GENERAL DEFINITION

 

            This is instructional work conducting classroom and on-the-job training for labor, plant operation and maintenance trades, for Library Assistants in the Free Library, or clerical personnel or conducting correctional basic education for inmates.  Employees in this class instruct employees on the methods, techniques and procedures for performing their duties in labor, plant operations and maintenance trades, Library Assistant, or clerical fields.  Employees in the Correctional Basic Education specialty conduct an Adult Basic Education course and monitor inmates completing a basic literacy and math curriculum in the Prisons Department.  Significant aspects of the work involve effective communication with training program participants and assisting in the development and administration of an in-service training program.  Employees in this class report to a technical or administrative superior. 

 

ALLOCATING FACTORS:  (The following conditions must be met for a position to be approved for this class.)

 

1.          Employees must provide classroom and on-the-job training in the equipment operation, plant operations and maintenance trades, Library Assistant, or clerical fields on a full-time basis for the Clerical Skills, Equipment Operations and Plant Operations and Maintenance, and Library Assistant Specialties.

2.          Employees in the Correctional Basic Education Specialty must conduct Adult Basic Education to inmates in the Prisons Department.

3.          All positions must be responsible for creating lesson plans and instructional aids for training in their specialty area. 

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

All Specialties

 

            Prepares lesson plans and instructional materials; prepares and maintains records on student progress in courses and on class attendance.

            Performs related work as required.

 

Clerical Skills, Equipment Operations, Library Assistant, and Plant Operations and Maintenance Specialties

 

            Conducts orientation sessions for new employees; informs them of departmental functions, personnel regulations, wage and benefit provisions, promotional opportunities, and safe work techniques.

            Conducts on-the-job training courses; evaluates on-the-job training and recommends remedial action.

            Assists training supervisor with preparation of classroom material; reviews and suggests adaptation of existing course materials and texts.

           

Clerical Skills Specialty

 

            Conducts a variety of clerical skills training courses, including typing, word processing, introduction to computers, spreadsheet software and desktop publishing, customer service interviews, filing and telephone answering techniques; confers with supervisors and clerical personnel to assess employee skill levels and evaluate training needs; develops new training courses in clerical skills.

            Conducts basic skills courses in high school level mathematics, English and written communica­tion; develops and conducts training courses in a variety of clerical procedures, including payroll and personnel document processing.

            Confers with management staff on training needs in the clerical occupations; advises management on clerical training priorities; recommends training course attendance; researches and writes training manuals and assists supervisors in the development of clerical procedures manuals.

            Provides field training in the completion and processing of forms; provides instruction in completion of performance reports; gives advice to first line supervisors in proper techniques to follow.

            Conducts training in customer services techniques.

 

Correctional Basic Education Specialty

 

            Conducts course for inmates in the basic educational subjects of literacy and math for kindergarten to fourth grade equivalent levels; administers lesson plans for inmates using standardized printed educational materials; answers questions based on the educational materials; proctors the printed Test of Adult Basic Education (TABE) to inmates, scores TABE, and informs superior when inmates pass the TABE.

            Tracks inmate attendance, TABE scores, and behavioral issues; prepares monthly, quarterly and yearly report on attendance, scores, and inmates who have completed the program.

 

Equipment Operations Specialty

 

            Instructs prospective operators of automotive or construction equipment in the safe operations and maneuvering of vehicles; teaches by model demonstration, audiovisual presentation, lectures and other classroom techniques, and by actual vehicle operation on driving skill courses and in city traffic.

            Teaches remedial driving skills to departmentally-selected drivers; evaluates drivers' deficiencies and designs an instruction program to correct poor driving habits; conducts classrooms skill course and on-the-street instruction.

            Demonstrates preventive maintenance techniques in all driver-training programs; serves as member of unit safety review committee; participates in the investigation of automotive accidents; assists in organizing unit safety committees and promotes greater interest in accident prevention.

 

Library Assistant Specialty

 

            Confers with cluster leaders and administrative staff on training needs in the library for Library Assistants; makes recommendations to management on library assistant training priorities; recommends training course attendance; researches and develops training manuals and assists cluster leaders in the development of library assistant procedures manuals.

            Provides field training in the completion and processing of forms; provides instruction in completion of performance reports; provides technical direction for proper techniques to follow.

            Conducts trainings in customer services techniques; assists cluster leader with library assistant shortages at branch as needed.

 

Plant Operations and Maintenance Specialty

 

            Reviews plant operation and maintenance training programs; conducts skills assessment to determine employees skill level; adapts existing programs for appropriate field conditions and technologies; participates in developing course curriculum; conducts training in plant operations and maintenance procedures; demonstrates preventive maintenance techniques; conducts training in occupational hazards and safety requirements pertaining to plant operation and maintenance activities; instructs apprentices and trainees in operational tasks.

            Confers with management staff on training needs in plant operations and maintenance; advises management on training priorities; recommends training course attendance; researches and writes training manuals and assists supervisors in the development of operation and maintenance manuals.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/20.)

 

All Specialties

 

EDUCATION:

 

            Education equivalent to the completion of the twelfth school grade.

 

AND

 

EXPERIENCE:

 

Clerical Skills Specialty

 

            Two years of City experience supervising a staff of a least five clerical employees performing a variety of clerical functions in classes at the level of Clerical Supervisor 2, Departmental Payroll Supervisor or above, or performing administrative support work in classes at the level of Administrative Technician.

 

OR

 

            Four years of experience performing complex and complicated clerical work for City department at the level of Clerk 3.

 

Correctional Basic Education Specialty:

 

            Three years of experience facilitating educational instruction or testing for adults.

 

OR

 

            Two years of correctional experience.

 

Equipment Operations Specialty

 

GENERAL EXPERIENCE:

 

            Two years of experience at the Equipment Operator 2 level.

 

AND

 

SPECIFIC EXPERIENCE:

 

            Two years of experience at the Heavy Equipment Operator 1 level, or one year of experience at the Heavy Equipment Operator 2 level. 

 

Library Assistant Specialty

 

AND

GENERAL EXPERIENCE:

 

            Two years of library patron services experience.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of experience as a Library Assistant 3.

 

Plant Operations and Maintenance Specialty

 

Four years of experience in a water purification or wastewater treatment plant performing either:

 

·         Skilled treatment plant operations work, monitoring, operating, adjusting and regulating a computer controlled treatment process; OR

·         At the full-performance level in one of the skilled trades

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Common­wealth of Pennsylvania prior to the scheduled examination and during tenure of employment in the class, if required by work assignment.

 

            Possession of certification as a driver training instructor by the National Safety Council within six months after appointment as an Instructor for the Equipment Operations specialty only.

 

            Possession of certification as a CPR (cardiopulmonary resuscitation) Instructor, if required by work assignment.
