MANAGEMENT TRAINEE

GENERAL DEFINITION
This is government administration work at the trainee level. Employees in this class learn the principles, practices and techniques required to perform management-level work of an assigned City department in a particular specialty area. Employees are selected and assigned based on the educational requirements for the specific position. Employees in this class complete a training program that includes assignment to various duties, attending training sessions, participating in projects and other tasks designed to familiarize them with the operations of city government. Assignments vary in nature and increase in difficulty as the employee gains experience. Work is performed under the direction of a higher level manager.

PARTICIPATES IN A GOVERNMENT ADMINISTRATION TRAINING PROGRAM THAT INCLUDES, BUT IS NOT LIMITED TO:
· Regular evaluations of progress and review of progress with managers.
· Reading textbooks, manuals, instructions, and regulations, to develop relevant knowledge, skills and abilities.
· Learning the structure and functions of the assigned department and Philadelphia City government.
Performs a variety of assignments designed to develop proficiency in a professional occupation within an assigned department; studies structure and operating practices and procedures of municipal programs; studies city ordinances, civil service regulations, departmental directives, pertinent state and federal laws and regulations to develop understanding of their effect on departmental operations and programs; observes and assists departmental administrators in the performance of a variety of projects and tasks.
Participates in studies to evaluate the effectiveness of existing programs and services; prepares comprehensive reports on conditions found and recommends areas and methods of improvement; discusses and presents findings at group and individual meetings; participates in the preparation of amendments to departmental policies and procedures; obtains and analyzes statistical data; prepares correspondence for superiors; writes a variety of narrative reports.
Retrieves information and prepares a variety of reports using computers and various research techniques.
Performs related work as required.

· establish and maintain effective working relationships and to resolve differences with a wide variety of people and groups
· understand and follow oral and written instructions
· use computers and standard software for word processing, data base management and preparation of reports appropriate to the area of specialization
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university with major course work in an academic discipline appropriate to the job assignment.

NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 - Selective Factor Certification – the appointing authority may request certification of eligible candidates with one or more of the required degrees to fill specific positions in this class. Certification to fill such position will be made from the two highest ranking eligible candidates on the eligible list who possess the specified degree or certification.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
