BUDGET ANALYST SPECIALIST

 

GENERAL DEFINITION

 

            This is advanced budget and operational analysis work in the examination, evaluation, and control of the City's operating and/or capital budgets and in the review of operations and systems developing and modifying methods and systems to improve operational processes.  An employee in this class analyzes operating and/or capital budget requests including departmental spending and hiring plans, reviews a wide variety of fiscal and capital program documents, conducts specialized or recurring projects, and prepares reports relating to the City's fiscal operations. 

            This class is distinguished from the next lower class by the scope and complexity of assignments, the degree of responsibility for providing budgetary and advisory services, and responsibility for projects involving the analysis of City-wide costs and/or revenues.  Work includes interacting with departmental officials to implement City-wide fiscal policies and to ensure conformance to the City's overall fiscal program and acting as consultants for executive level operating department personnel.  Work may include supervision of interns and trainees.  The employees work under the direction of a budget analyst supervisor or higher level budget superior.

 

ALLOCATING FACTORS:  (The following conditions must be met for a position to be allocated to this class.)

 

1.  The position must be located in the Operating or Capital Budget Office.

2. The position must perform advanced budget analysis work involving the examination, evaluation, and control of the City's operating and/or capital budgets and operational analysis work in the review of operations, systems and procedures.

3.  The position must provide budgetary advisory services to City departments.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Analyzes departments' operating and/or capital budget requests, departmental target budget plans, monthly budget updates, and workforce plans to determine their conformance with City's fiscal policies and/or capital program, departmental functions, and historical trends; recommends modifications to requests/plans on basis of current policies, departmental operations, and fiscal impact; prepares a variety of capital and/or operating budget reports; makes budgetary recommendations based on governmental revenue funds, requested appropriations and reported performance-based measures; monitors fiscal activities of governmental revenue funds; prepares schedules for periodic financial status reports, transfer ordinances, and budget documents; reviews, recommends and explains changes in budget request forms, instructions, and preparation format.

            Reviews a wide variety of fiscal documents for conformance with approved operating and/or capital budgets; reviews requests for budget revisions and transfer of funds and determines impact and recommends appropriate actions; recommends modifications and prepares administrative transfers of capital authorizations; analyzes expenditures and unencumbered balances of authorized loan funds; projects future interest and principal payments

            Conducts a variety of fiscal and operational studies; prepares departmental overviews summarizing budget and revenue history, status, and outstanding budgetary issues; meets with appropriate officials to discuss proposals, consider alternatives or modifications, and/or resolve problems; evaluates results of studies and makes appropriate recommendations.

            Attends and participates in hearings and meetings; reviews budget testimony; participates in presentations before oversight committee; provides information relating to budgetary issues and recommended changes; meets with departmental administrators to discuss budgetary impact of requests, to resolve disputes, to provide budget technical direction, and to implement budgetary policy; advises departmental staff on budgetary issues and the use of automated systems related to the fiscal process; responds to requests for information from City officials and departmental representatives, plans, reviews and participates in special studies to improve administrative processes.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•           the principles and practices of capital and operating budget formulation, evaluation, and administration, including techniques and standard sources of information as related to finance administration.

•           the principles and practices of budget administration as applied to the analysis of budgetary objectives and procedures

•           the principles of public finance as applied to the preparation and control of operating and capital budgets including the source and methods used in funding capital expenditures for a governmental agency

•           principles and practices of administrative analysis and managerial operations

•           principles and practices of administrative organization and management and their application in resolving a variety of operational and administrative problems

•           principles and practices of revenue forecasting

•           the City's automated accounting, purchasing and contract information systems

•           computer software applications related to work assignment

•           City Charter provisions pertinent to the budget process

•          principles of management and administration, including planning, finance, accounting and statistics

•           the organization and functions of the departments and agencies which comprise city government

•           oversee project activities and assign and review the work of others

ABILITY TO:

 

•           analyze and comprehend organizational and procedural problems, provide budget technical direction, and makes recommenda­tions based on findings

•           prepare and interpret a variety of financial and budgetary reports and statements

•           enlist the cooperation of officials to implement policy and procedural changes

•           establish and maintain effective working relationships with associates, administrative officials, departmental officials and the public

•           analyze and resolve complex budgetary problems and make sound recommendations consistent with budgetary principles and departmental policies

•           exercise judgment and discretion in applying and interpreting policies and procedures consistent with overall policy and objectives

•           identify and evaluate significant trends in revenue and make budgetary recommendations based on such trends

•           learn new software applications related to work assignment

•           learn the functions and operations of assigned depart­ments and agencies

•           participate in remedial efforts designed to address organizational and administrative dysfunctions

•           direct fiscal analysis function of organizational analysis projects

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/19.)

 

EDUCATION:          

 

            Completion of a bachelor's degree program at an accredited college or university with major course work in public administration, urban studies, finance, economics, accounting, or business administration.

 

AND

GENERAL EXPERIENCE:

 

            Four years of budget/fiscal/accounting/auditing experience in a governmental agency.

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of Budget Analyst  experience.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the completion of a bachelor's degree program.

 

PHYSICAL AND MEDICAL REQUIREMENTS
