TRAINING AND DEVELOPMENT MANAGER

 

GENERAL DEFINITION:

 

This is training and employee development work directing, through subordinate staff, a comprehensive training and development program for a large municipal operating department. An employee in this class serves as the departmental training manager, and is responsible and accountable for the design, implementation, delivery, and administration of initial and ongoing employee education. An employee directs the performance of needs analysis and engagement with key stakeholders for a variety of job classes and establishes training metrics in support of the department’s goals and objectives. Work includes supervising professional and paraprofessional staff, and responsibility for control of the training budget and curriculum. The position is responsible for developing a curriculum that focuses on training needs.  Work is performed under the direction of an administrative superior.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)

 

1.    The position must perform the work for a major operating department with a a diversified workforce with 200 or more class titles).

2.    The position must supervise professional and paraprofessional personnel and training staff.

3.    The position must report to a Departmental Human Resource Manager 3 or a higher level position.

4.    No more than one position shall be allocated to a major operating department.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

Directs the performance of needs analysis, engagement with key stakeholders and research relative to new training and employee development programs for departmental application; directs the implementation of periodic needs assessment surveys and focus groups to determine need for and scope of programs at all employee levels; aligns learning strategies to drive growth and development, strengthen organizational performance, and continuously improve critical skills, knowledge, and capabilities.

Confers with departmental managers and administrators regarding performance based objectives by identifying work situations that may require preventative or remedial training for employees, and the contributory value of training and development programs in attaining these objectives.

Directs the development and implementation of a formal Comprehensive Training Plan based on a training needs analysis or needs assessment.

Reviews, analyzes, and evaluates the overall training and development programs within the framework of the department's formal comprehensive training plan.

Directs the development and facilitation of training programs through the input of the professional and technical staff, research and evaluation of relevant and topical material, and the development of training curriculum.

Supervises professional, paraprofessional, and clerical training staff engaged in researching, developing, and administering training and staff development programs; Develops and conducts training and staff development courses as they relate to the needs of the department.

Facilitates management and staff development through the use of organizational development techniques such as process consultation, team building, and problem solving.

Manages through subordinate staff or participates in the development of programs designed to improve organizational effectiveness such as Employee Assistance Program, the development of an employee handbook, orientation programs, cross training, succession planning, strategic planning, recruitment and apprenticeship program.

Confers with departmental managers in the selection and training of departmental employees to serve as specialty trainers; trains and monitors instructors and evaluates their effectiveness; determines and selects appropriate instructional methodology.

Reviews employee classifications including knowledge, skills, and abilities to ensure requested training is consistent and relevant to job duties and responsibilities.

Ensures that the training plan meets business needs of the department as well as the strategic plan and the mission.

Oversees the documentation all technical and supervisory training that is provided throughout the department; implements and ensures compliance of policies, procedures and guidelines, and training goals for accreditation; implements training initiatives that support teamwork and team development.

Supervises the maintenance of employee training history records.

Learns the operations, functions, and staffing of the department.

Plans, develops, and recommends training policies and procedures in conformance with the comprehensive training plan and budget allocations.

Approves and disapproves all employee requests for education and training.

Prepares training budget; projects outside consultant costs and incorporates into preliminary budget document; ensures budget items conform to appropriate training needs; prepares justification for manager; performs cost benefit analysis to determine most practical and effective means to achieve objective within budget constraints.

Evaluates competing training needs with regard to funding resources; researches external funding resources for training programs; prepares grant applications.

Confers with administrative officials in other departments regarding training programs being developed and offered interdependently for maximum cost effectiveness considerations and the meeting of multi-departmental performance objectives.

Reviews curriculums offered by training consultants, local universities, and trade schools.

Directs the research of the most viable alternatives to meet the training needs of the department's training program; evaluates and selects marketed training programs for utilization by department

Meets with vendors regarding training programs; and manages contracts with vendors; evaluates vendor performance.

Maintains contact with local colleges, universities and technical schools as they relate to the training needs of the department and its employees.

Works with other Departmental Training Managers to provide related training programs.

Works with Training Consortium to discuss training trends, training needs and Citywide training events.

Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards, which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 03/20.)

 

EDUCATION:

 

Completion of a bachelor’s degree Program from an accredited college or university.

 

AND

GENERAL EXPERIENCE:

 

Three years of experience as an employee trainer, training administrator, training coordinator, or as a training consultant, designing and presenting interactive training or educational programs.

 

OR

 

Three years of experience as an human resource professional or assistant, which has included responsibility for designing and conducting employee training and development programs.

 

AND

 

SPECIFIC EXPERIENCE:

 

Two years of full-time experience as a Training and Development Officer planning and developing a comprehensive training and development program for a City department.

 

OR     

 

          Two years of full-time experience as an employee trainer, training administrator, training coordinator, or training consultant providing enterprise-wide professional development, learning, or training for an organization with at least 1,000 employees.

 

NOTE:

 

1.    A master's degree in the areas specified in the education section above may substitute for two years of the general experience.

2.    American Society for Training & Development (ASTD) Certification Institute's Certified Professional in Learning and Performance Certification (CPLP) may substitute for one year of the general experience.

 

Preferred Education:

 

Master’s Degree in the areas specified above.

 

Preferred Certification:

 

(ASTD) Certification Institute's Certified Professional in Learning and Performance Certification (CPLP) 

 

OR

 

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included completion of a Bachelor's Degree and the specific experience.

 

PHYSICAL AND MEDICAL REQUIREMENTS
