This is administrative work directing and implementing programs and initiatives intended to develop monetary and in-kind support for departmental programs from private foundations, government agencies, the general public and other sources. The employee in this class secures support in the form of grants, gifts and services and volunteer participation from governmental agencies, private foundations, corporations, non profit organizations, civic groups and individuals. Important aspects of the work include administering departmental volunteer programs and promoting department services and facilities. The employee supervises a small staff engaged in resource development work and has extensive interaction with other government agencies, private foundations, volunteer groups and the public. The employee is supervised by an administrative supervisor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)Develops and implements strategies, proposals and programs intended to generate monetary and in-kind support for departmental operations and capital needs; determines and implements the most effective methods of securing monetary and in-kind support; determines which funding agencies, foundations and private groups should be solicited; determines which departmental programs and facilities require support and have the best possibility of attracting support.
Develops and revises resource development policies and procedures to comply with objectives of the department.
Manages a voluntary donations fund and in-kind contributions; prepares documentation necessary to enable donors to claim federal tax deductions for their contributions; develops grant proposals for submission to governmental agencies and private foundations; provides supporting documentation and reports on expenditures to funding source; meets with foundations and corporate officers, special interest groups, community organizations and other groups to request monetary support, in-kind support and volunteers; explains departmental objectives, programs and facilities and the support required to continue their operation.
Prepares promotional strategies intended to increase public awareness, utilization and support of programs and facilities.
Provides administrative assistance and technical direction to volunteer groups engaged in department related activities; meets with volunteer groups to develop projects that meet the joint goals of the group and the department; assists groups in development of organizational structure, policies and programs; assists volunteer groups in applying for and securing financial assistance; assists volunteer groups in preparation of informational and promotional materials; develops and maintains centralized departmental resource files documenting donors and volunteers and gifts and grant projects; prepares grant applications.
Provides effective interaction between the department and partner organizations; establishes roles standards and criteria for all volunteer partnerships.
Supervises activities of a staff engaged in developing and working with volunteer groups and preparing informational and promotional materials; administers grants received to promote special departmental programs; represents the department at meetings of community organizations, volunteer groups and departmental boards and commissions.
Performs related work as required.
Completion of a bachelor's degree program at an accredited college or university.
