REVENUE COLLECTIONS OFFICER 2

(Water and Sewer)

 

GENERAL DEFINITION

 

            This is administrative work directing the activities of one of the city's major revenue collection operations.  An employee in this class in the Multiple Tax specialty supervises, through subordinate supervisors, the collection of business, real estate, wage and other taxes. An employee in the Water and Sewer specialty supervises, through subordinate supervisors, the collection of water and sewer revenue.   Responsibility for directing, through subordinate supervisors, a large staff of employees and for maintaining continuous and effective contact with other governmental officials and groups and organizations to affect the collection of revenues owed to the city are significant aspects of the work.  Work is performed under the direction of an administrative superior.

 

ALLOCATING FACTORS (The following conditions must be met for a position to be allocated to this class):

 

1.    Only two positions will be allocated to this class, one in water and sewer revenue collections for the Water and Sewer specialty and one in business, real estate, wage and other tax collections for the Multiple Tax specialty in the Department of Revenue.

2.    Positions must be located in the Department of Revenue.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

BOTH SPECIALTIES 

 

            Directs, through subordinate supervisors, the activities of a major revenue bureau involved in the collection of water and sewer revenues or business, real estate, wage, and other taxes owed to the City; establishes controls for accounting, billing, receipt of revenues, and follow up of delinquent accounts; establishes security systems for the processing and depositing of large volumes of cash and checks received; directs and evaluates procedures and policies related to assistance programs;; collaborates on the implementation and coordination of shut-off system policies and procedures. 

            Plans, formulates, and implements new or revised procedures of the revenue bureau to improve the efficiency of operations or because of the introduction of new taxes or rates, or changes in tax structure; directs the establishment of new accounting systems and the design of new forms and records; directs the preparation of training manuals and oversees the instruction of personnel by subordinate supervisors; directs revenue processing, control, and systems development for the School District of Philadelphia.

            Either directly or through subordinate supervisors works with systems analysts and programmers to design and implement new or modified data processing systems for billing and accounting control; analyzes and determines standards and requirements of the revenue bureau and consults with systems analysts and programmers to translate these requirements to electronic data processing equipment.

            Prepares or directs the preparation of various financial statements reflecting the revenue and accounts receivable situation of the city; directs the preparation of statistical reports relating to revenues and revenue collections; directs the prepara­tion of revenue estimates for the general fund and establishes through analysis, reserves for uncollectible accounts receivable as indicated in financial statements; participates in studies relating to changes in departmental policy governing the operations of the various revenue bureaus; meets with representatives of law and accounting organizations, public utilities, and other governmental agencies to explain the city's tax structure, ordinances and regulations and to enlist their understanding and cooperation in the collection and enforcement of revenues.

 

            Performs related work as required.

 

MULTIPLE TAX SPECIALTY

 

            Directs, through subordinate supervisors, the activities of a major revenue bureau involved in the collection of business, real estate, wage, and other taxes owed to the City; plans, formulates, and implements new or revised procedures of the revenue bureau to improve the efficiency of operations or the introduction of new taxes or changes in tax structure.

 

WATER/SEWER SPECIALTY

 

            Directs, through subordinate supervisors, the activities of a major revenue bureau involved in the collection of water and sewer revenue; plans, formulates, and implements new or revised procedures of the revenue bureau to improve the efficiency of operations; establishes policies relating to the water/sewer billing system; directs the preparation of training.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

BOTH SPECIALTIES:

 SKILL IN:

 

MULTIPLE TAX SPECIALTY

·         directing the collection of varied tax types and explaining their associated ordinances and regulations

·         directing the municipal revenue collection, investigation, enforcement and customer relations activities for varied taxes

 

WATER AND SEWER SPECIALTY

 

·         navigating the appeals process of hearings, courts and boards related to water/sewer collections

·         the application of Water Revenue Bureau rules and regulations

 

ABILITY TO:

 

•         analyze and evaluate office operations, work production, work flow, forms and records systems, staff utilization, and other matters relating to administrative efficiency and work perfor­mance

•          secure and compile financial and operational data and to prepare and analyze complex charts, reports, layouts, and statistical statements

•          establish and maintain effective working relationships with associates, professional groups, and the public

·                      learn new software packages and their application to revenue collection activities

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 09/19.)

 

ALL SPECIALTIES:

 

EDUCATION:

 

            Completion of a bachelor's degree program at an accredited college or university.

 

AND

 

MULTIPLE TAX SPECIALTY

 

GENERAL EXPERIENCE:

 

            Four years of experience supervising employees engaged in high-volume municipal tax revenue billing and/or collections.

 

AND

 

SPECIFIC EXPERIENCE:

            Two years of experience as a Revenue Collections Officer 1 in the area of specialization of Multiple Tax.

 

WATER AND SEWER SPECIALTY

 

GENERAL EXPERIENCE:

 

            Four years of experience supervising employees engaged in high-volume utility billing and/or collections or two years of experience supervising employees investigating water/sewer delinquents and gathering facts in order to affect the collection of municipal revenues.

 

AND

 

SPECIFIC EXPERIENCE:

 

            Two years of experience as a Revenue Collections Officer 1 in the area of specialization of Water and Sewer.

 

 OR

 

            Two years of experience as a Utility Enterprise Fund Accounting Manager in the area of specialization of Billing/Collections.

           

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the bachelor’s degree and specific experience.

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
