AIRPORT PROPERTIES SPECIALIST 2

 

GENERAL DEFINITION

 

          This is airport property management work at the full perfor­mance level negotiating, preparing and processing leases, contracts and specifications for the rental and/or acquisition of property and the award of concessions at the City's airport facilities.  Work also involves conducting research, analysis and surveys related to the preparation of contract agreements and the development and usage of existing and potentially vacant property for rental.  Conferring with airport tenants and concessionaires and other aviation officials and associates is a significant aspect of the work.  Work is performed under the general direction of the Airport Properties Manager.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)

 

1.       Employees in this class must work in the Airport Properties Unit of the Division of Aviation.

2.       Employees in this class must negotiate contract terms and rental rates with potential tenants and concessionaires.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Discusses and negotiates contract terms and rental rates with potential tenants, developers, concessionaires, and licensees: prepares requests for and evaluates proposals submitted by prospective tenants and concessionaires; evaluates prospective tenants' past performance and financial history; projects earnings potential of prospective tenants.

          Identifies appropriate locations for proposed facilities based on needs of prospective tenants; arranges for the construction or renovation of new facilities if required.

          Prepares leases, contracts and specifications for the provision of services and the rental of property at airport facilities; determines rental rates based on pre‑established rate schedules; incorporates into leases and contracts all requirements arrived at through negotiation by airport administrators; ascertains the inclusion of easements, types of insurance coverage, and maintenance services.

          Conducts field investigations of airport facilities to gather information, such as square footage and rental costs, on space available for rent; provides data to airport engineers for use in developing plot plans for lease areas; accounts for all rental space in municipal airports; identifies problems that may be encountered in renting space and relays such information to superiors.

          Periodically tours airport facilities to ascertain tenant compliance with existing agreements; reviews tenant permit applications for the renovation of leased facilities to determine compliance with existing agreements; informs superiors of non‑compliance and recommends corrective action.

          Conducts long and short range studies pertaining to the optimum usage of the City's airport facilities; surveys other airports and consults with City officials regarding the usage of facilities; develops lists of potential bidders; formulates recommendations regarding the feasibility of proposed concessions; studies economic programs of other airports for possible applications.

          Performs background research related to the acquisition of property for the expansion of airport facilities; participates with departmental administrators in the formulation and negotiation of contract terms for the acquisition of property and the management of airport facilities.

          Initiates and oversees the maintenance of records and files on all available space, tenants, insurance requirements, bonds and all leases and contracts both expired and in effect; may assist the accounting department in computing anticipated revenues.

          Instructs lower level airport properties personnel in specific aspects of lease and contract preparation and negotiation as required.

          Performs related work as required.

 

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•         the form and content of leases and contracts as they relate to lease or rental of facilities and concessions at a large hub airport

•         the sources of information to be used and methods involved in analyzing the economic  justification for specific leases, contracts and/or proposed concessions at a large hub airport

•         the principles, practices and techniques used in preparing leases and contracts for properties at a large hub airport

•         the principles and practices of space allocation

•         the principles of administration

•         the principles and practices of real estate applicable to facility rental and leasing

•         common legal concepts and terms used in property management

 

ABILITY TO:

 

•         prepare and present effective written and oral reports

•         establish and maintain effective working relationships with representatives of governmen­tal agencies, industrial and commercial firms, civic organizations, associates, and the general public

•         negotiate contractual agreements with representatives of industrial and commercial firms and governmental agencies

•         review property appraisals for consistency and thoroughness

•         negotiate real estate leasing and transactional agreements

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/24.)

 

EDUCATION:

 

          Completion of a bachelor's degree program at an accredited college or university.

 

NOTE: Completion of an industry recognized certification or additional experience may substitute for the education requirement on a year for year basis.

 

AND

GENERAL EXPERIENCE:

 

          One year of recent full- time experience in airport property management work.

 

AND

SPECIFIC EXPERIENCE:

 

          One year of recent full time experience in airport property management work which has been above the trainee level and has included the preparation of lease agreements.

         

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which includes the specific experience.

 

 

NOTE: The experience in commercial, industrial or airport property management work must have been completed no more than ten years prior to the date on which examination eligibility is determined.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Airports Properties Specialist 2.

 

Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.
