WATER OPERATIONS ADMINISTRATION MANAGER

 

GENERAL DEFINITION

 

          This is administrative and operational work with responsibility for operating budget preparation and monitoring, financial planning and analysis, contract management, operational analysis and managing the Automated Meter Reading, Advanced Metering Infrastructure and Field Customer Service programs for the Operations Administration section.  The employee in this class directs, through subordinate managers, the delinquency and restoration, plumbing repairs, customer and metering services for the Operations Administration section.  This class is distinguished from similar lower-level classes by the overall responsibility of providing administrative support and budgetary monitoring for the division and the participation in the budgetary planning and review for the entire Water Fund.  Overseeing and administering department wide fleet management and inventory control functions, implementing new programs for process efficiency and providing administrative support services for the Operations Division are significant aspects of the work. The employee is supervised by an administrative superior.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

1.       Only one position will be allocated to this class in the Water Department’s Operations Division.

2.       The position must have responsibility for budget preparation and control, planning and analysis and contract administration for the Water Department’s Operations Division.

3.       This position must direct, through subordinate managers, departmental inventory/stores functions, the vehicle fleet function, delinquency and restoration, plumbing repairs and metering and customer services for the Water Operations Division.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Directs the on‑going administrative analysis of administrative and operational procedures and makes recommendations for improvements; supervises the standardization of certain personnel processing procedures; participates in the human resource planning and determination of current and anticipated human resource requirements; supervises the analysis and implementation of employee work space utilization.

          Monitors and directs the budget preparation for the Water Operations Division; supervises the review and analysis of all budget requests for reasonableness, completeness and to eliminate redundancies; meets with section managers and the Deputy Commissioner to participate in the budgetary review process; participates in budgetary decision making affecting the entire Water Department; supervises the monitoring of expenditures and requisitions for items inconsistent with previous budget items.

          Directs through a subordinate manager the delinquency and restoration and plumbing repair functions; collaborates with consultants to install work flow software and resolves complex issues to increase overall efficiency; oversees the bidding process, drafts contract specifications and manages contracts for plumbing services; directs the administration of field customer and metering services management through subordinate managers.

Directs and oversees the operation and maintenance of the Automated Meter Reading Program, including contract management, responding to billing complaints and investigations and implementing processes and technology to improve meter reading functions; identifies system capabilities, costs, and project timing to implement newer metering technology; makes recommendations to executive staff in developing the strategic plan for the Advanced Metering Infrastructure System and plan its funding.

          Directs the monthly preparation of the electrical power consumption report; serves as liaison with the department's procurement administrator; supervises the writing and processing of emergency and confirming order requests for all commodities and services required by the Operations Division; supervises the monitoring of the status of these requests.

          Directs the administration of materials management through a subordinate supervisor; supervises the analysis of procurement and inventory procedures; coordinates the design, establishment, implementation, and maintenance of an information system and database; supervises the security procedures and ensures the accuracy and integrity of the database.

          Directs the activities associated with the department’s vehicle fleet including budgeting, procurement, and requests for additional vehicles.

          Liaises with Risk Management, through subordinate staff, in the investigation and processing of claims made against the department; may initiate repairs to avert pay-offs.

          Coordinates with various City Departments to recommend and implement changes to policies and procedures regarding water related issues; conducts research, analyzes relevant information and implements changes in policies and procedures governing work; develops standard operating procedures to ensure work is completed according to applicable laws and regulations; Participates on various departmental and city-wide committees which set policy and make recommendations for improvement; acts as departmental representative to the City's Emergency Operations Center.

          Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•         Water Department operations and support services with regard to directing operations budget preparation and control, financial planning and analysis, operations analysis, materials management, vehicle fleet administration, contract administration, and customer and metering services

•         the principles and practices of public administration, including such areas as budgeting, staffing and organization

•         the principles and practices of administrative and managerial analysis

•         departmental and municipal procurement policies, practices and procedures

•         principles, practices and procedures of inventory recordkeeping, control, planning and analysis

•         prepare and review management operations budget, inventory analyses and projection reports

•         establish and maintain effective working relationships with associates, departmental officials and vendors

•         direct the activities of subordinate personnel of Water Operations Administration, Materials Management, Customer Service, Delinquency and Restoration, Plumbing Repairs and Meter Shop

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/24.)

 

EDUCATION:

 

          Completion of a Bachelor's degree program at an accredited college or university.

 

NOTE: Completion of an industry recognized certification or additional experience may substitute for the education requirement on a year for year basis.

 

 

AND

GENERAL EXPERIENCE:

 

          Four years of administrative or analytical experience.

 

AND

SPECIFIC EXPERIENCE:

 

          Two years of experience directing the provision of administrative analysis or budget analysis for Water Operations programs.

         

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the specific experience as indicated above.

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
