This is specialized personnel work providing leadership in one of the human resources disciplines or within the human resources information systems function. Employees in this class are responsible for developing and enhancing the organization's expertise in their specialty area(s), monitoring quality within their functional area, and ensuring that practices in their area(s) of specialization are consistent with legal and regulatory requirements, human resource best practices, and the City's strategic vision for human resources. Work includes serving as an internal consultant, providing technical assistance and support to colleagues through technical training and communication, and ensuring consistency and equity in both policy and practice. Policy guidance and direction is received from a higher level manager, to whom the technical specialist reports.

A Master’s Degree in human resources, public administration, or a closely related field may be substituted for two years of general experience or one year of specific experience.
CCP (Certification as a Compensation Professional by WorldatWork) may be substituted for two years of general experience or one year of specific experience.
OR
Any equivalent combination of education and experience that has included a bachelor’s degree and one year of experience as the principal compensation specialist or two years experience as a senior compensation specialist or two years performing full performance level classification and compensation for the City of Philadelphia as described above.
