BUDGET ANALYST I
GENERAL DEFINITION
This is budget analysis work of limited scope and difficulty in the examination, evaluation
and control of assigned portions of the City's operating and/or capital budget. An employee in
this class performs progressively complex work analyzing operating and/or capital budget
requests, reviewing a wide variety of fiscal and capital program documents, and performing
special projects relating to portions of the City's total fiscal operations. Employees in this class
perform increasingly difficult and more responsible assignments as they progress toward the full
performance level. Work includes interacting with departmental officials to implement City-wide
fiscal policies and to ensure conformance to the City's overall fiscal program. Employees report
to a budget analyst supervisor.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Continues to develop proficiency in the analysis of assigned department's operating and
capital budget requests to determine their conformance with the City's fiscal policies and capital
program, departmental functions, and historical trend; recommends modifications in requests on
basis of current policies, departmental operations, and fiscal impact; prepares a variety of capital
and operating budget reports; makes budgetary recommendations based on trends in revenue and
requested obligations; reviews, recommends and explains changes in budget request forms,
instructions, and preparation format.
- Improves skills required to review a wide variety of fiscal and capital program documents
for conformance with approved fiscal and capital budgets; reviews requests for budget revisions
and transfer of funds; recommends modifications and prepares administrative transfers of capital
authorizations; analyzes expenditures and unencumbered balances of authorized loan funds;
projects future interest and principal payments.
- Performs a variety of special projects related to the overall City fiscal program; meets
with appropriate officials to discuss proposals, consider alternatives or modifications, and/or
resolve problems; evaluates results of studies and makes appropriate recommendations.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles and practices of capital and operating budget formulation, evaluation, and
administration.
- the principles and practices of budget administration as applied to the analysis of
budgetary objectives and procedures.
- the principles of public finance as applied to the preparation and control of operating and
capital budgets.
- the sources and methods used in funding capital expenditures for a governmental agency.
- research methods, techniques and standard sources of information as relates to finance
administration.
- the principles and practices of administrative organization and management and their
application in resolving a variety of operational and administrative problems.
- organizational, management and system theory as applied to budget administration and
analyses.

officials, departmental officials and the public.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 6/84.)
- Completion of a bachelor's degree program at an accredited college or university with
major course work in public administration, urban studies, finance, economics, accounting, or
business administration.
- Two years of budget/fiscal/accounting experience in a governmental agency reviewing
and analyzing budget requests; assisting departmental administrators in planning and preparing
departmental budgets; or analyzing, interpreting and recording data or financial transactions; one
year of which has been above the trainee level.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department which has included the completion of a bachelor's degree in the
above stated or related major course work as the educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
