AIRPORT FINANCIAL SERVICES MANAGER
GENERAL DEFINITION
This is administrative fiscal management work, directing the aviation fund accounting and
budgetary programs for the City's International and Northeast airports, through subordinate supervisors.
The employee in this class prepares and manages the airports' operating and capital budgets. Work
includes the preparation of fiscal reports, financial statements and other documentation intended to support
the recovery of operating costs through the assessment of airline annual rates and charges and fees for
concessionaires and other users. Performing financial analysis for the development of new rate setting
methodologies and assessing the financial impact of changes in policy and procedures and capital program
implementation plans are significant aspects of the work. Work is performed under the direction of an
administrative superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs the financial operations of the City's airports; plans, assigns and reviews, through
subordinate supervisors, the work of professional accounting and support staff; directs the development
and maintenance of accounting and other fiscal records in relation to aviation fund activity and airport
operations; manages the airports' aviation fund; monitors expenditures and develops, implements and
directs revenue generation strategies and methodologies; prepares and monitors the airports' capital and
operating budgets; directs monthly airline and non-airline invoicing, revenue receipts classification,
recording of accounts receivable and dunning of accounts; supervises the invoicing of all revenues
performed by airport accounting staff; directs, through monthly billing activities, the collection of
revenues from airlines, concessionaires and vendors as charges for such items as rentals, ground
transportation tariffs, and landing fees; supervises expense accounting including payroll, purchases of
services, materials and equipment; insures the proper classification and cost accounting of those expenses
on the bases of the budgetary and accrual accounting methods.
- Directs and coordinates the preparation of aviation fund financial statements on the budgetary,
enterprise fund and airline agreement accounting bases, adhering to the general airport revenue bond
ordinance; sets airline rates and charges annually to insure recovery of airport expenditures and debt
service payments; calculates rates and charges by reviewing budgetary forecasts and revenue projections
for current and subsequent fiscal years; evaluates the sufficiency of current year rates and charges by
monitoring a quarterly reporting system that documents airport financial activity.
- Maintains the capital budget accounting system for all airport property, plant and equipment; posts
capital expenditures to fixed asset ledgers, depreciation schedules and asset retirement and grant
accounting records; assists in the preparation of airport revenue bond issues; prepares cash flow forecasts
and drafts descriptions of bond issue projects; coordinates the activities of consultants performing
feasibility studies; participates in the presentations to bond rating agencies and bond insurers; maintains
airport statistics, including monthly passenger and cargo statistics by airline; prepares monthly aviation
activity reports for distributions to the media, airlines and other airports; plans and implements new
financial systems and modifies existing ones; develops and implements new methods to recover airport
costs through creation of new rate structures.
- Elicits and screens budget requests from the airports' divisional administrators for completeness,
accuracy and conformance to budget procedures; explains budget request development procedures that
preparers must follow; directs the preparation of capital budget request documents; compiles the airports'
operations and capital budgets; writes budget request justifications to clarify the needs and benefits
derived from requested programs; receives projects to be requested in the capital program; elicits the
priority for each project and the proposed construction schedule from the planning and development
division; attends budget review hearings at City Council; makes presentations, explaining and justifying
budget requests; negotiates airport budget requests with the airlines in order to obtain rates sufficient to
meet the airports' projected expenditures; reviews the City Controller's annual audits of the airport;
compiles information and prepares reports to be used in the airports' response to the audit.

ABILITY TO:

activities for the fiscal operations of a large hub airport complex.

effect financial issues.

analysis concerning the fiscal condition of airport operations.

budgets and contracts with outside agencies.

involving a large and complex airport service operation.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

requirements as approved on 10/89.)
- Completion of a bachelor's degree program at an accredited college or university with major
course work in accounting.
- Five years of experience providing financial services for a major municipal airport complex, two
years of which have been spent supervising accounting or budgetary personnel.
Or any equivalent combination of education and experience determined to be acceptable by the
Personnel Department which includes a bachelor's degree in accounting as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
