DEPUTY DIRECTOR OF AVIATION
GENERAL DEFINITION
This is administrative work directing the operation, maintenance and related activities of
the municipal airports and other aviation facilities. The employee in this class directs, through
subordinate managers, a large staff engaged in carrying out a comprehensive maintenance
program for a large complex of airport buildings, facilities and grounds, the operational aspects
of terminal and airfield activities and safety, security, communication and emergency response
functions. Contact with other airport administrators, aviation regulatory officials, airline
representatives, airport tenants and the community is a major aspect of the work. Work is
performed under the direction of the Director of Aviation.
ALLOCATING FACTORS:
(The following conditions must be met for a position to be approved for this class.)
- The position must direct all maintenance and operational activities in the department.
- The position must report to the Director of Aviation.
- Only one position will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs 24 hour daily operations and maintenance activities for all airfields and airport
buildings, facilities, roadways and grounds through subordinate managers; reviews existing
operations and maintenance programs; insures compliance of programs to federal aviation and
other regulatory standards; revises existing and develops new programs, productivity standards
and administrative guidelines for preventive maintenance, emergency response, coordination of
repairs, airfield operations, ground transportation, security, public safety, custodial services,
communications and airline and tenant operations; determines goals and priorities for programs;
analyses appropriate staffing levels; directs preparation of operating budgets for operations and
maintenance programs.
- Directs airport certification program; confers with federal and state regulatory officials
on certification requirements; directs airport security program; coordinates operations with other
City departments such as police and fire; orders investigations of safety or security problems;
develops procedures to respond to weather, aircraft or other emergency situations; insures
maintenance, repair and condition of airport facilities and equipment including runways, ramps,
taxiways and roadways meets federal airport certification requirements; assures compliance with
environmental regulations.
- Confers with federal officials, airlines, tenants and departmental administrators regarding
the maintenance and proposed use of airport facilities and the development of operating rules,
regulations and procedures, aircraft landing, taxiing and take-off patterns and aircraft safety
arrangements; meets with engineering staff to initiate large maintenance repair and construction
projects; insures construction or repair activities have minimal impact on daily airport
operations; reviews plans for construction of new facilities to insure adequate maintenance and
operational considerations are included; meets with airlines, vendors and tenants on problems
concerning the physical plant or operating rules; meets with and attempts to address concerns
of community representatives regarding problems such as noise and traffic; determines the need
for an initiates contracts for support services in maintenance and operations.
- Develops proposals for new airport policies or programs; participates in committees,
boards and working groups for the establishment and modification of national policies related
to the aviation industry; researches operations, facilities and programs of other airports to
determine if they can be adapted for use; prepares reports on airport operations, policies and
procedures for the director.
- May serve as acting director in the absence of the Director of Aviation.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the management principles and practices of large hub airport operations and maintenance.
- federal and state laws, regulations, and certification requirements applying to airports,
air traffic control, airport use, safety and security.
- the operation and maintenance of airport facilities and equipment.
- administrative problems commonly encountered in airport management.
- budgeting and financing practices related to airport management.
- the engineering components of airport construction, equipment, and maintenance.
- supervisory methods and techniques.
- hazards and safety precautions involved in airport operations.
ABILITY TO:
- plan, organize, direct and coordinate the activities of a staff providing a variety of
operations, security and maintenance services.
- assign project priorities based on operational needs and Federal Airport Certification
requirements.
- develop and implement operational plans and procedures.
- evaluate the quality and effectiveness of airport programs and make sound recommendations to improve operations and facilities.
- interpret and utilize technical sketches and plans.
- establish and maintain effective working relationships with associates, tenants,
representatives from other agencies and the community.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 8/93.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university with
major course work in aviation management, engineering, or engineering technology.
AND
GENERAL EXPERIENCE
- Six years of experience in airport operations or maintenance.
AND
SPECIFIC EXPERIENCE
- Four years of experience directing the operations, or maintenance or engineering
activities of a large general airport facility serviced by several scheduled airlines.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department which has included a bachelor's degree and the specific experience
as indicated.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the
Commonwealth of Pennsylvania during tenure of appointment as a Deputy Director of Aviation.
