AIRPORT ASSISTANT OPERATIONS OFFICER
GENERAL DEFINITION
This is intermediate level administrative and operational work monitoring airfield, terminal and landside activities on an assigned shift at a large hub international airport. Employees in this class develop expertise in the essential function of monitoring airfield, terminal, landside operations, security, safety, ground transportation, and other activities related to the welfare of passengers, airlines, tenants and the general public. Work includes conducting analyses of operations policies, procedures and activities. This is shift work and employees are required to work weekends and holidays. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
1. Positions must be located in the Operations and Security section of the Division of Aviation.
2. Employees must monitor landside, airside or security activities.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Inspects airfield facilities, including grounds, runways, fencing, taxiways, aircraft aprons, gate assignments, and service roadways to assure safety, security, and efficiency of operations and the expeditious flow of aircraft; monitors airfield activities during assigned shift; arranges escort and/or performs duties for persons using airfield.
Inspects terminal buildings and associated areas such as loading bridges, aircraft parking areas and baggage claim facilities; monitors terminal and grounds conditions to ensure public safety and security of the airport physical plant; monitors the activities of ground transportation providers to ensure compliance with regulations and procedures; enforces airport rules and regulations and the Airport Security Plan and issues violation notices where appropriate.
Participates in preparing and revising standard and emergency operational procedures; conducts analyses of airport operational policies, procedures and activities; prepares detailed reports and makes recommendations based on findings.
Attends meetings with FAA, TSA, tenants, and airport personnel to discuss operations, security and safety issues; meets with departmental engineering staff to discuss the coordination of operational activities during the construction and/or renovation of airport facilities.
Issues notices to airmen (NOTAMS) and airport advisories concerning field conditions.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the principles and practices of airport operations and aviation management
• local, state and federal rules and regulations governing the use and operation of airports
• Philadelphia International Airport rules and regulations
• airport building and airfield layout and maintenance practices
• current developments in the field of airport operations and security management
ABILITY TO:
• learn the techniques of planning and coordinating the diverse activities required to maintain the proper standard of airport operations
• participate in the inspection of airside and landside facilities to ensure efficiency of operations and safety and compliance with regulations and procedures
• analyze and evaluate airport operational and security procedures, policies and problems
• use computers and standard software for word processing, data base management and preparation of reports
• develop and revise standard and emergency operational procedures
• prepare and interpret a variety of reports
• present ideas effectively, both orally and in writing
• establish and maintain effective working relationships with associates, airport tenants and officials of other government agencies
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 3/09.)
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university with major course work in aviation management, business administration or a related field.
AND
EXPERIENCE:
One year of experience at the Airport Operations Trainee level.
Any equivalent combination of education and experience determined to be
acceptable by the Office of Human Resources which has included completion of a bachelor's degree as specified above as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment, and during tenure of employment as an Airport Assistant Operations Officer, if required by work assignment.
Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.
