GENERAL DEFINITION
This is research and information management work at the supervisory level overseeing the activities of staff conducting analytical studies for a law enforcement, correctional, public or behavioral health department or agency. Employees in this class have responsibility for planning and designing research projects and supervising employees researching, collecting data and performing statistical analysis needed to monitor trends, patterns, and changes in populations, socioeconomic and demographic factors, technology and operating activities which impact quality and delivery of service to the community and clientele. Employees in the Public Safety Specialty Early Intervention System assignment are responsible for directing research analysts in the evaluation and reporting based on analysis of intervention data to diverse stakeholders. Work involves planning, designing, and adapting mainframe or networking computer systems to public or behavioral health, or public safety program activities and the needs of provider agencies and the general public. Defining, implementing and assuring the adherence of program policy in conjunction with public or behavioral health and public safety governmental requirements are significant aspects of the work. Work is performed under the supervision of a technical superior.
ALLIOCATING FACTORS: (The following conditions must be met for a position to be allocated in this class.)
Positions in this class must supervise all program research and analysis activities through subordinate Research and Information Analysts within the assigned program area of specialization.
· Positions in the Public Safety specialty in the Police Department must be assigned to the Early Intervention System assignment.
Positions may be allocated to the Department of Public Health, Department of Behavioral Health, Police Department and the Prison System.

ALL SPECIALTIES
Plans, assigns, and reviews the work of lower level analysts engaged in collecting and analyzing statistical data pertaining to departmental services and programs; provides technical direction to subordinates in research methods including sampling techniques, analytical techniques, applications, and the use of computer resources in research procedures; reviews analysis, findings, and conclusions of subordinates and makes recommendations to administrators for program improvements.
Reviews and researches established policies of funding sources to determine the impact on funding, operations and information systems; may prepare formal reply to funding source providing comments and recommendations; clarifies and translates state policy into operational procedures; monitors data collection and information reporting methods to ensure that state and/or federal requirements are being met by the office and provider agency staff.
Designs and participates in research projects to define problems in such areas as service delivery, service reporting, information management, and data collection; oversees and performs extensive data analysis using statistical, ethnographic and other methods to determine the correlation between population needs and services rendered; determines effect of operational activities on funding.
Reviews existing data bases and management information systems to determine if division goals as well as state reporting requirements are met; determines if informational needs of the various divisions are being satisfied.
Designs, modifies, and implements computer data files, data bases, and informational systems of the department to meet goals, satisfy needs and comply with stated requirements; modifies data collection and data verification procedures; selects hardware and software in conjunction with identified information reporting needs; designs source and output documents.
Writes computer programs utilizing a non-procedural computer language for purposes which include creating data bases, manipulating and retrieving information from the data bases, and producing informational reports; monitors system resources to ensure effective operation of computer applications; may create or modify existing systems to respond to technical changes and informational needs in addition to enhancing efficiency.
Prepares research reports of findings which include written and graphic descriptions; may provide training for office staff in conjunction with operational changes; develops manuals, handbooks and other instructional material as needed.
Acts as consultant within the department on projects and issues which impact research, evaluation and information management; attends conferences and reviews periodicals in the field to learn of and investigate new techniques in program analysis and evaluation.
Researches grant opportunities and prepares grant proposals for the funding of research, evaluation and information management projects.
Performs other related work as required.
PUBLIC HEALTH SPECIALTY
Provides technical assistance and training to provider agencies either directly or through subordinates in research, evaluation and information management activities; answers inquiries regarding state, federal and city reporting requirements.
Supervises the performance of advanced analytical work designating, implementing, and applying computer-based management information systems to improve operating efficiency and facilitate management reporting and analysis for departmental officials and related provider agencies.
PUBLIC SAFETY SPECIALTY
Supervises the performance of advanced analytical work using crime, economic and demographic data to project crime trends; works with program managers and unit commanders to establish performance measurement systems.
Performs and/or supervises comparative research on data compiled by public safety departments in other municipalities.
Early Intervention Systems Assignment
Supervises and participates in the design, implementation, and validation of an efficient and reproducible data processing pipeline; interfaces with vendors and other subject matter experts related to implement and provide ongoing support of data needs; directs the analysis and evaluation of various key performance areas in order to identify and map different databases to appropriately configure modules; plan, assigns and reviews gap analyses and recommendations leading to system improvements that are evidence-based and that support best practices; directs statistical modeling using best practices of machine learning and statistical inference.
Reviews and prepares project updates, summaries, presentations, reports, and other work products for dissemination to diverse stakeholders and policymakers to enable them to make data-driven decisions
Collaborates with programmers, engineers, and management heads to identify
process improvement opportunities, propose system modifications, and devise data governance strategies.

PUBLIC HEALTH SPECIALTY
EDUCATION:
Completion of a master's degree program at an accredited college or university with major coursework in public health, public administration, political science, psychology, sociology, anthropology, or a related field.
AND
GENERAL EXPERIENCE
One year of experience conducting social science research studies and performing advanced statistical analyses or gathering or analyzing data in a technical or administrative field.
AND
SPECIFIC EXPERIENCE
Two years of advanced level analytical experience in a public or behavioral health service program designing, implementing, and applying computer-based management information systems to improve operating efficiency and facilitate management reporting and analysis.
PUBLIC SAFETY SPECIALTY
EDUCATION:
Completion of a master's degree at an accredited college or university with major coursework in criminology, criminal justice, psychology, public policy, political science, sociology, information technology, management of information systems, information science, data analytics or a related field.
AND
GENERAL EXPERIENCE
One year of experience conducting social science research studies and performing advanced statistical analyses or gathering or analyzing data in a technical or administrative field.
AND
SPECIFIC EXPERIENCE
Two years of advanced level analytical experience in a law enforcement or correctional agency designing, implementing and applying computer-based management information systems to improve operating efficiency and facilitate management reporting and analysis.
NOTES:
1. A bachelors degree and additional experience may substitute for the required Masters degree.
2. A doctoral degree (PhD) in one of the fields listed in the minimum education requirements section may substitute for the general experience.

PHYSICAL AND MEDICAL REQUIREMENTS
