TRAINING AND DEVELOPMENT SPECIALIST
GENERAL DEFINITION
This is technical work planning, implementing and evaluating a major segment of a city-
wide training and personnel development program. An employee in this class is responsible for
administering either management development or specialized training services or functioning in
a staff capacity as assistant to the division director. Work may include supervision of a small
number of technical and clerical personnel. Work is performed under the direction of the
Training and Personnel Division Director.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Conducts needs analysis and research relative to new training and personnel development
programs for departmental or city-wide application; consults with departmental administrators
on operational and staff development problems and the feasibility of implementing training
devices to resolve them; reviews and evaluates departmental proposals for new programs;
recommends the development of new or modification of existing training programs; determines
appropriate learning objectives and instructional methodology to be used in programs; develops
course outlines and curriculums; reviews course content with departmental authorities and subject
matter experts.
- Arranges for the administration of training and staff development programs; confers with
and advises departmental officials on the selection of departmental personnel to serve as course
instructors; conducts or oversees the training of subordinate instructors in the methods of
instruction and appropriate techniques and aids; monitors and evaluates the performance of
instructors; may serve as classroom instructor or workshop leader.
- Determines appropriate evaluative techniques and devices to be used in measuring
effectiveness of programs; recommends changes in programs based upon evaluation results;
prepares reports concerning the progress and effectiveness of training efforts.
- Evaluates proposals submitted by training consultants for programs and workshops;
recommends modifications of proposals to insure accomplishment of departmental and training
program objectives.
- May supervise lower level technical personnel engaged in researching, developing and
administering training and staff development programs.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- current trends, developments and theories in personnel development and training.
- adult education and in-service training principles, practices and techniques.
- the principles and practices of public personnel administration.
- administrative organization and management.
- the problems encountered in establishing and conducting personnel development and
training programs and possible approaches to their solution.
ABILITY TO:
- assess areas of personnel development and training needs.
- plan, develop, conduct, and evaluate training and development programs in a variety of
occupational areas.
- select and adapt available material and to prepare original material for training needs.

- establish and maintain effective working relationships with departmental officials, city
employees and others.
- plan, direct and evaluate the work of a subordinate staff engaged in administering a
training and development program.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 2/82.)
- Completion of a bachelor's degree program at an accredited college or university.
- Three years of experience in personnel administration, one year of which has been at the
full performance level and involved developing and administering training and employee
development programs.
Or any equivalent combination of acceptable education and experience which has included
a bachelor's degree as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
