GENERAL DEFINITION
This is revenue collection work at the management level supervising, through subordinate supervisors, one of the City's revenue collection operations. An employee in the Water and Sewer specialty serves as an across-the-board assistant to a higher-level revenue collection officer who is responsible for the collection of water and sewer revenue. An employee in the Multiple Tax Specialty serves as an across-the-board assistant to a higher-level revenue collection officer who is responsible for business, real estate, wage and other taxes, or supervises a smaller revenue collections operation under the direction of the Revenue Commissioner or Deputy Revenue Commissioner. Supervision of a subordinate staff, through subordinate supervisors, and coordination of unit activities with other departmental programs are significant aspects of the work. Work is performed under the direction of an administrative superior.

BOTH SPECIALTIES
Directs, through an accounting supervisor or collections manager, the work of a staff engaged in reviewing water and sewer rent billings, maintaining records of accounts receivable, reconciling revenue receipts, recording delinquencies for follow-up action and enforcing the collection of delinquent payments; reviews a variety of statistical and narrative reports of revenues received and outstanding and studies their conformance to revenue forecasts and earlier returns for similar time periods; determines reasons for increased or decreased revenues; prepares a consolidated report of accounting activities.
Confers with representatives of other City agencies to improve billing and collection procedures; attends and participates in departmental staff meetings to formulate department policy or to estimate revenue receipts; prepares reports and financial information for use in budget formulation; prepares reports on performance and productivity; listens to testimony and provides final decision on particulars of case; may provide expert testimony before courts, boards and trial commissions.
Coordinates the accounting, clerical and field activities of the bureau; determines the success with which production goals are being met; studies new work procedures affecting billing, collection, or enforcement activities and recommends changes designed to increase or expedite revenue collection; supervises through subordinates the maintenance of master files of accounts, the receipt of revenues either directly or through the mails, and the conduct of special field activities such as water meter reading; plans, coordinates and monitors data entry operations; determines the requirement and need for new data entry equipment; coordinates shut-off system activities and procedures with other units; recommends policy changes concerning the billing system.
Directs the integration of Department of Revenue business applications with the city’s central information technology agency; meets with representatives of the central information technology agency to develop strategies to utilize information technology in revenue collection activities; directs the activities of technical staff and contracted employees.
Performs related work as required.
WATER SPECIALTY
Directs and supports the processing of all electronic transactions for water and sewer payments; provides support for the Department of Revenue’s customer self-service payment options for water and sewer customers.
Supervises, through subordinate supervisors, the work of a group of clerical and field workers responsible for explaining interest and penalty charges, collecting delinquent payments, resolving billing complaints, and conducting investigations to locate individuals and notify them of consequences of continued delinquencies, including discontinuance or service; reviews activity reports to determine degree of success of enforcement program and resolution of taxpayer and customer complaints.
MULTIPLE TAX SPECIALTY
Directs, through a collections manager, the work of staff engaged in reviewing and collecting real estate and self-assessed taxes, including credit card payments, electronic filing of tax returns, registering for a business tax account number, and settlement and reconciliation of customer accounts; directs subordinate staff who provide technical assistance to inquiries related to tax or other receivables; provides mandatory training on the related laws and penalties for various city taxes; cites regulations and utilizes tax related software systems; provides support for the Department of Revenue’s customer self-service payment options for taxpayers.

KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. ALL SPECIALTIES:
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university.
AND
TAX SPECIALTY:
OPTION 1:
GENERAL EXPERIENCE:
Three years of supervisory collection experience with responsibility for supervising employees engaged in high-volume municipal tax revenue billing or collection operations.
AND
SPECIFIC EXPERIENCE
One year of experience as a Revenue Collection Manager directing the activities of municipal revenue billing operations or as a Revenue Accounting Manager.
OPTION 2:
GENERAL EXPERIENCE:
Three years of experience technical tax enforcement work in the initiation of legal action against delinquent taxpayers and the collection of taxes.
AND
SPECIFIC EXPERIENCE
One year of experience as a Tax Collections Coordinator directing the activities of administrative and supervisory tax enforcement work.
WATER SPECIALTY
GENERAL EXPERIENCE:
Three years of supervisory collection experience with responsibility for supervising employees engaged in high-volume utility billing or collection operations.
AND
SPECIFIC EXPERIENCE
One year of experience as a Revenue Collection Manager directing the activities of water/sewer billing and collections or as a Revenue Accounting Manager.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included completion of a bachelor’s degree program and specific experience.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
