PROCUREMENT SPECIALIST SUPERVISOR
This is supervisory technical procurement work within the City’s central procurement agency or at the Department of Aviation. An employee in this class plans, evaluates and reviews the work of procurement specialists engaged in developing purchasing specifications and standards and purchasing an assigned group of commodities or services; performing long-range purchase planning and analysis; and/or reviewing and awarding public construction and concession contracts, or developing, modifying, monitoring contract processing procedures and professional services for the Department of Aviation. An employee in this class assigns a group of general commodities or public works construction contracts to specialists. Work includes reviewing staff performance and activities for conformance to appropriate procurement and purchasing practices, determining training and development needs, and resolving a variety of purchasing and procurement problems. Interacting with governmental officials, vendors, contractors, and the general public is a significant aspect of the work. Work is performed under the general supervision of a technical and administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. The position must supervise either a group of specialists: (1) developing purchasing specifications and standards and purchasing general commodities; or (2) reviewing and awarding public works construction and concession contracts.
2. The position must supervise a procurement operation in the City's Central purchasing agency or at the Department of Aviation.
3. The position must have responsibility for interacting with governmental officials, contractors and the public to resolve procurement related issues.

ALL ASSIGNMENTS
Plans, directs, coordinates, evaluates and reviews the work of a team of procurement specialists performing a variety of procurement and purchasing activities; determines work priorities, output goals and schedules for team; assigns specialists to specific procurement and purchasing activities; orients and trains employees in procurement principles, practices, procedures, and appropriate rules and regulations; evaluates training needs and development level of specialists; reviews and evaluates specialists performance and activities for achieving qualitative and quantitative goals and objectives within specified time frames; provides technical guidance to staff; reviews and modifies methodology, procedures, and processes.
Uses computer system to enter, retrieve and revise information on requisitions, bids and purchase orders using various Procurement database systems; may generate spreadsheets; monitors information in database from inception to completion.
Directs the analysis of goods and services and contract needs of City departments; studies departmental procurement and purchasing practices for conformance with overall City-wide policies and Government Procurement best practices; recommends modifications and changes in procedure and methods; discusses operations, policy and recommendations with appropriate departmental officials; implements policies and practices into team activities.
Confers with departmental officials, vendors, and contractors to promote greater competition for bid awards; confers with superior to resolve problems regarding bid rejections, removal of vendors from bidder lists, and appropriateness of specifications for specific goods, services or public work items; confers with City officials, technical staff and Office of Economic Opportunity or Supplier Diversity program officials to identify and prepare proposals appropriate for bidding in a sheltered market.
Performs related work as required.
PERFORMS DUTIES IN ONE OF THE FOLLOWING ASSIGNMENTS
GENERAL COMMODITIES
Supervises a group of Procurement Specialists purchasing automotive and service contracts, for janitorial supplies, fuel and electrical equipment, hardware and construction materials, medical and institutional supplies and office and laboratory equipment following prescribed procedures.
Confers with City and department officials, technical experts, and consultants to develop and analyze Request for Proposals for specialized services and commodity contracts; may prepare contracts from proposals for vendors with specialized experience, professional skills and technical innovation; seeks guidance from Law Department personnel in preparation of contracts.
PUBLIC WORKS
Supervises a group of Procurement Specialists involved in processing public works and concession contracts and bids for departments involved in capital construction renovation work following prescribed procurement procedures.
PROFESSIONAL SERVICES ASSIGNMENT
Supervises a group of Procurement Specialists involved in developing, modifying and monitoring contract procedures for professional services and placing requests for proposals or bids.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the principles and practices of procurement and purchasing as applied to a large-scale centralized public procurement operation
• the various grades, qualities and supply sources of commodities and services available to meet the City's procurement needs
• the principles, procedures and standards of specification writing and construction contracts as required by work assignment
• engineering and architectural terminology typically found in construction contracts for the public works assignment
• the markets and pricing methods and differentials as applied to a wide variety of goods and services as required by work assignment
• Office of Economic Opportunity and/or Supplier Diversity program requirements
• wage rate and tax regulations for the public works assignment
• supervisory principles, practices and techniques
• standard office computer software packages, such as word processing, spreadsheets and databases, as required by work assignment
ABILITY TO:
• plan, assign and review the work of a team of specialists performing a variety of procurement and purchasing activities in the area of specialization
• maintain effective working relationships with contractors, vendors, government and private officials, and the general public
• evaluate and interpret a variety of specifications, contract proposals, financial statement, and bid awards
• evaluate bids for construction and concession contracts
• evaluate procurement and purchasing procedures and recommend measures to improve operations
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/23.)
OPTION 1:
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university.
GENERAL EXPERIENCE:
Two years of purchasing experience.
AND
SPECIFIC EXPERIENCE:
Two years of full level performance purchasing experience in a centralized purchasing system or Airport analyzing buying requirements and resolving procurement related issues for general commodities or processing public work contracts and performing long-range purchase planning and analysis for construction and concession contracts.
NOTE: Additional experience may substitute for the education requirement on a year for year basis.
OPTION 2:
EDUCATION:
Education equivalent to completion of the twelfth school grade.
GENERAL EXPERIENCE:
Two years of contracting experience as a Departmental Procurement Specialist or three years of contracting experience as a Contract Clerk.
AND
SPECIFIC EXPERIENCE:
Two years of full level performance purchasing experience in the centralized purchasing agency or Airport analyzing buying requirements and resolving procurement related issues for general commodities or processing public work contracts and performing long-range purchase planning and analysis for construction and concession contracts.
NOTE: Certification from an industry accepted supply chain management/purchasing professional association may substitute for one year of the education requirement or the general experience requirements for both options to qualify.
Or any equivalent combination of experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.
NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions.
In accordance with Civil Service Regulation 11.032 - Selective Factor Certification – the appointing authority may request certification of eligible candidates with the required experience to fill specific positions in this class. Certification to fill such position will be made from of the highest-ranking eligible candidates on the eligible list who possess the specified experience.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
