as required to prepare leases and development agreements for airline and cargo facilities; leads business presentations to airline executives and at aviation trade shows; coordinates with operations and properties staff to track and monitor tenant utilization, space and gating requirements; makes recommendations to optimize operations per existing facility requirements; participates on airport project teams to evaluate, coordinate and implement the planning and construction of new and modified facilities for airline and cargo service; ensures that updates on program statistics are circulated to appropriate internal and external airport stakeholders.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• aviation industry operations, economics, and business trends applicable to air routing, air passenger services development, and cargo services.
• domestic and international airport terminal management principles
• advanced business management and marketing principles
• incentive and revenue-sharing models applicable to air passenger services development
• quantitative analysis techniques used to forecast or confirm accurate cost and revenue projections for business proposals
• federal, state, and local regulations applicable to airport terminal operations and air passenger services, including but not limited to FAA policies regarding airport certification, security, and hazards to airspace
• supervisory methods and techniques.
ABILITY TO:
• organize and manage several projects of high complexity at the same time
• research, monitor, analyze, and present data used for operations management, marketing plans, business proposals, and feasibility studies, to include aviation industry, demographic, and other statistics
• execute short-term and long-term marketing plans of regional, national, and international scale
• apply organizational management principles to the evaluation of air passenger service operations for the Philadelphia International Airport
• apply relevant insurance, contact management, and procurement procedures to air passenger service development, including City procurement policies
• establish and maintain effective working relationships with airline executives; corporate travel managers; trade, travel, tourism, and hospitality industry organizations; federal and state regulatory agencies; and City agencies
• participate in the negotiation of agreements and contracts
• express ideas effectively, both orally and in writing
• use word processing, presentation, spreadsheet, and database software similar to those found in the Microsoft Office Suite with proficiency

• analyze complex problems and identify solutions.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/22.)
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university.
AND
GENERAL EXPERIENCE
Three years of experience performing professional airport property management work or airport operations for a medium to large hub Airport.
OR
Three years of experience performing professional route analysis or network planning for a commercial airline or federal agency.
AND
SPECIFIC EXPERIENCE
Two years of experience performing professional Airport property management work at the advanced performance level which has included providing technical guidance to lower level properties specialists on lease content, bonding requirements and related property management issues
OR
Two years of advanced performance level experience performing professional Airport route analysis or network planning for a commercial airline or federal agency.
OR
Two years as an Executive Assistant in the Division of Aviation Revenue Divisionwith delegated authority for commercial air service and cargo development programs reporting to a Deputy Commissioner or equivalent division head.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included a bachelor's degree from an accredited college or university as an educational minimum and the specific experience.
NOTE:
Certification as an Accredited Airport Executive by the American Association of Airport Executives may be substituted for one year of general experience.
Completion of a master’s degree program at an accredited college or university, with major course work in airport management, business, marketing, economics, or public relations, may be substituted for two years of general experience.
NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Commercial Airline/Air service Development Manager.
Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.
