LABOR RELATIONS COORDINATOR
GENERAL DEFINITION
This is specialized administrative support work in the Mayor's Office of Labor Relations. The employee in this class oversees and participates in the provision of administrative support functions, comprising of budgeting, purchasing, personnel, records maintenance, and other administrative support services. The employee in this class also provides logistical services in connection with contract negotiations, interest arbitration, and dispute resolution processes. Contact with City managers, attorneys, Union officials, arbitrators and vendors is a significant aspect of the work. Work is performed under the direction of the Director of Labor Relations.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must be responsible for all administrative support services for the Mayor's Office of Labor Relations.
- Only one position will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Provides logistical services for contract negotiation, interest arbitration, and litigation; arranges for meeting and hearing space, office equipment, presentation material, computer and communications equipment, and routine office supplies; coordinates schedule of participants.
- Compiles data for employee grievances; gathers class pay data and calculates cost for prospective settlements; performs grievance settlement cost impact calculations which incorporate union membership, inflation, and other relevant factors.
- Compiles data for and prepares exhibits which support management positions in contract negotiations; tabulates summaries of contract clauses disputed in order to illustrate problem trends for discussion by negotiators; accompanies City negotiating team to bargaining sessions and provides required support services such as preparing and revising agreements, compiling data for calculations of cost impact, and preparing a variety of contract documents during negotiations as new proposals and agreements occur.
- Provides administrative support for the dispute resolution function; oversees system of recording and tracking cases; selects hearing officers; schedules cases; reviews bills for services and processes payment; identifies and resolves discrepancies in bills for services.
- Provides administrative support to labor relations staff engaged in contract administration; prepares and distributes materials including contracts, cases, briefs, policies and publications; compiles presentation materials, including binders and PowerPoint presentations.
- Prepares agency operating budget, compiles data for preliminary budget; prepares justifications for modifications in expenditures; adjust budget figures as a result of administrative review; provides information and data to administrative officials concerning budget requests and figures; maintains records on purchases, expenditures, and balances on accounts; determines whether expenditures are within budgetary allotments; prepares documentation for transfer of funds between accounts, if necessary.
- Prepares and processes payment vouchers, purchase orders and expense reimbursement vouchers; processes purchases requisitions for requirements contracts; ensures vendors conform to contract requirements.
- Performs personnel functions, such as preparing the payroll for the agency, and coordinating training for agency staff.
- Provides computer support for agency staff; installs and upgrades software and hardware, troubleshoots problems, and contacts vendors for technical support; evaluates and purchases new software.
- Represents agency at budget, procurement, and information technology meetings.
- Supervises clerical personnel in providing support services.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- provisions of and routine interpretations of city and departmental regulations and labor contracts.
- methods, practices and procedures necessary to the processing of labor relations documents, contact negotiations and related matters.
- principles, practices and procedures of office management.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. EDUCATION
- Completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- Three years of clerical experience in support of labor relations administration.
AND
SPECIFIC EXPERIENCE
- Two years of experience performing administrative staff work in support of the City's central labor relations function.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
