AIRPORTS PROPERTIES SPECIALIST 3

 

GENERAL DEFINITION

 

          This is airport property management work at the advanced level.  The employee in this class functions as a lead worker and provides technical guidance to lower level properties specialists on lease content, bonding requirements and related property management issues.  Work involves participating in complex negotiations for the acquisition of property and the award of concessions at the City's airport facilities.  Negotiating with airline representatives, airport tenants and concessionaires, and aviation officials is a significant aspect of the work.  Work is performed under the general direction of an Airport Properties Manager.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

1.       Only two positions will be allocated to this class located in the Airport Properties Unit of the Division of Aviation.

2.       The employee in this class must provide technical guidance to lower level properties specialists.

3.       The employee must participate in the negotiation of leases, concession agreements, and licenses which have a significant financial impact on Airport revenues.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Provides technical guidance to lower level properties specialists and support staff on lease and contract content and preparation, bonding requirements and related property management issues; instructs lower level staff on the negotiation of leases as required.

          Negotiates contract terms and rental rates with potential tenants and developers, concessionaires and licensees; prepares requests for and evaluates proposals submitted by prospective tenants and concessionaires; evaluates prospective tenants' past performance and financial history; projects earnings of potential tenants.

          Participates in complex negotiations for the acquisition of property and the management of airport facilities; performs background research related to the acquisition of property for the expansion and/or relocation of airport facilities.

          Identifies appropriate locations for proposed facilities based on needs of prospective tenants; arranges for the construction or renovation of new facilities if required.

          Prepares leases, contracts and specifications for the provision of services and the rental of property at airport facilities; determines rental rates based on pre‑established rate schedules; incorporates into leases and contracts all requirements arrived at through negotiation by airport administrators; ascertains the inclusion of easements, types of insurance coverage, and maintenance services.

          Conducts field investigations of airport facilities to gather information, such as square footage and rental costs, on space available for rent; provides data to airport engineers for use in developing plot plans for lease areas; accounts for all rental space in municipal airports; identifies problems that may be encountered in renting space and relays such information to superiors.

          Tours airport facilities to ascertain tenant compliance with existing agreements; reviews tenant permit applications for the renovation of leased facilities to determine compliance with existing agreements; informs superiors of non‑compliance and recommends corrective action.

          Conducts long and short range studies pertaining to the optimum usage of the City's airport facilities; surveys other airports and consults with City officials regarding the usage of facilities; develops lists of potential bidders; formulates recommendations regarding the feasibility of proposed concessions; studies economic programs of other airports for possible applications.

          May direct the activities of lower level properties specialists on a project basis.

          Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•         the form and content of leases and contracts as they relate to lease or rental of facilities and concessions

•         the methods involved in analyzing the economic justification for specific leases, contracts and/or proposed concessions

•         the principles, practices and techniques used in preparing leases and contracts.

•         the principles and practices of space allocation

•         the principles of administration

•         the principles and practices of real estate applicable to facility rental and leasing

•         common legal concepts and terms used in property management

•         the methods and techniques of negotiating contractual agreements as they pertain to the lease or rental of facilities and concessions

·                procedures to use the airport’s electronic property management and billing systems

 

ABILITY TO:

 

•         provide technical guidance to lower level airport properties specialists

•         prepare and present effective written and oral reports

•         establish and maintain effective working relationships with representatives of governmen­tal agencies, industrial and commercial firms, civic organizations, associates, and the general public

•         negotiate contractual agreements with representatives of industrial and commercial firms and governmental agencies

•         review property appraisals for consistency and thoroughness

•         negotiate real estate leasing and transactional agreements

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/24.)

 

EDUCATION:

 

          Completion of a bachelor’s degree program at an accredited college or university.

 

NOTE: Completion of an industry recognized certification or additional experience may substitute for the education requirement on a year for year basis.

 

AND

GENERAL EXPERIENCE:

 

          Two years of recent full‑time commercial, industrial or airport property management experience.

 

AND

SPECIFIC EXPERIENCE:

 

          One year of recent full‑time airport property management experience at the full performance level.

         

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.

 

 

NOTE: The experience in commercial, industrial or airport property management work must have been completed no more than ten years prior to the date on which examination eligibility is determined.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Airports Properties Specialist 3.

Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.
