ACCOUNTING PROCEDURES ANALYST
GENERAL DEFINITION
This is accounting systems and procedures analysis work at the full performance level studying, analyzing,
developing, installing, and modifying accounting systems and procedures in the City's central accounting and revenue
collection bureaus. This analysis includes automating manual procedures and analyzing existing computer systems.
Employees in this class perform special studies, prepare financial statements and contact departmental officials to study
their operation, analyze data and implement recommendations. Employees in this class report to a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The position must perform studies, analysis, installation, and modifcation to and the development of accounting
systems and procedures.
- The position must develop accounting controls and internal checks for compliance with Federal, State and City
requirements.
- The position must perform the work in the City's Finance or Revenue Departments.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Analyzes current and proposed accounting procedures for the purpose of improving efficiency and/or ensuring
adherence to changes in generally accepted accounting procedures; determines the processes involved, the stage at which
each process occurs, and the personnel responsible for each process; utilizes flow charts and diagrams to demonstrate the
process.
- Reviews pertinent ordinances and regulations to ensure adherence to these requirements; analyzes each component
of the procedure to determine where efficiencies can be improved; recommends improvements; documents revised
procedures for agency use; develops accounting controls and internal checks for compliance with City, State, and Federal
requirements.
- Prepares formal procedures and flow charts for official use; guides departmental employees in the techniques used
in the implementation of new or revised accounting procedures; may consult with data processing analysts if accounting
system is to be computerized; analyzes forms for standardization, improvement, and elimination of unnecessary parts.
- Prepares required and requested financial statements; examines City ordinances to determine expenditure and
revenues to include in the statement; follows parameters set by the GFOA (Government Finance Officers Association),
GASB (Governmental Accounting Standards Board), AICPA (American Institute of Certified Public Accountants), and
generally accepted accounting principles.

KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates
for this class will be reviewed based on training and experience requirements as approved on 10/91.)
EDUCATION
- Completion of a bachelor's degree in accounting at an accredited college or university.
AND
GENERAL EXPERIENCE
- Two years of accounting experience.
AND
SPECIFIC EXPERIENCE
- Two years of accounting experience at the full performance level which has included responsibility for the
development and analysis of accounting methods and procedures.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department which has included a bachelor's degree in accounting and the specific experience as indicated above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this
class.
