HUMAN RESOURCES INFORMATION SYSTEMS MANAGER
GENERAL DEFINITION
This is managerial level information technology work directing citywide computerized human resource information systems in the City's central human resources agency and directing the provision of all internal information technology services for that agency. The employee in this class plans, implements, maintains and updates software and hardware for human resource information systems run in a network and mainframe environment. Work includes supervision of a technical staff engaged in operating and maintaining a local area network, providing desktop support to department users, providing information technology services through an internet system, managing and administrating the Personnel Department's WEB site, maintaining electronic data files, maintaining and managing the city-wide Workforce Request System (WRS) and producing management reports for in-house and operating department users. Determining the most efficient data base placement for increasing numbers of personnel data sets, maintaining the security and confidentiality of sensitive personnel information and information relating to collective bargaining and serving as the department's chief computing resource are significant aspects of the work. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must have primary responsibility for directing citywide HRIS and the Personnel Department's computer systems, providing support for users, departmental and city-wide.
- The position must supervise a staff of professional and technical computing personnel and clerical support staff.
- Only one position will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns and reviews the work of a staff of technical personnel engaged in analyzing and modifying existing computer-based human resource information systems; oversees the work of clerical employees engaged in maintaining and updating systems data files; directs the provision of training to users of human resource information systems; instructs and orients new employees; supervises the production of scheduled and ad hoc management reports and transfer of electronic employee records to operating departments; directs the provision of computerized system development services for such personnel responsibility areas as test scoring, application control, exam development, certification, printing, PAD tracking and office automation.
- Manages the Workforce Plan Request System (WRS), interacting with vendors and contractors through technical subordinates or directly; perform daily backup and disaster recovery planning and implementation of the system; perform problem resolution on network operating systems (NOS), application software, and network connectivity issues. Perform database administration tasks, which include creating and dropping tables, database growth considerations, end-user access, licensing issues, security. Perform fine-tuning of system, which includes, creating and dropping indexes, planning and implementing table dependencies. Perform end-user support, both internal and city-wide, concerning WEB browsers and end-user access, user-id, and security. Contacts application vendor with specific WRS application problems; suggests solution/resolution of conditions/problem areas. Works with vendor on change control and change implementation; contacts hardware vendor concerning contract services, payments, costs; resolves related problems; contacts vendor hardware/software technical support as needed.
- Manages Personnel Department's Intranet WEB site; provides technical guidance and support to subordinate technical staff; provides necessary equipment and tools to host and support WEB servers and content. Resolve Wide Area Network (WAN) connectivity issues; approves content web site upgrades and changes.
- Manages department's INTERNET user access; provides training and support to departmental staff; advises departmental users on appropriate use of INTERNET access stations.
- Directs the operation and maintenance of Local Area Network hardware, network operating systems and software applications; insures that workstations, file servers, systems software and peripheral equipment are in working order; develops and implements strategies for network security, file backup procedures and disaster recovery; evaluates need or requests for new network applications or workstations and determines optimum hardware and software use to achieve efficient system utilization.
- Directs the planning, development and implementation of human resource information services to other City Departments and the general public through Intranet and Internet systems; supervises the development and maintenance of a Personnel Department web-site and required hardware and software to support a City-wide Intranet service; insures the timeliness and appropriateness of Personnel Department information provided through the Intranet and Internet confers with user departments to determine their information needs and provide technical assistance in the development of new information services.
- Confers with in-house administrators to determine informational needs; evaluates requests for feasibility and performs cost-benefit analyses; directs the development of software applications and reports that address particular information needs of users; codes applications programs and reports; coordinates submission of selected job runs to the central computing agency if appropriate; reviews completed job runs for accuracy.
- Establishes operating procedures and user manuals for access to human resource systems; establishes and modifies data entry procedures used in updating departmental personnel records; establishes procedures for maintaining security and integrity of personnel data files; insures confidentiality of information relating to the collective bargaining process.
- Analyzes, modifies and updates existing systems to improve operating efficiency; consults with user departments to determine information needs and requests for specialized data; directs the development of new systems or subsystems when necessary; prepares systems flow charts; directs the documentation of new and existing programs using detailed systems specifications; insures preparation of user's manual when appropriate.
- Confers with staff of the City's central computing center; arranges for access to the center's central processing unit and related equipment; arranges for storage and maintenance of selected human resource information systems and data; oversees installation and configuration of computer hardware and software; resolves problems encountered during installation of computer applications; troubleshoots minor maintenance problems and interacts with vendors to resolve major equipment malfunctions; oversees service contract agreements and expenditures; provides technical assistance to departmental computer users.

- Provides information and participates in the preparation of contract specifications, requests for proposals and requisitions for consulting services and the purchase and maintenance of hardware and software; participates in interview and selection of consultants and vendors; reviews activities of and meets with consultants contracted to develop and maintain aspects of human resource systems.
- Makes recommendations for automation of personnel procedures; reviews commercial software and applications systems for applicability and compatibility to existing and proposed systems; makes recommendations for the purchase of appropriate software.
- Keeps abreast of current software and hardware developments in the field of computer-based human resource information systems.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:

ABILITY TO:
- evaluate, analyze, modify, and develop procedures to facilitate human resources management analysis and reporting
- determine the most efficient and appropriate data base placement for personnel data sets and files
- apply current non-procedural computer languages to personnel applications
- design and implement training programs to familiarize users with human resource systems access procedures and capabilities
- learn the various computer systems that support Personnel Department operations, such as the SIGMA system and the Workforce Request System
- learn the relevant provisions of Civil Service Regulations, Labor contracts, Home Rule Charter, and employment laws, such as COBRA and HIPPA that impact on human resources functions, and the reporting requirements of the government agencies that enforce the laws

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. EDUCATION
- Completion of a bachelor's degree program with major course work in information technology, computer science, information systems management decision science, information science, or a closely related field from an accredited college or university.
AND
GENERAL EXPERIENCE
- Two years of full performance level experience in computer programming and analysis.
AND
SPECIFIC EXPERIENCE
- Two years of computer network management work at the advanced performance level maintaining a computer system configured in a local area network (LAN), which has included network management and maintenance and support of a Human Resources Information System.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included a bachelor's degree and the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
