REAL PROPERTY EVALUATION SUPERVISOR

 

GENERAL DEFINITION

 

          This is supervisory level real property assessment and appraisal work directing the activities of a staff of real property evaluators in appraising and assessing real property in an assigned geographical or specialty area of the city. The employees in this class are responsible for assisting in the development and implementation of a methodology for the fair, uniform, and equitable valuation of properties, setting standards for property assessments based on law, ordinance and assessment industry practices, and defending assessed values in appeal hearings and court. Work is performed under a Real Property Assessment Manager.

 

ALLOCATING FACTORS (The following conditions must be met for a position to be allocated to this class)

 

1.     Positions must supervise the activities of a staff of evaluators in appraising and assessing real property in an assigned geographical or specialty area of the city.

2.     Positions must perform the work in the City’s Office of Property Assessment.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

Plans, assigns, supervises, and reviews the work of professional evaluators and support staff in the appraisal and assessment of commercial, industrial, and residential real property; provides advice and guidance to evaluators on difficult or controversial evaluation assignments; keeps up to date on current laws, ordinances, and assessment industry standards; investigates the organizational impact of new legislation; ensures that the guidelines and policies issued by the Office of Property Assessment are adhered to by the evaluators and support staff; oversees that professional standards for quality and quantity of work performed by evaluating staff are being maintained; approves evaluation assessments on money sheets, certificate reports, BRT appeal responses and withdrawal forms; validates the methodology and analysis used to reach the value recommendation.

          Assists in the development and enforcement of procedures in the Office of Property Assessment for computing and maintaining consistency in the appraisal of properties within different geographic districts or specialties; assists in the development and implementation of an annual reassessment through a professionally developed and maintained computerized assessment system; works with higher level administrators to oversee that annual revisions and equalization are done in accordance with law, ordinance and assessment industry standards; assists in the establishment of standards for the consistent treatment of property owners in the city.

          Assists higher level administrators in developing, modifying and applying statistical models; provides guidance on the use of statistical analysis in software packages in order to promote greater accuracy and improve reliability and uniformity of assessed values; performs quality control of lower level evaluator staff’s work; uses data to determine activities required to improve staff performance; makes recommendations to the staff for corrections and changes to work; creates reports to document valuation adjustments, abatements, exemptions and changes to the classification of properties; creates and sends correspondence and notices to property owners regarding changes to property valuation or a related issue.

          Oversees the training of lower level evaluators and support staff in their unit; conducts weekly staff meetings; conducts training sessions on various appraisal topics; keeps abreast of current appraisal literature for dissemination to the staff; attends training provided by professional assessment organizations, as appropriate.

          May conduct periodic on-site property inspections for highly complex properties to ensure work of lower level evaluators is complete and accurate; meets with taxpayers and/or their representatives to discuss property assessments and the methods used in deriving them; prepares written reports on appealed assessments; testifies at assessment appeal hearings before the Board of Property Assessment Appeals; testifies at the Court of Common Pleas concerning the appraisal technique used.

          Conducts research to identify trends in sales assessment ratios within assigned division; prepares reports on appraisal and assessment techniques used in other jurisdictions; investigates organizational impact of new legislation.

          Prepares in-depth appraisal analysis of commercial, industrial, and multi-family properties using a combination of income, market data, and cost approaches; contacts other governmental assessing agencies for location of comparables; maintains rapport with real estate brokers, private appraisal agencies, and neighborhood leaders for information-gathering purposes.

          Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved 3/23.)

 

EDUCATION AND CERTIFICATION:

 

          Completion of a bachelor's degree at an accredited college or university AND

Certification as a Certified Pennsylvania Evaluator.

 

AND

 

GENERAL EXPERIENCE:

 

Two years of experience performing real property appraisal, assessment and analysis work.

 

AND

 

SPECIFIC EXPERIENCE:

 

          Two years of experience at the full performance level as a Real Property Evaluator 2 performing real property appraisal, assessment and analysis work for the Office of Property Assessment.

 

 

 

NOTE: Additional years of general experience may be substituted for the bachelor’s degree on a year for year basis.

 

OR

 

          Any combination of education and experience determined to be acceptable by the Office of Human Resources which has included completion of a Certification as a Certified Pennsylvania Evaluator and the specific experience as described above.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

Possession of certification as a Certified Pennsylvania Evaluator prior to appointment and during tenure of employment as a Real Property Evaluation Supervisor.  

 

 

          Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Real Property Evaluation Supervisor, if required by assignment.
