AIRPORT ENTERPRISE ASSET MANAGER
GENERAL DEFINITION
This is Airport administrative management work developing, planning, implementing and managing the asset maintenance program through subordinate supervisors and consultants. The employee in this class is responsible for providing input and consultation to Airport employees in the divisions of Finance and Administration, Operations, Security, Facilities Maintenance and Engineering as well as interacting with external representatives such as federal regulatory agencies, tenants, and consultants to accomplish established department goals and outcomes for managing the maintenance of assets. Using the computerized Enterprise Asset Management System (EAMS) to identify resources, analyze reports for operational assessments, streamline maintenance processes according to strategic plans, allocate appropriate resources, and ensure the completion of financial objectives for preventive and corrective maintenance is significant to the work. Work is performed under the direction of the Deputy Director of Aviation.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. The position must develop, plan, implement and manage the asset maintenance program through subordinate supervisors and consultants using the Enterprise Asset Management system at the Philadelphia International Airport and Northeast Airport.
2. The position must be located in the Maintenance Administration division of the Philadelphia International Airport.
3. Only one position will be allocated to the class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Directs maintenance coordination, through subordinate supervisors, to manage the asset maintenance program effectively; plans, develops, implements and manages strategies and objectives related to the asset management program; directs maintenance staff conducting needs assessments to make informed decisions on preventive and corrective maintenance measures that affect operations; develops key performance indicators and creates framework for staff to conduct asset inventory assessments; determines asset performance standards to achieve operational efficiency and effectiveness for management, staff and tenants; streamlines maintenance processes and expedites work flows to suit end user needs; improves maintenance processes and practices to achieve department goals; ensures completion of projects within determined budget, scope and timeline.
Directs and leads Airport staff through the transition to the Enterprise Asset Management System (EAMS); directs consultants in the administration and enhancement of the EAMS; ensures the seamless operation and optimal utilization of the computerized Enterprise Asset Management System (EAMS) for tracking maintenance projects; trains maintenance staff on the effective utilization of EAMS and best practices in maintenance management; supervises the scheduling and evaluation of user training programs.
Analyzes electronic records of requests for services; reviews work orders for completion; identifies maintenance trends, history, and abnormalities in maintenance data and conducts analysis; ensures the accuracy and integrity of data; evaluates assets to optimize performance and to maximize return on assets; evaluates estimated life cycles and projected replacement and retirement timeframes; directs maintenance scheduling according to replacement strategies; evaluates cost and resources expended in preventive and corrective maintenance action work orders; conducts analysis of cost and condition of assets and generates reports; reviews cost estimates provided by subordinate supervisors and consultants; recommends changes to improve asset performance and identifies appropriate time and cost saving measures; conducts life cycle costing and writes asset maintenance reports for fiscal and operational purposes; communicates future financial impact of maintenance projects to senior management; prepares budget for maintenance coordination unit; makes budgetary recommendations for maintenance projects to division managers.
Coordinates with contract management unit to compile information needed for submission of requests for proposals and to identify vendors for contractual agreements for repairs; evaluates contractor performance in accordance with contractual agreements; collaborates with divisional directors and managers to determine asset management outcomes; develops and makes presentations on asset management program to senior management and internal and external stakeholders; negotiates with stakeholders to implement departmental goals for asset management; provides assistance to Airport staff, city departments and the general public in obtaining and explaining information about assets; represents the asset maintenance program in various meetings and conferences.
Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 11/13.)
EDUCATION:
Completion of a bachelor’s degree program at an accredited college or university in engineering, business administration, management, construction management, facilities planning and management, information systems or related field.
AND
PREFFERED EDUCATION
Certification in Project Management from an accredited college or university.
AND
GENERAL EXPERIENCE
Three years of experience supervising the daily activities of a large and diversified staff engaged in the repair and maintenance for a large facility or multiple smaller facilities.
AND
SPECIFIC EXPERIENCE
Five years of project management experience in facilities development or engineering at a large facility or multiple smaller facilities directing the design, implementation and management of projects which has included the use of computerized maintenance management or asset management systems.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included a bachelor’s degree as the educational minimum.
NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 - Selective Factor Certification - the appointing authority may request certification of eligible candidates with one or more of the specified qualifications to fill the position in this class. Certification to fill such position will be made from the two highest-ranking eligible candidates on the eligible list who possess the specified qualifications.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
1. Possession of a valid proper class motor vehicle's operator's license issued by the Commonwealth of Pennsylvania prior to and during tenure of appointment as an Airport Enterprise Asset Manager.
2. Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance for the Airport assignment.
