REAL PROPERTY EVALUATION TECHNICIAN
GENERAL DEFINITION
This is paraprofessional work assisting real property evaluators gathering case facts by
records search and field investigation in order to supply information for the estimation of fair
market value of real property. Work may be similar to, but is distinguished from that performed
by professional evaluators, by virtue of the close supervision received, the limited scope and
level of assignments, and the lesser need for the analysis of cases and the interpretation of laws
and precedents. The employee receives training and gains experience in the methods and
techniques of real property evaluation.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Gathers information and data used to analyze sales/assessment ratios and construction
permits from Licenses and Inspections for indications of property reassessment need; performs
inspections on routine assignments; accompanies a higher level evaluator on more complex
assignments to inspect real property and the interview property owners or their representatives,
real estate brokers, property managers, and builders in order to obtain evaluation data and
neighborhood spatial determinants; learns to interpret deeds concerning subdivisions and
consolidations for new property lines; maintains property record files.
- Attends training sessions and learns appraisal methods and techniques.
- Learns process of estimating fair market value for assigned cases applying investigation
results and technical knowledges learned.
- Accompanies higher level evaluator to meetings with taxpayers and/or their representa-
tives to discuss property assessments and the methods used in deriving them; gathers facts used
by a higher level evaluator in preparing written reports to answer appealed assessments and
exemptions; reviews deeds, mortgages and other documents to obtain data for market value.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 8/94.)
EDUCATION
- Education equivalent to completion of the twelfth school grade supplemented by
successful completion of three courses approved by the Assessors Association of Pennsylvania
or the Pennsylvania State Board of Certified Real Estate Appraisors or the International
Association of Assessing Officers.
EXPERIENCE
- Three years of clerical experience processing and maintaining real property assessment
records.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department but which includes successful completion of course work
comparable to that stated above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle's operator's license issued by the
Commonwealth of Pennsylvania prior to and during tenure of employment as a Real Property
Evaluation Technician.
