                                   AIRPORT CARGO DEVELOPMENT MANAGER

                                                                                      

GENERAL DEFINITION

 

            This is marketing work analyzing airport services, and trends impacting the cargo industry, and implementing strategies to market and promote the use of airport cargo facilities to increase domestic trade, international trade, and cargo volume through the Philadelphia International Airport.  Contact with airlines, cargo carriers, cargo companies, representatives of federal and state agencies, and other City officials is significant to the work.  Work is performed under the direction of an Airport Public Affairs Manager.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Researches, analyzes, formulates, and promotes air cargo service opportunities.  Studies cargo routing plans and operations at other airports; gathers data concerning current and potential cargo routing needs; makes projections concerning operational trends; gathers data on cargo volume and cost; determines the impact of federal, state, and other agency regulations  concerning cargo handling. 

                Identifies new opportunities to expand existing cargo service; develops and implements marketing plans to attract new cargo business for the Philadelphia International Airport; serves as primary liaison to cargo companies to determine their needs, identify opportunities to enhance service, and review proposals; markets  airport cargo facilities and maintains communication with City and state commerce entities promoting trade; works with aviation consultants to prepare business presentations for  domestic and international cargo service; may direct  the design and publication of  related marketing and promotional materials; represents the airport at aviation trade shows and other public events and exhibitions as required.

             Assists the Airport Public Affairs Manager in discussions or negotiations with federal, state, or other agency representatives concerning laws and regulations affecting cargo operations; participates in the preparation of justifications for federal or state funding requests that affect cargo operations; makes budget recommendations to the Airport Public Affairs Manager about cargo operations expenditures; informs airport financial staff about the needs of planned services concerning cargo operations.

            Supervises a staff that may include public relations and support personnel; assigns work to subordinates and reviews the work for accuracy.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF:

 

•           airport management and operations

•           aviation industry operations.

•           marketing and other business practices pertinent to cargo handling services

•           federal and state laws and regulations applied to airport operations, especially as applied  to cargo handling services

•           aviation industry developments and trends pertinent to cargo handling and air routing

•           supervisory methods and techniques

•           economic analysis techniques used to forecast costs and revenue projections for cargo handling, and air routing improvement business proposals

 

ABILITY TO:

 

•           analyze and assimilate a variety of data for the preparation of proposals and feasibility studies, including aviation industry statistics.

•           apply management principles to the evaluation of cargo handling  operations.

•           express ideas effectively, both orally and in writing

•           establish and maintain effective working relationships with the representatives of  airlines, cargo companies, cargo contractors, local trade and commerce organizations, federal and state regulatory agencies and  City agencies.

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/12.)

 

EDUCATION:

 

            Completion of a bachelor's degree program at an accredited college or university, with major course work in the field of airport management, marketing, public relations or economics.

 

AND

 

EXPERIENCE:

 

            Five years experience performing professional level airport operations, airport management, airport marketing or airport public relations work. 

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included a bachelor's degree from an accredited college or university as an educational minimum.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Airport Cargo Development Manager.

 

            Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.
