AIRPORT OPERATIONS OFFICER SUPERVISOR

GENERAL DEFINITION
This is second-level supervisory and administrative work managing operational or security activities on an assigned shift at a large municipal airport, through subordinate supervisors. Employees in the Operations Specialty direct through subordinate Airport Operations Officers the airfield, terminal or landside operations, communications, ground transportation, or other activities related to the welfare of passengers, airlines, tenants, and the general public. Employees in the Security Specialty direct through subordinate Airport Operations Officers the safety and security activities related to the welfare of passengers, airlines, tenants, and the general public. Ensuring compliance with relevant Federal Aviation Administration (FAA) or other transportation industry regulations is significant to the work. In the absence of a higher-level manager, the employee is responsible for directing all operations activities in the area of specialization. This is shift work and employees are required to work weekends and holidays. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
1. Positions in this class must be located either in the Operations or Security section of the Division of Aviation.
2. Positions in this class must supervise operational personnel engaged in monitoring landside, airside, or terminal activities in the Operations specialty or security activities in the Security specialty.

ALL SPECIALTIES
Plans, assigns, and reviews the work of subordinate airport operations or security personnel engaged in monitoring either airfield, landside, terminal operations, security, safety, and other activities related to the welfare of passengers, airlines, tenants, and the general public.
Maintains timecard entries, conducts annual performance reports, approves time and leave, and participates in discipline and grievance processes.
Attends meetings with FAA, TSA, tenants, and airport personnel to discuss operations, security and safety issues; meets with departmental engineering staff to discuss the coordination of operational activities during the construction and/or renovation of airport facilities; conducts training in the enforcement of City and State statutes, FAA, TSA and airport rules and regulations.
Prepares detailed reports of activities, incidents and proposed solutions; recommends and implements procedures concerning security, coordination with police, fire and medical personnel, and operational response to emergency; develops schedules and standards for inspections; issues permits, licenses, and identification material in accordance with security standards.
Performs related work as required.
OPERATIONS SPECIALTY
Airfield Assignment
Directs and participates in the inspection of airfield facilities, including grounds, runways, fencing, taxiways, aircraft aprons, gate assignments, and service roadways to ensure compliance with FAA rules and all other federal, state and local regulations pertaining to airport operations, efficiency of operations and expeditious flow of aircraft; monitors airfield activities during assigned shift; arranges escort for persons using AOA or SIDA areas.
Reviews reports of airfield conditions affecting passengers and aircraft and recommends corrective action; assigns priority to activities based on safety and security requirements; coordinates and follows up on work requested to ensure that completed work conforms to airport standards.
Confers with airline and building tenants to ensure adequacy and efficiency of airport operations; coordinates and expedites construction and maintenance work with tenants in order to minimize inconvenience to users of airport facilities; directs the collection of landing fees from cargo and commuter airline tenants; issues notices to airline officials and other tenants regarding use of facilities; meets with tenants to resolve problems concerning the use, maintenance and operations of facilities.
Supervises the coordination of the wildlife inspections, Foreign Object and Debris (FOD) inspections, assists with vehicle escorts and access control on the airfield; responsible for activities including domestic animal control/care, with assistance from the USDA-Wildlife Services, according to the Airport Emergency Plan.
Coordinates emergency response and reports on status of the airport and its runways; issues Notices to Airmen (NOTAMS) per Federal Aviation Regulations, and responds to every emergency occurring on the airfield during the shift including, but not limited to, runway incursions, aircraft incidents, and aircraft accidents.
Coordinates emergency response plan for events which occur inside the terminal complex, parking areas, and adjacent buildings.
Notifies Customs and Border Protection if the emergency involves an international flight; works alongside an lncident Commander (Police and/or Fire) to arrange the use of hangars or other buildings to accommodate emergency staging areas.
Notifies Terminal and/or Landside Tenants of their responsibilities related to airfield compliance and operations.
Coordinates activities according to the Airport Emergency response plan.
Landside and Terminal Assignment
Directs and participates in the inspection of terminal buildings and ground transportation facilities, including concourses, terminals, gate areas, concession areas, interior and exterior of buildings, sidewalks, and public access roadways to assure the safety, security and efficiency of terminal and ground transportation operations; monitors the activities of tenants, licensees, maintenance, and security personnel during assigned shift, to ensure compliance with airport standards and regulations.
Plans, assigns, and reviews the work of subordinate airport operations personnel engaged in monitoring and/or supervising landside operational activities; plans, assigns and reviews the work of contractors; ensures contract compliance; recommends modifications to contracts as necessary.
Ensures commercial ground transportation operations are in compliance with federal, state, and local ground transportation laws, ordinances and/or regulations as well as airport regulations and policies; researches ground transportation trends and regulations; examines future ground transportation alternatives and develops both short and long range plans; develops policy recommendations for senior airport management.
Provides group meeting forums to establish and maintain productive working relationships with industry partners and commercial ground transportation operators; coordinates with other airport departments regarding landside and ground transportation activities, including impacts from construction activities and special events.
Acts as a liaison between the Airport and the airport tenants, commercial ground transportation operators and the general public.
Plans, assigns and reviews work of subordinate airport operations personnel engaged in terminal operations; supervises all common use terminal facilities, including gate and ticket counter assignments, and charter aircraft activities.
Assists with various functions required under the Airport Emergency Plan, Federal
Aviation Regulation Part 139 (FAR part 13g), and the Airport Certification Manual.
Coordinates with Airport Properties department on concession development issues.
SECURITY SPECIALTY
Ensures the coordination of the centralized security system to enforce TSA regulations; enforces Airport Security Plan and TSA Regulations sufficient to ensure compliance; monitors and tests airport security system; receives alarms and initiates appropriate responses; performs fingerprint checks; conducts safety and security training.
Reviews and acts on management or operational problems involving airport safety, security, federal certification and related matters as they impact the airlines, tenants, passengers and the general public; resolves operational problems by ordering actions or notifying appropriate airport, airline or security personnel; reviews reports of problems or incidents and recommends and implements appropriate remedy; responds to emergency situations occurring at the airports; participates in the evaluation and determination of action to be taken in response to airport emergencies; coordinates airport activities with police, AARF and other emergency personnel during incidents and while returning the airport to normal operation.
Directs the activities of personnel in the Security section of the Division of Aviation.
Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. EDUCATION:
ALL SPECIALTIES:
Completion of a bachelor's degree at an accredited college or university, with major course work in aviation management, business administration, flight management, commercial aviation or a related field.
AND
GENERAL EXPERIENCE:
ALL SPECIALTIES:
Two years of administrative and operational experience monitoring terminal, landside, airside, or security activities at a large hub airport.
SPECIFIC EXPERIENCE:
OPERATIONS SPECIALTY:
Three years of supervisory and administrative work monitoring terminal, landside, or airside operational activities on an assigned shift at a large municipal airport.
SECURITY SPECIALTY:
Three years of supervisory and administrative work monitoring security activities on an assigned shift at a large municipal airport.
NOTE FOR BOTH SPECIALTIES: Completion of a Master’s degree in any of the fields listed above or current certification as an Accredited Airport Executive (AAE) may substitute for one year of the specific experience.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience and a bachelor's degree as described above.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
ALL SPECIALTIES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment, and during tenure of appointment as an Airport Operations Officer Supervisor, if required by work assignment.
Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.
For the OPERATIONS SPECIALTY, for positions in the Airfield Assignment only, employees must maintain Movement Area Driving Privileges Certification during tenure of employment.
For the SECURITY SPECIALTY only, employees must obtain and maintain Airport Security Coordinator (ASC) Certification during tenure of employment.
