GENERAL DEFINITION
This is administrative work directing through subordinate supervisors large staffs of clerical employees engaged in a variety of activities relative to the city's voter registration program. Responsibility for conferring with voters, civic and political groups on the explanation and application of voter registration legislation is of major significance to the work. An employee in this class is often required to work evenings, weekends and holidays because of the nature of this work. Work is performed under the direction of the appointing authority of the City Commissioner's Office. The employee in this class has controlling responsibility for the day‑to‑day operations of the City's registration division.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Plans through subordinate section supervisors the overall activities of office and field personnel engaged in registering voters, recording and processing voter registration affidavits, verifying registrations through field investigations and providing voter registration information to the general public and others; establishes work priorities and determines that pre‑determined standards of work output are adhered to; orients temporary registration personnel in the procedures and processing activities related to voter registration.
Reviews existing clerical and other procedures being carried out by subordinate personnel, and develops and implements changes to improve efficiency; coordinates the stores operations with the needs of the various other sections of the department.
Evaluates hiring practices to conform to unemployment compensation reforms; interviews prospective temporary and permanent employees.
Explains legislation pertaining to voter registration as a guideline to the establishment of procedures and the determination of other registration eligibility.
Resolves the more complex questions concerning eligibility for voter registration; refers controversial matters to the registration commissioners; confers with voters, members of political groups and others to resolve complaints on the voter registration process.
Discusses changes in working office space with architects; purchases office furniture and supplies for peak workloads.
Addresses civic organizations, student groups and the general public on the functions and activities of the department and on registration procedures.
Testifies in court concerning information contained in voter registration affidavits.
Assists in coordinating instructions with election officials prior to the election.
Plans and administers special projects requiring the use of registration documents such as checking of signatures on petitions against registration records; determines priorities and coordinates such projects with the conduct of regular work.
Reviews departmental budgetary requirements to determine that an adequate staff of personnel and equipment are provided to carry out program objectives.
Appears in court to discuss problems arising from complaints regarding registration.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
Extensive knowledge of the city, state and federal laws applying to voter registration.
Thorough knowledge of the principles and practices of office management, including the uses of modern office equipment.
Thorough knowledge of supervisory methods and techniques.
Considerable knowledge of the geography of the city.
Knowledge of field investigatory methods and techniques used in connection with checks of voter registrations.
Ability to coordinate through subordinate section supervisors the work of a large staff of personnel engaged in office and field work related to voter registration.
Ability to effectively utilize a large number of temporary employees working at widely scattered locations in an intensive program of voter registration within legal time limits.
Ability to understand and explain voter registration laws to the public and to resolve complaints and discrepancies involving the voter registration process.
Ability to express ideas effectively both orally and in writing.
Ability to establish and maintain effective working relationships with associates, voters and other interested groups.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 11/12.)
EDUCATION:
Completion of two years of study at an accredited college or university.
AND
GENERAL EXPERIENCE:
Four years of experience processing voter registration affidavits and/or election documents.
AND
SPECIFIC EXPERIENCE:
One year of second level supervisory work directing the processing and maintenance of voter registration affidavits.
One year of administrative experience in the maintenance of election documents and realignment of electoral divisions.
One year of second level supervisory level experience directing a staff of clerical employees engaged in a variety of activities relative to the city's voter registration program.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which includes education equivalent to completion of high school and the specific experience.
Note: supervisory level clerical experience engaged in activities supporting the City's voter registration program may replace the required education on a year for year basis.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
