FLEET STORES MANAGER
GENERAL DEFINITION
This is second supervisory level supply management work directing the operation of a centralized or multiple site automotive supply distribution program for the Office of Fleet Management. An employee in this class directs and plans requisitioning, receiving, storing and distribution activities for equipment, marine and automotive parts supply items. Work includes the responsibility for planning and assigning various phases of the stores functions for Fleet stores employees through subordinate Fleet Stores Supervisors. Providing technical support and guidance to departmental managers is a significant aspect of the work. Work is performed under the supervision of a Fleet District Stores Manager.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
· These positions must be located in the Office of Fleet Management.
· These positions must manage the work of a centralized or multiple site automotive supply distribution program for the Office of Fleet Management.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
· Manages, plans, assigns, supervises and reviews the duties of Fleet Stores Workers and Fleet Stores Supervisors regarding purchasing, storage, receiving, distribution and inventory in Fleet Storerooms
· Tours work areas and observes the work of stores and clerical personnel engaged in the various phases of the stores and record keeping operation
· Determines obsolete stocks
· Determines disposition of surplus and salvage materials
· Selects, trains, and evaluates the work performance of subordinates
· Prepares budget estimates of supplies and equipment
· Plans storage layouts in an individual shop or stores area
· Confers with subordinate supervisors and recommends corrective actions
· Directs the maintenance of adequate stock levels
· Oversees supply scheduling for assigned storerooms
· Evaluates Fleet Stores Worker and Fleet Stores Supervisor job performances
· Estimates and adjusts the minimum and maximum storage levels for stock items
· Assigns and/or initiates stock replenishment orders
· Reviews various storeroom reports related to inventory control
· Manages the taking of physical inventories such as facilities maintenance equipment, automotive parts, and the maintenance of inventory recordkeeping systems
· Reviews, approves, and modifies departmental stock requisitions and oversees dispensing of requested items
· Confers with Assistant Fleet Managers, Fleet Maintenance Supervisors, Fleet District Stores Managers and provides on the status of processing requisitions for the purchase of materials and supplies
· Assures accuracy and completion of deliveries
· Reviews receiving reports
· Reviews requisitions submitted by various units to verify conformity with regards to completeness, signatures and other related requirements
· Monitors and enforces the security of inventoried items
· Coordinates and assigns safety and duty related training through Fleet Stores Supervisors or the Fleet Training Center at a designated maintenance shop
· May be assigned to manage more than one storeroom at a time
· Implements new procedures to provide more economic and efficient operating practices
· Ascertains those items to be considered commonly used automotive items which would be stocked
· Supervises and aids in the compilation of the automotive stock catalog
· Performs data entry and/or supervises the data entering of information on a computerized inventory tracking system
· May be assigned to determine the method for the movement of items and the manner in which they will be stocked and issued
· Assists Fleet District Stores Managers in analyzing inventory reports concerning the number, kind, and location of stock items
· Reviews and revises storeroom procedures as necessary
· Reorganizes stores areas to achieve efficient arrangement of stock and determines optimum utilization of available space
· Contacts vendors and suppliers by email, fax, phone or written correspondence to confirm the status of orders and deliveries
· Recommends stores personnel to instruct at the Fleet Training Center
· Refers recommended corrective actions to the Fleet District Stores Manager
· Determines proper solutions to daily operational encumbrances
· Performs related work as required
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· computer software related to inventory database recordkeeping
· principles, practices and methods used in determining minimum and maximum storage levels for stock items
· vehicle types and vehicle parts needed for repairs
· supervisory methods and techniques
· large scale storekeeping and stock control principles, practices and methods
· the principles and practices of receiving, storing and issuing materials, supplies and equipment
· the methods and procedures involved in taking inventory
· purchase and requisitions procedures
· various billing practices used by different vendors
SKILL IN:
· determining minimum and maximum storage levels of stock items and the optimum use of storeroom space.
· interpreting source documents such as invoices and material issue slips.
· preparing requisitions based on information provided on purchase orders and utilizing the city-wide vendor's list.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/10.)
EDUCATION
Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
Three years of experience receiving, storing and issuing inventoried items.
AND
SPECIFIC EXPERIENCE
Two years of second supervisory level automotive stores management
experience supervising the receiving, storing and issuing of automotive parts
and supplies
Or any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fleet Stores Manager if required by work assignment.
