GENERAL DEFINITION
This is advanced level technical title registration work. An employee in this class reviews and compares complex property conveyance documents with existing property maps to determine acceptability for recording. Responsibilities also include utilizing geographic information system software and hardware to review, construct, and revise property maps. Employees in this class function as lead workers and provide technical guidance to lower-level employees performing title registration work. Work is performed under the direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Employees in this class perform technical title registration work at the advanced level.
2. Employees in this class utilize geographic information system software and hardware to review, construct, and revise property maps.
3. Positions in this class must be located in the Records Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Receives and reviews documents related to the conveyance of real estate; researches the City's land and property tax records to determine conformance of complex property conveyances to City official records; gathers and reviews primary source information from various databases, systems, and operations throughout city government to construct detailed requirements to properly prepare conveyance instruments that conform to the City's requirements for assessing, taxing and recording property; makes changes to systems when necessary, and notifies affected city agencies of changes required to their systems.
Reviews any undocumented subdivisions and consolidations of land parcels to bring in conformance with City records; researches property records to determine the origin of land parcels not documented by deed or change in the Registry Mapping files; confers with the Board of Revision of Taxes and Streets Department for validation of street name and addresses, and their relationship to land parcels.
Prepares reports recommending approval or disapproval of complex and/or non-conforming property conveyances.
Confers with title company representatives, survey district employees, engineers, builders and general public to answer inquiries and resolve problems regarding the transfer of real property and the recording of related legal documents; provides guidance and assistance to the general public conducting research activities and retrieving copies of documents; provides information to those with inquiries regarding proper recordation process.
Provides technical guidance to lower level Title Registration Aides.
Attends work training seminars as assigned.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the provisions of departmental, city and state regulations, ordinances and laws as applied to the recording of real estate transactions and other legal documents
• laws, regulations and ordinances as they pertain to property rights and conveyancing
• the methods, principles and practices used in map preparation
• the utilization and operation of specialized geographic information system (GIS) computer software and hardware, such as ARC/INFO and CADD to perform cartographic drafting
• interactive computer terminal entry and retrieval procedures
• mathematics as it applies to metes and bounds descriptions
• principles, methods, and practices used in surveying as it applies to property descriptions
ABILITY TO:
• operate and utilize specialized geographic information system computer hardware and software, such as ARC/INFO and CADD, to perform cartographic drafting
• retrieve and input data utilizing a personal computer
• prepare sketches of property parcels based on descriptions indicated on documents presented for recording
• interpret complex land parcel descriptions
• establish and maintain effective working relationships with associates, property owners and their representatives, and the general public
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/21).
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
Two years of experience in the receipt and review of documents related to the conveyance of real estate to determine acceptability for the purpose of recording in a governmental agency.
AND
SPECIFIC EXPERIENCE:
Two years of experience performing title registration work at the full performance level, recording and indexing legal instruments dealing with real property transactions.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the specific experience indicated above.
