MAIL  OPERATIONS SUPERVISOR

 

GENERAL DEFINITION

 

This is technical work supervising subordinate staff engaged in the processing and mailing of the city’s outgoing billings, vendor payments, permits, violations notices, parking, ticket violations, subpoenas and traffic court citations. An employee in this class plans, assigns and reviews the work of subordinate staff. Work includes planning mail processing schedules, inspecting work in progress and upon completion, and ensuring that items are processed and mailed to recipients on time. An employee in this class performs complex mail processing or programming work. Work is performed under the direction of a Mail Operations Manager and involves light physical exertion and exposure to a noisy and dusty environment.

 

ALLOCATING FACTORS:     (The following conditions must be met for a position to be allocated to this class)

 

·         Position must supervise subordinate staff engaged in the processing and mailing of the city’s outgoing billings, vendor payments, permits, violations notices, parking, ticket violations, subpoenas and traffic court citations.

·         Position must plan, assign and review the work of subordinate staff.

·         No more than one position shall be allocated to this class located in the Department of Revenue.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Plans and assigns the work of staff engaged in the processing and mailing of the city’s outgoing billings, vendor payments, permits, violations notices, parking ticket violations, subpoenas and traffic court citations; determines priorities; plans work schedules; assigns planned, special and recurring mail processing work to subordinate staff; ensures that mailing items are processed and mailed to recipients on time.

Inspects the work of subordinate staff in sorting, perforating, folding, bar-coding, and batch processing operations; reviews subordinates’ work in progress and upon completion to ensure quality and standards; orients subordinate staff to new and existing mail processing equipment.

Performs complex mail processing or programming work; operates mail processing equipment involving job selection, sorting plans, and barcodes, postage stamps and tags. 

Troubleshoots mail processing equipment for minor operational problems; cleans and maintains equipment; performs minor repairs on equipment; reports unresolved equipment problems.

Ensures that there are adequate material supplies for mail processing operations; prepares status/production reports on mail items received and staffing, processed and mailed, material supplies, and maintenance and repair of equipment.

Provide back-up for subordinate staff as required.

Attends mail processing meetings and training seminars.

Performs related work as required

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

 KNOWLEDGE OF:

 

•           the principles, practices and procedures of mail center processing operations

•           the uses and adaptabilities of a variety of mail processing equipment, including postage application, sorting, inserting and sealing

•           the United States Postal Service regulations as they apply to mail processing and distribution

•           the principles, practices, materials and equipment used in mail processing operations and distribution

•           software and technology used in mail processing and/or programming work

•           the hazards and safety precautions involved in mail processing operations

·                      budget management and financial management concepts

 

SKILL IN:

 

•           the maintenance of, and minor repairs on mail processing equipment

·                      using excel spreadsheets and generating reports

           

ABILITY TO:

 

•           supervise the work of subordinate staff in mail processing operations

•           maintain logs and updates reports of mail items processed

•           troubleshoot, maintain and perform minor repairs on mail processing equipment

•           establish and maintain effective working relationships with superiors and associates

·                      manage inventory of supplies and postal supplies

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE:  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/21.)

 

EDUCATION

 

            Education equivalent to the completion of the twelfth school grade.

 

AND

GENERAL EXPERIENCE:

Three years of experience in mail processing operations work.

AND

SPECIFIC EXPERIENCE:

One year of experience as an Office Machinery Equipment Operator 2 or equivalent with responsibility for leading and participating in operating mail processing equipment, programming for job selection and sorting plans, and for barcodes, postage stamps and tags. 

NOTE: For the first holding of the examination following approval by the Administrative Board in September 2021 of changes approved by the Civil Service Commission in August 2021, employees with permanent Civil Service status as of September 1, 2021 in the Office Machinery Equipment Operator class may qualify with the above-mentioned general experience and specific experience of two years as an Office Machinery Equipment Operator.

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.

PHYSICAL AND MEDICAL REQUIREMENTS:

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
