EMERGENCY MANAGEMENT SERVICES DIRECTOR
GENERAL DEFINITION
This is administrative work directing and coordinating the City/County emergency management program. Work
involves supervising subordinates engaged in formulating, updating, and coordinating City emergency management plans.
Work also includes assigning contingency plan investigations to subordinates, preparing and submitting federal mandated
emergency management activity and budget reports; planning drills and exercises to test the effectiveness of various
emergency plans; and establishing and maintaining liaison with federal and state authorities, heads of city departments,
business, community and volunteer organizations for the purpose of implementing the emergency management program;
and coordinating emergency situations at the site or at the emergency operating center. Work is performed under the
general supervision of the Managing Director.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns and directs the work of subordinates engaged in adapting federal and state guidelines for City
emergency management plan; reviews and analyzes new and updated plans for adherence to directives and guidelines;
directs subordinates in conducting investigations to resolve anticipated emergency management problems; coordinates the
activities of the emergency management staff with other city, state and federal departments and private agencies; attends
and conducts meetings designed to identify resources, to discuss planning and assessment of contingency plans and to
disseminate information concerning the emergency management program.
- Compiles information, figures and supporting data required for both city and federal budget preparation; revises
budget as necessary; determines the availability of grant funds to defray the operating costs of the Office of Emergency
Preparedness.
- Participates in policy determination for the emergency management program; analyzes operational methods and
progress, budget and fiscal policy, and personnel and materials requirements for conformance with the program; consults
with department and agency heads to coordinate the City's emergency response.
- Serves as an advisor to the Mayor and Managing Director on emergency management matters.
- Plans, coordinates and participates in emergency exercises; selects dates for exercises and coordinates city, state,
federal, police, fire, volunteer, military and community participation; observes exercises to correct and/or anticipate any
problems; assesses and ensures readiness of the Emergency Operations Center (EOC); serves as Emergency Operations
Center Operations Coordinator; periodically inspects emergency equipment used during emergency situations.
- When a major emergency situation occurs, responds to the site or Emergency Operations Center to coordinate
emergency response activities. Directs and coordinates the participation of volunteer and community organizations in
emergency operations support services.
- Represents the city before civic, business and professional groups on emergency management activities; serves
as representatives of the Office of Emergency Management on new programs; develops and conducts training courses
on emergency management; selects and gathers audio-visual aids from governmental and private sources.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:

management program.

ABILITY TO:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training
and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates
for this class will be reviewed based on training and experience requirements as approved on 1/87.)
- Completion of a bachelor's degree program at an accredited college or university.
- Five years of general administrative experience, three years of which has included jurisdiction-wide responsibility
for developing, implementing, coordinating, and evaluating a major phase of an emergency management or
emergency preparedness program.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of
Pennsylvania prior to appointment and during tenure of employment as an Emergency Management Services Director.
