ELECTIONS COMPLIANCE ADMINISTRATOR

 

GENERAL DEFINITION

 

This is specialized administrative and supervisory compliance work implementing and overseeing the provision of election laws affecting primary, general and special elections.  The employee in this class supervises a small elections staff and temporary election workers to distribute, collect, and maintain compliance documents for candidates and to impose fines for campaign finance violations.  The employee is responsible for disseminating legally required public advertisements and communications regarding election announcements and public meetings and for providing foreign language interpretations.   Of significance to the work is interpreting and explaining laws governing all elections, and conferring with state, local, and federal officials on the provisions and application of election and campaign finance laws. Work is performed under the general supervision of an administrative superior. 

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be

allocated to this class.)

 

1.    Only one position will be allocated to the class in the City Commissioner’s Office.

2.    The position must supervise a small elections staff and temporary election workers in the processing of compliance documents and reviewing expense reports submitted by candidates and political committees.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Ensures compliance with all laws and decisions regarding elections, campaign expense reporting and language accessibility to voters; interprets election campaign expense reporting laws; advises candidates and campaigns on requirements of the Pennsylvania Election Code for the nomination process, campaign finance laws and other relevant compliance requirements; explains and interprets election laws to election officials and members of the public; confers with candidates, civic organizations, members of political groups and others to resolve campaign expense questions; refers campaign finance violations to appropriate law enforcement agencies; levies and collects fines for campaign finance violations and assesses late fees in accordance with Commonwealth of Pennsylvania’s campaign finance laws; provides receipts for paid fines and deposits received funds.

            Plans, assigns and reviews the work of elections staff and temporary election workers; trains elections staff in processing forms and compliance procedures; directs the distribution, collection and processing of absentee and alternative ballot applications and ballots; directs the recording of military ballot requests and the preparation of lists of applicants for military ballots; directs the distribution of nomination petitions and filing forms to candidates and political parties; oversees the collection, review, and maintenance of campaign committee registration forms, campaign finance reports, and other required administrative filings; accepts and reviews completed petitions for compliance with election laws; collects filing fees if required; forwards qualified candidate information to voting systems database personnel for compiling official voting system ballots; proofs voting system samples ballots; coordinates production of official specimen ballots with printer; directs the preparation and maintenance of all official forms and elections records including election results and official returns from precincts.

            Prepares court petitions and filings for hearings on electoral division modifications; provides notices of hearings to interested parties; testifies before presiding judge to determine districts for court-ordered realignment; redraws district boundary maps and rewrites district boundary descriptions in accordance with local, state and federal reapportionments; maintains and updates official boundary maps of county electoral districts; communicates the results of all hearings to the Department of State Bureau of Elections. 

            Sends notices to the Secretary of the Commonwealth of Pennsylvania and to official political parties of the results of each election, and final judgments and orders of the court, regarding legislative and precinct realignments; communicates with state officials to coordinate election code changes or revisions; places advertisements in newspapers to direct attention of the electorate to primary, special and general elections and for other required public notices.

            Prepares written and oral reports.

      Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·         the Pennsylvania Election Code

·         federal and state laws and City regulations concerning election campaign finance reporting

·         the election cycle and pertinent state laws as they apply to voter registration and the conduct of elections

·         geography of the City and voting district configurations

·         general office procedures and equipment

·         computer and software applications used in preparing and maintaining elections records and compliance documents

 

ABILITY TO:

 

·         interpret and apply the Pennsylvania Election Code to voter registration and the conduct of elections

·         plan, assign and supervise the work of elections employees and temporary employees engaged in a variety of tasks throughout the election process

·         supervise the maintenance of essential election files

·         revise boundary maps of county electoral districts to meet changes required by court order

·         interpret pertinent Pennsylvania campaign finance reporting laws

·         communicate orally and in writing with the public, candidates, and others regarding campaign reporting requirements and their requests for information

·         communicate with the general public, the media, schools and civic groups on matters relating to campaign expenses, electoral district realignment, and election procedures

·         establish and maintain effective working relationships with associates, political party members, candidates, City officials and the general public.

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/13.)

 

EDUCATION:

 

Completion of two years of coursework at an accredited college or university.

 

AND

GENERAL EXPERIENCE:

 

            Two years of experience performing administrative duties dealing with the conduct of elections including one year processing campaign expense reports or interpreting Pennsylvania campaign expense laws. 

 

AND

 

SPECIFIC EXPERIENCE

 

            Two years of specialized elections compliance work which includes administering the campaign expense program and implementing the realignment of voting divisions.

 

OR

 

            Any equivalent combination of education and experienced determined to be acceptable by the Office of Human Resources which has included the specific experience.
