AIRPORT OPERATIONS OFFICER
GENERAL DEFINITION
This is supervisory and administrative work monitoring operational activities on an assigned shift at a large municipal airport. An employee in this class directs the activities of operational personnel working on airfields or in terminals during a shift. An employee in this class monitors and directs airfield or terminal operations, security, safety, communications, ground transportation, and other activities related to the welfare of passengers, airlines, tenants, and the general public. Employees must be able to assess situations quickly and objectively and are expected to become proficient in determining and implementing proper courses of action in all functional areas as they progress within this class. Employees permanently allocated to this series of classes will automatically promote to this level through career progression. This is shift work and employees are required to work weekends and holidays. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
1. Positions in this class must be located in the Operations and Security section of the Division of Aviation.
2. Positions in this class supervise operational personnel engaged in monitoring landside, airside or security activities.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Directs and participates in the inspection of airfield facilities, including grounds, runways, fencing, taxiways, aircraft aprons, gate assignments, and service roadways to assure safety, security, and efficiency of operations and expeditious flow of aircraft; monitors airfield activities during assigned shift; arranges escort for persons using AOA or SIDA areas.
Directs and participates in the inspection of terminal buildings and ground transportation facilities, including concourses, terminals, gate areas, concession areas, interior and exterior of buildings, sidewalks, and public access roadways to assure the safety, security and efficiency of terminal and ground transportation operations; monitors the activities of tenants, licensees, maintenance, and security personnel during assigned shift, to ensure compliance with airport standards and regulations; enforces airport rules and regulations and the Airport Security Plan and issues violation notices where appropriate.
Monitors the centralized security system to enforce TSA regulations; enforces Airport Security Plan and TSA Regulations sufficient to ensure compliance; monitors and tests airport security system; receives alarms and initiates appropriate responses; performs fingerprint checks; conducts safety and security training.
Reviews and acts on management or operational problems involving airport safety, security, federal certification and related matters as they impact the airlines, tenants, passengers and the general public; resolves operational problems by ordering actions or notifying appropriate airport, airline or security personnel; reviews reports of problems or incidents and recommends and implements appropriate remedy; coordinates airport activities with police, AARF and other emergency personnel during incidents and while returning the airport to normal operation.
Attends meetings with FAA, TSA, tenants, and airport personnel to discuss operations, security and safety issues; meets with departmental engineering staff to discuss the coordination of operational activities during the construction and/or renovation of airport facilities. Prepares detailed reports of activities, incidents and proposed solutions; recommends and implements procedures concerning security, coordination with police, fire and medical personnel, and operational response to emergency; develops schedules and standards for inspections.
Issues permits, licenses, and identification material in accordance with security standards.
Directs the activities of lower level airport administrative personnel, field attendants and other employees.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the principles and practices of airport operations, airport security and aviation management
• local, state and federal rules and regulations governing the use and operation of airports
• current developments in the field of airport operations and security management
• supervisory methods and techniques
• Philadelphia International Airport rules and regulations
• airport building and airfield layout and maintenance practices

• plan, coordinate and direct the diverse activities required to maintain the proper standard of airport operations
• make sound judgments in emergency situations and to effectively direct and coordinate airport resources in such incidents

• use computers and standard software for word processing, database management and preparation of reports
• speak and write effectively, with special emphasis on the expression of technical ideas
• maintain and prepare records
• establish and maintain effective working relationships with airport employees, tenants, representatives of other agencies and the general public
• conduct safety and security training
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 3/09.)
EDUCATION:
Completion of a bachelor's degree at an accredited college or university, with major course work in aviation management, business administration or a related field.
AND
GENERAL EXPERIENCE:
One year of administrative and operational experience monitoring landside, airside or security activities.
SPECIFIC EXPERIENCE:
One year of experience, above the trainee level, in monitoring landside, airside or security activities.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience and a bachelor's degree as described above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment, and during tenure of appointment as an Airport Operations Officer, if required by work assignment.
Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.
