MAIL CENTER MANAGER

 

GENERAL DEFINITION

 

This is second level supervisory and administrative work directing the Department of Revenue’s Mail Center services operation.  The employee in this class supervises, through a subordinate supervisor, the daily operating activities of the City’s Mail Center.  Work includes conferring with City agencies, departments and vendors concerning the processing, scheduling, planning and mailing of the City’s outgoing billings, vendor payments, permits, violation notices, parking ticket violations, subpoenas and traffic court citations.  Responsibility also includes determining and establishing the best methods and processes for the Mail Center operations.  Work is performed under the direction of an administrative superior and involves light physical exertion and exposure to a noisy and dusty environment.

be allocated to this class.)

 

1.    This is a one position class located in the Department of Revenue’s Mail Center.

2.    The employee must supervise, through a subordinate supervisor, the activities of a staff engaged in the Mail Center service operation. 

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Directs, through a subordinate supervisor, the activities of a subordinate staff; reviews requests for Citywide mailing services from various City agencies and departments; discusses arrangements with requesting agencies and departments; interacts with representatives of various City agencies to determine planned, special and recurring mailings; follows up to ascertain that goals and schedules are met; modifies work procedures to achieve more efficient Mail Center operations.

            Determines priorities and schedules special projects involving mail services availability; maintains most effective utilization of personnel and machines based on workload and machine capabilities; determines the proper utilization of vendor and proprietary software in the processing of Mail Center services.

            Troubleshoots and corrects workflow processes; tracks and maintains postal funds; prepares statistical mail data by department, equipment and mail type; communicates with vendors and reviews, keeps track of and updates equipment permits.

            Analyzes all equipment needs and recommends future equipment purchases; recommends requisition amounts for materials and supplies required to implement scheduled mailings.

            Manages projects related to special mailings and recommends configurations to ensure cost effectiveness of such mailings.

            Reviews work of subordinate supervisor for conformance to established policies and procedures; reviews development in technology related to mail center equipment, disaster recovery and postal processes to properly plan for ongoing operations.

            Trains subordinate personnel on new and existing equipment and technology.

            Attends United States Postal Service meetings and conferences.

Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•           the principles, practices and procedures of mail center operations

•           the use and adaptabilities of a variety of mail processing equipment including postage application, sorting, inserting and sealing

•           United States Postal Service regulations to ensure proper utilization and adherence to such regulations

•           the principles, practices, materials and equipment used in high volume mailing operations

•           administrative and organization practices that improve overall efficiency

•           supervisory methods and practices

•           software and technology as they apply to the equipment used in the mailing operation

•           the hazards of the equipment as well as work site dangers

•           the safety precautions to protect the health and welfare of employees

•           the maintenance of and minor repairs necessary to maintain equipment

 

ABILITY TO:

 

•           oversee maintenance of production logs and records of work progress

•           order and maintain materials, supplies, services and contracts based on present and anticipated work load

•           evaluate equipment and technology and make recommendations to management based on cost, efficiency and compatibility with existing systems;

•           troubleshoot and diagnose malfunctions and perform necessary minor maintenance and repair tasks or refer problems to contracted vendors for resolution to keep equipment operational

•           supervise effectively

•           establish and maintain effective working relationships with associates, vendors and officials of various City departments

•           adapt to an unpleasant and potentially hazardous workplace environment

•           recognize unsafe or hazardous working conditions and implement safety precautions as needed

•           prepare and maintain records, reports and inventory

•           train personnel on new and existing equipment and technology

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/16.)

 

EDUCATION:

 

            Education equivalent to the completion of the twelfth school grade.

           

AND

GENERAL EXPERIENCE:

 

            Three years of experience in the operation and routine maintenance of computerized mail equipment to process a large volume of outgoing mail in a mail center. 

 

AND

SPECIFIC EXPERIENCE:

 

            Two years of supervisory experience directing the operations of a high volume mail center with multiple types of computerized mail equipment capable of sorting, inserting, perforating, or affixing postage equipment.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the specific experience described above.

 

PHYSICAL AND MEDICAL REQUIREMENTS:

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
