SAFETY MANAGER

 

 

GENERAL DEFINITION

 

This is occupational health and safety work at the managerial level, directing a comprehensive industrial safety program for a large City Department or directing, through the Risk Management Division of the Office of the Director of Finance,  city-wide compliance with health and safety policies. The incumbent in this class plans, organizes, and controls the department's employee health and safety programs, develops and recommends policies, manages a budget, and directs a department-wide or citywide safety training function. Work includes the development of safety standards and objectives and management, through subordinate supervisors or technical subordinates, of industrial hygiene and baseline medical programs.  The position in Risk Management is also responsible for developing and providing safety training and technical guidance to city departments and supervision of a team of departmental safety liaisons. Conferring with division heads regarding safety issues which impair the effectiveness and efficiency of operating units, and performing a consultative role in safety matters with other City agencies are important aspects of the work.  The employee in this class reports to a higher level Human Resources Manager or administrative superior.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

 

1.    Position must be responsible for a wide-ranging and diverse group of occupational health and safety programs for a large industrial department or the departments of Public and Behavioral Health, which includes management of a safety budget and comprehensive training initiatives.

2.    Position must be responsible for direct and indirect supervision of subordinate personnel engaged in some aspect of the department’s occupational safety program.

3.    Position must be located in the Airport, Water department, or the departments of Public or Behavioral Health or the Risk Management Division of the Office of the Director of Finance.

4.    Only one position will be allocated to the class in each department.

5.    The position in Risk Management must manage citywide safety programs and supervise a team of department safety liaisons.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

Plans, organizes, and coordinates the department’s safety programs to establish operational priorities; recommends, coordinates and controls programs with functions both inside and outside the agency; ensures program objectives and standards are established, attained and congruent with overall goals; develops and recommends new and revised rules, policies and procedures to respond to changes in operational and program needs, objectives, and priorities to improve the effectiveness of safety programs; ensures that emergency preparedness programs and activities are in effect at facilities; may conduct internal assessments to  ensure department complies with applicable safety and health guidelines and mandates.

Directs mandated medical surveillance systems including tuberculosis and asbestos monitoring; identifies exposure groups and may expand programs where applicable in coordination with all affected directors, managers, and union officials; conducts awareness campaigns with emphasis on prevention and corrective action determines safety training needs based on laws, regulations, policies and industry standards; develops safety training around new and established policies; ensures the implementation of safety training; develops and reviews training manuals and videos to accompany policies and/or training curricula; authors safety awareness and compliance communications and presentations such as memos, flyers, e-mails, and training documents.

Manages the departmental Safety Committee; addresses suggestions that result from Safety Committee meetings and ensures that suggestions comply with health and safety standards.

Recommends and/or determines and controls the safety budget to ensure adequate staff, materials, equipment and resources for the operations of the programs managed and to ensure compliance with state, federal and department requirements.

Supervises the purchase and provision of safety materials and equipment.

Develops and implements operational plans pertinent to the safety programs to ensure the establishment of appropriate goals and the development of action steps to achieve those goals.

Manages the administration of the Base-Line Medical Program in partnership with the designated medical provider; ensures that Department employees who are regularly exposed to potential hazards at their worksite are tested yearly for toxins; ensures that statistics and data are collected and tracked.

Monitors investigative reports; evaluates technical staff by reviewing results of their investigations and inspections and their completed technical reports, and ensures standardization, accuracy and compliance with directives; prepares injury reports summarizing trends and determines root causes of injuries to be presented to executive staff.

Responds to emergency situations; ensures that hazards are under control and the scene is secured; participates in investigations to determine the root cause of the accident; attends court hearings and grievances as a representative of the Department; ensures that information presented at court hearings is factual.

Prepares and reviews contract proposals for consultants; manages the work of consultants.

Attends community meetings as a representative of the Department to address safety and health issues in the community; represents the Department at community fairs and events.

May perform other Human Resources functions in areas such as Equal Employment Opportunity, Affirmative Action or Labor Relations.

The position in Risk Management performs the following city-wide compliance duties:

Develops a vision of safety and writes policies and directives for departments to follow; ensures department goals are in compliance with state laws and Risk Management directives; develops and conducts safety training sessions for department safety officers; reviews emergency action plans and preparedness of departments for compliance with Risk Management directives and applicable laws and regulations; prepares information and responses to audits or field inquiries; conducts safety audits of city departments and prepares written reports of findings; directs staff on special projects or citywide safety initiatives; supervises and directs a team of departmental liaisons to city safety officers to provide expertise and guidance on safety issues; assists the Director of Safety and Loss Prevention and represents the Director in his/her absence or at meetings as needed; facilitates quarterly meetings with departments for citywide facility safety, health and environmental issues; participates in union contract negotiations and/or testifies at arbitrations.

Performs related work as required. 

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·         federal and state laws pertinent to the management and administration of a comprehensive occupational health and safety program

·         the principles, practices, goals and programs of an occupational safety program

·         the current principles, practices and techniques of occupational safety analysis and assessment and hazard recognition and control

SKILL IN:

 

·         utilizing standard and specialized computer software packages for tracking data, production reports and training materials

 

ABILITY TO:

 

·         direct and administer a comprehensive occupational safety and health program

·         provide technical advice and guidance to safety officers and department managers

·         analyze environmental conditions and operational practices and methods and to recommend policies and programs to ensure occupational safety

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/12.)

                                                                                                                         

EDUCATION:

 

Completion of a bachelor’s degree at an accredited college or university with major course work in Occupational Safety, Industrial Hygiene, Occupational Health, Environmental Science, or a related physical/biological sciences field.

 

AND

GENERAL EXPERIENCE:

 

Three years of experience as an Industrial Hygienist or in an occupational safety administrative position.

 

AND

SPECIFIC EXPERIENCE:

 

Three years of supervising safety professionals in a comprehensive safety program for a large City department or other private sector agency.

 

OR

 

            Any equivalent combination of education and experienced determined to be acceptable by the Office of Human Resources which has included the specific experience and a bachelor’s degree as an educational minimum.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment if required by work assignment.
