REVENUE COLLECTION MANAGER

 

GENERAL DEFINITION

 

            This is administrative office management work directing activities in a major area of revenue collections for city taxes or water billing.  An employee in this class is responsible for devising policies and procedures for an assigned section and for determining appropriate bill adjustments for city taxes or incorrectly billed water accounts.  A significant aspect of the work is conferring with taxpayers to resolve billing problems.

            Assignments call for evaluative thinking and are carried out in accordance with functional precedents, practices, policies, and existing laws and ordinances.  The employee partici­pates with others in the collection of municipal revenue. Work is performed under the direction of an administrative superior. 

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Organizes, directs, and coordinates the activity of several units engaged in the billings, investigation, collection, and delinquency enforcement function for a major area of municipal revenues; reviews the work activities of each section to determine that all policies and procedures are being following; points out any errors to unit supervisors.

            Conducts periodic staff meetings with subordinate supervisors to discuss problems affecting work activities; suggests solutions to such problems; serves as technical expert on revenue collection database systems; authorizes inspections in response to billing discrepancies.

            Determines the layout of and directs the preparation of statistical and work progress reports; reviews these reports and submits them to administrative superiors at regular intervals.

            Reviews complex collection problems arising in section; determines legality and appropriateness of all recommended adjust­ments; approves all appropriate adjustments.

            Coordinates the billing and collection activities of section with those of other sections or departments concerned with revenue collections; confers with officials of other units on establishment of new billing schedules and collection procedures.

            Prepares and submits recommendations for changes in policies to superiors, procedures, laws, or ordinances; prepares rough drafts of amended policies, laws or ordinances.

            Confers with taxpayers or their representatives on complex revenue collection problems or irregularities; explains the technical requirements of various laws, ordinances, policies and procedures; investigates complaints or irregularities; determines and implements any adjustments in billing.

 

Water Department Position Only

 

            Plans, schedules, assigns, and reviews the work of a staff engaged in water meter replacement, repair, installation and clerical activities; designs and presents training sessions on shop and field safety and courtesy and customer relations to subordinates;

            Meets with officials of the Water Department, other City departments and representatives of commercial and industrial organizations to recommend policy, adjust problems and facilitate activities relative to water metering activities.          

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·         the principles and practices of office management as applied to large-scale billing and collection functions

·         supervisory methods and techniques

·         business English, spelling and arithmetic

·         the methods and techniques used in billing and collection activities

·         interviewing techniques

·         investigatory practices as they apply to the collection of debts

·         the laws, rules, regulations, and procedures concerned with municipal revenue collections

·         codes, regulations and ordinances pertaining to water metering services for the Water Department position

·         methods, materials, tools, and practices used in the testing and repairing of water meters for the Water Department position

 

ABILITY TO:

 

·         interpret ordinances, rules, and regulations fairly and impartially

·         direct and coordinate the work activities of a large clerical staff

·         understand and follow complex oral and written instructions

·         express ideas effectively, both orally and in writing

·         establish and maintain effective working relationships with associates and the general public

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/17.)

 

EDUCATION:

 

            Education equivalent to completion of the twelfth school grade.

AND

GENERAL EXPERIENCE:

 

            Four years of clerical experience.

 

AND

SPECIFIC EXPERIENCE:

 

            Three years of supervisory collection experience with responsibility for supervising employees engaged in high-volume utility or municipal tax revenue billing or collection operation.

 

OR

 

            Any equivalent combination of acceptable training and experience, which has included the specific experience.

 

NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions.

In accordance with Civil Service Regulation 11.032 - Selective Factor Certification - the appointing authority may request certification of eligible candidates with specified experience to fill specific positions in this class. Certification to fill such position will be made from the two highest ranking eligible candidates on the eligible list who possess the specified qualification.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
