PUBLIC INTEGRITY COMPLIANCE SERVICES SUPERVISOR
GENERAL DEFINITION
This is specialized technical and administrative supervisory work implementing and overseeing the provision of services and systems for compliance with lobbying, campaign finance, financial disclosure and other public integrity laws for the Board of Ethics. The employee in this class directs, through subordinate Public Integrity Compliance Specialists, the review and audit of campaign finance, financial disclosure and lobbying reports and the receipt and processing of registrations and expense reports. Of significance to the work is designing, developing and administering the online ethics training content and updating and administering the Campaign Finance and City’s online electronic lobbying filing systems for registration and reporting. Work is performed under the general supervision of an administrative supervisor.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Supervises, assigns and reviews the work of a group of Public Integrity Compliance Specialists; provides training and interpretive assistance concerning Public Integrity Laws.
Directs the review and audit of campaign finance, financial disclosure and lobbying reports and the receipt and processing of registrations and expense reports; contacts filers as necessary to obtain corrected reports.
Administers and updates the City’s online electronic lobbying filing system; educates lobbyists, designs and implements interim forms and instructions for lobbying registration and expense reports; coordinates with OIT to post forms and instructions on the website; trains and assists lobbyists, lobbying firms and principals concerning the Lobbying Code and in using the electronic lobbying filing system; collects, prepares and verifies lobbying data for release to the public on Board of Ethics website; designs analytical material to disseminate information to the public concerning candidates, political committees and lobbying entities; reviews electronic lobbying filing systems in other jurisdictions to recommend models for enhancement and improvement of the system; researches cases of non-compliance using a variety of sources.
Assists filers using the Financial Disclosure System (FDS) to report sources of income real estate interests, creditor information, gifts and other financial transactions; responds to questions from lobbyists, lobbying firms and principals who are required to report direct and indirect communications and lobbying expenditures to comply with the lobbying Code; refers callers to specific provisions of the code and Board of Ethics Regulations for information.
Prepares and conducts training and outreach programs for City officials and employees, candidates, treasurers, lobbying entities and the public concerning the requirements of the Public Integrity Laws; develops instructional material such as user manuals brochures and handouts; prepares and conducts training for Human Resources Managers and employees in administrative management functions of the City’s Financial Disclosure System (FDS); identifies problems and recommends suggestions to the software vendor or OIT to resolve technical issues; updates and modifies time sensitive web content; directs the release and coordination of the Board’s campaign finance and lobbying data for the City’s Open Data project. Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/20.)
EDUCATION
Completion of a Bachelor’s degree program at an accredited college or university.
AND
GENERAL EXPERIENCE
One year of trainee level experience maintaining and reviewing documents for compliance with lobbying, campaign finance, financial disclosure and other public integrity laws for the Board of Ethics.
AND
SPECIFIC EXPERIENCE
Two years of Public Integrity Compliance Specialist experience reviewing records, accounts and ledgers maintained by lobbying entities, candidates and committees and composing reports of investigative findings in support of enforcement by the Board of Ethics.
Or any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included completion of a bachelor's degree as an educational minimum and the specific experience.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
