TITLE REGISTRATION SUPERVISOR
GENERAL DEFINITION
This is first level supervisory work directing a staff of engineering aides or title registration aides engaged in reviewing real estate transaction documents for title registration and/or drafting new or revised title registry plats. Work includes supervision of employees engaged in receiving and reviewing routine real estate transaction documents or maintaining files of title registry plats and files of deeds and other registry documents for public reference. Interacting with governmental officials, title and search company representatives, attorneys, and the general public to provide title registration information is a significant aspect of the work. Work is performed under the direction of an administrative superior.
ALLOCATING FACTORS
- Employees in this class direct a staff of engineering aides or title registration aides and technicians engaged in reviewing real estate transaction documents for title registration and/or drafting new or revised title registry plats.
- The positions in this class must be located in the Records Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns and reviews the work of engineering aides and title registration aides and technicians engaged in reviewing deeds conveying property, surveys, and plans and in drafting new and revised title registry plats detailing metes and bounds from these documents; guides engineering
aides in the representation of complex conveyances; determines the scale to which plats are drawn; decides whether to draw new plats or revise existing ones; instructs staff in interpreting complex conveyancing documents; reviews proposed documents condemning property for completeness and
accuracy.
- Directs the activities of clerical employees engaged in receiving and reviewing routine real estate transaction documents and computing and collecting recording fees and realty transfer taxes.
- Plans, assigns and reviews the work of employees engaged in the review of complex
conveyancing documents; guides subordinates in the interpretation of deed encroachments, deed restrictions and adverse claims; resolves problems related to the recording of real estate transactions.
- Directs the work of clerical employees engaged in maintaining files of registry plats and files of all recorded documents, and in assisting the public in locating properties on registry plats, finding and interpreting copies of deeds and other documents, using various micrographics and computer technologies.
- Consults with and guides real property assessors and their supervisors in the proper interpretation of real estate documents, plans and related information to determine correct ownership and assessment related data.
- Provides information from registry maps and records to City officials and the general public; guides title searchers in the use of departmental information; guides and instructs historical researchers tracing the ownership and historical significance of real estate by explaining the methods used in capturing data on repeated and complex property conveyance.
- Contacts title insurance company officials, real estate agents, lawyers, and property owners to report conveyances which are in conflict with recorded property lines; when subpoenaed, appears in court to attest to the validity of certified copies of recorded public documents and to explain City policies and procedures regarding the recording process.
- Discusses existing land records systems with other City officials; provides information and advice to administrative superiors concerning alternative methods of records storage and systems integration.
- Selects personnel and trains new employees; recommends budgetary expenditures for an operating section; evaluates employee performance; recommends disciplinary actions when appropriate.
- May participate in writing policies and procedures under the guidance of an administrative superior.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the provisions of departmental, city and state regulations, ordinances and laws as applied to the recording of real estate transactions.
- legal terminology used in deeds, mortgages and other real property transactions.
- the methods, practices and procedures used in recording real estate transaction and other legal documents.
- the methods, practices, and procedures used in land title work, title registration work, and conveyancing of real property.
- computer hardware and software relating to work assignment.
- the effects of property line changes made by deeds, dedications, and other documents and records affecting titles to real estate for tax purposes.
- city and state realty transfer tax requirements.
- principles, practices, techniques, and instruments used in drafting work.
- principles of office management.
ABILITY TO:
- supervise employees engaged in reviewing real estate transaction and other legal documents.
- operate and utilize a personal computer and the software relating to work assignment.
- assist the public in interpreting real estate transaction documents.
- establish and maintain effective working relationships with associates, property owners and their representatives, and the general public.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/97.)
EDUCATION:
- Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
- Four years of drafting or title registration experience.
AND
SPECIFIC EXPERIENCE:
- Two years of experience at the advanced level, utilizing geographic information systems software and hardware to review, construct, and revise property maps.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
