TRAINING AND DEVELOPMENT OFFICER

 

GENERAL DEFINITION

 

This is training and staff development work designing, planning, implementing, facilitating, and evaluating a program of training and organization development in a municipal operating department. An employee in this class manages and coordinates overall planning and execution of training and development programs, courses and activities, and engages with key stakeholders to improve employee productivity and ensure attainment of organizational objectives. Responsibility for developing curricula focusing on training needs and developing and/or maintaining a comprehensive training plan for the department and facilitating training programs are significant aspects of the work.  Work may include supervision of a small number of technical and clerical personnel. Work is performed under the direction of an administrative superior.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)

 

1.             No more than two positions shall be assigned to an operating department.

2.             The position must report to an Administrative Services Director, Departmental Human Resources Manager 2 or a higher level position.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

Conducts needs analysis and research relative to new training and staff development programs for departmental application; conducts periodic needs assessment surveys to determine need for and scope of programs at all employee levels; facilitates focus groups and conducts interviews with key stakeholders throughout the organization.

Confers with departmental managers and administrators regarding performance based objectives by identifying work situations that may require preventive or remedial training for employees and determining the contributory value of training and development programs in attaining these objectives.

Develops and facilitates training programs through professional and technical staff input, research and evaluation of relevant and topical material, and the development of curriculum design.

Facilitates management and staff development through the use of organizational development techniques such as action research, process consultation, team building, and problem solving.

Confers with departmental managers in the selection and training of departmental employees to serve as specialty trainers; and trains and monitors instructors and evaluates their effectiveness; determines and selects appropriate instructional methodology; conducts courses in specific areas.

Develops a formal Comprehensive Training Plan based on a training needs analysis or needs assessment.

Reviews, analyzes, and evaluates the overall training and development programs within the framework of the department's formal Comprehensive Training Plan.

Reviews employee classifications including the knowledge, skills and abilities and ensures that the training plan meets the technical and supervisory needs of the department and are aligned with the department's strategic plan, and mission statement.

Documents all technical and leadership training that is provided throughout the department.

Meets with vendors regarding training programs; and manages contracts with vendors.

Plans, develops, and recommends training policies and procedures in conformance with the Comprehensive Training and budget allocations.

Manages or participates in the development of programs designed to improve organizational effectiveness such as Employee Assistance Programs, the development of an employee handbook, orientation programs, cross training, succession planning, strategic planning, recruitment and apprenticeship programs.

Prepares training budget; researches external funding resources for training programs; prepares grant applications; performs cost benefit analysis to determine most practical and effective means to achieve objectives within budget constraints.

Confers with administrative officials in other departments regarding training programs being developed and offered interdependently for maximum cost effectiveness considerations and the meeting of multi-departmental performance objectives.

Learns the operations, functions, and staffing of the department.

Maintains contact with local colleges, universities and technical schools as they relate to the training needs of the department and its employees.

Approves and disapproves requests for training and education leave.

Maintains records of employee training history and ensures compliance with applicable accreditation policies.

Evaluates marketed training programs for utilization by department(s).

May supervise lower level technical staff engaged in researching, developing, and administering training and staff development programs.

Works with Training Consortium to discuss training trends, training needs, and Citywide training events.

Works with other Departmental Training Officers to provide related training programs.

Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards, which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 11/23.)

 

EDUCATION:

 

Completion of a bachelor's degree program at an accredited college or university.

 

NOTE:  Additional experience or industry recognized certification may substitute for the required degree on a year for year basis.

 

GENERAL EXPERIENCE:

 

Two years experience as an employee trainer, a training coordinator, a training administrator, a training consultant, or as a human resources professional or assistant, which has included designing and conducting employee training and development programs.

 

AND

SPECIFIC EXPERIENCE:

 

One year of full performance level professional human resources experience or as an employee trainer, a training coordinator, a training administrator, a training and outreach manager, or a training consultant for enterprise-wide professional development and learning experience planning and administering employee training and development programs.

 

NOTE:          A master’s degree in the areas specified in the education section may substitute for the general experience.

 

 

Or any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included and the specific experience described above.

 

PHYSICAL AND MEDICAL REQUIREMENTS
